Ohio's Expectations for Professional Development Respect the Educator's Right to Plan One's Own Learning Ohio's teacher education and licensure standards communicate the State's expectation that teachers guide their own professional development in a planned, regular manner over time, in order to keep their teaching credential certification or licensurecurrent and valid. While the transition from certification to licensure in 1998 temporarily has caused some variation in professional development expectations for educators, depending on what credential they hold and where they are in their careers, after the transition has run its course nearly all educators will need to meet the same expectation for professional development. The exception would be the educators who hold Permanent Certification, which will no longer be obtainable after September 1, 2003. Every other educator will be expected to engage in professional development within each five-year licensure period in accordance with an Individual Professional Development Plan that has been developed by the educator and approved by the educator's Local Professional Development Committee.

Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

Overview
Vicki works as a paraprofessional in a fifth-grade classroom in a Cleveland public elementary school. Vicki has a goal, called a job target, which is to help ten students improve their reading skills, as measured by standardized tests, by the end of the school year. Because she is a participant in the Cleveland Professional Career Ladder program, Vicki will receive a bonus for her work if her students achieve the reading goal that she set for them. During the past two years, she has taken courses at the district's Paraprofessional Development Institute and at a nearby four-year college. To become a regular classroom teacher, Vicki plans to earn her bachelor's degree and teaching certificate. The Cleveland Career Ladder program is a five-year-old program that provides paraprofessionals with several options for professional growth and career development. A collaborative effort between the Cleveland Board of Education and the Cleveland Teachers' Union, the program is open to paraprofessionals who work in elementary and secondary classrooms. In addition to taking certain courses offered by the district's Paraprofessional Development Institute, program participants develop and work toward job targets. They may also apply for a leave of absence to take college courses and work toward their degrees and teaching certificates.

Farris, Chairman October 24, 2003 The Myth of Teacher Qualifications by Chris Klicka, Senior Counsel for Home School Legal Defense Association Only the National Education Association and some of the other members of the educational establishment continue to defend teacher certification and high qualification standards for homeschoolers, in spite of the overwhelming research against the need for such teaching standards. Their vested interest in certified teachers may explain their blindness to the facts. Homeschoolers need to remain constantly informed. For example, a few years ago the Kansas School Board Association made an unsuccessful attempt to get House Bill 2392 passed which would have required homeschoolers to be certified. This report summarizes research and opinions of professional educators, confirming the absence of a positive correlation between teacher qualifications and student performance. There is also a clear trend in the legislatures and the courts away from enacting or enforcing certification and other teaching standards to restrict homeschoolers. The National Academy of Needlearts offers a Teachers' Certification Program which includes training in all aspects of embroidery instruction, from the development of teaching and presentation skills to study in design and color and the production of the written work necessary for the successful teaching of needle arts. NAN's program is suited to either the novice or the experienced teacher of the needlearts who wishes to develop and refine her/his instructional skills. Full certification requires three years of intensive study. During that time the candidate designs and develops several classes in her/his chosen medium, and compiles a viable portfolio of her/his own original teaching pieces. Book critiques, color and design notebooks, and oral teaching presentations complete the certification process. In addition, the candidate also participates in several hands-on teaching experiences.
