North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education. The standard basis for license is the completion of an approved education program at an accredited college or university. The Tomorrow's Teachers Scholars Program supports students interested in careers in K-12 teaching in diverse settings and also those interested in educational administration and policy. Tomorrow's Teachers Scholars develop an undergraduate program that will prepare them to apply for graduate teacher certification programs after college. In support of these goals, Scholars will be encouraged to have experiences in area schools and educational administration and policy organizations. Depending upon individual objectives, Tomorrow's Teachers Scholars may pursue an appropriate undergraduate emphasis in any number of majors, or they can plan an interdisciplinary program of study. Close attention to requirements set by the State Board of Education is required. The Tomorrow's Teachers Scholars Program is designed to help students explore the field of education and to help them examine teaching as a career. Note, however, that acceptance as a Tomorrow's Teachers Scholar does not guarantee acceptance into any of the university's teacher training programs. The point of this program is to give interested students a solid and wide-ranging liberal arts undergraduate education, with an eye to preparing them to compete effectively for postgraduate certification programs and to complete those programs successfully.

The concept of teacher testing has gained wide acceptance, as reflected in its extension to 48 states. All but Alaska and Iowa are in the process of, or have already implemented some form of mandatory teacher testing, as of April 1987 (Rudner, 1987). The limitations of state procedures, i.e., different standards, approaches and requirements (McCaleb, 1987), combined with significant improvement in evaluation techniques have led to the call for a system of national assessment. The Carnegie Forum on Education and the Economy, convened for the purpose of improving education and teaching, responded to the need for national criteria by launching the National Board for Professional Teaching Standards in 1987. Changes initiated by the Board are expected to transform teaching (albeit gradually) from an undervalued, underpaid profession to one enjoying higher standards, better salaries, and prestige. Teacher education, in the process, would be enhanced as pedagogical institutions consider, and respond to the requirements of a national criterion.

According to State Education Agencies (SEAs) and state information from the Teachers of English to Speakers of Other Languages (TESOL) Web site, 42 states and the District of Columbia offer ESL teacher certification or endorsement, while 27 states and the District of Columbia offer bilingual/dual language teacher certification or endorsement. In addition to offering teacher certification in ESL, 22 states have legislative requirements or state board requirements that teachers placed in ESL classrooms must be certified in ESL. In addition to offering bilingual/dual language certification, 17 states have legislative requirements or state board requirements that teachers placed in bilingual/dual language classrooms must have bilingual/dual language certification. September 2, 2006 is the final date your application must be in Columbus, Ohio to renew an 8-year certificate under the old standards. To renew you need 12 semester hours or 36 CEU’s or a combination. Under the old standards you may substitute each year taught under the certificate since the last issuance for 1 semester hour of credit. and Endorsement Categories in the States
July 2004 Teacher certification in special education has become a hot topic after the passage of the No Child Left Behind Act of 2001 along with the “highly qualified teacher” definition that accompanied it. With the ever-present teacher shortage in special education, states are becoming hard pressed to properly staff and train special education teachers for their school districts. In the past several years, many states have been re-organizing of their special education teacher certification system to meet the changing demands on certifying special education teachers. This StateNote focuses on the different types of certification systems and the endorsement areas for special education teachers in the states. The certification systems have been divided into three categories: generalist, mild/moderate-severe/profound and categorical. These categories were used because it nearly splits the states into thirds. The mild/moderate-severe/profound classification, even though it relies on a general classification, was used because of the increase in this type of certification system. States such as Kansas and North Carolina recently have revised their systems to adopt the mild/moderate-severe/profound classification. Brief definitions of the classification categories are as follows:

Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

    As part of the accreditation process, the Music Education faculty, together with the Education Council (EC), crafted a document called the Conceptual Framework. The Education Council is comprised of the music education faculty plus a conservatory dean, college dean, college faculty, public school administrator, and public school teacher. The Conceptual Framework describes the foundations on which our curriculum for teacher certification (music education) is based. The EC collaboratively created a mission statement and approved a motto for the Division of Music Education.
