At issue is the Cleveland school voucher program. Under it, the state of Ohio gives money to poor families who want to take their children out of troubled public schools and send them to private schools. But, in Cleveland, almost all the nonpublic schools are religious. Does that mean the state is unconstitutionally entangled with religion? Phil Jones reports.
PHIL JONES : As far as Victoria Pope is concerned, the issue before the U.S. Supreme Court is one of quality education for her children. Should she and other parents be able to use taxpayer-funded vouchers to send them to better schools, even if they are parochial?
VICTORIA POPE : Anybody wants their children to go to the best schools. When I go to that school I know if they miss homework they're going to get a detention, and I like that. That holds them accountable. Whereas in the public schools they would fall through the cracks.

The Ohio Supreme Court on Friday ended the 12-year-old school funding case that led to three rulings over five years declaring the state's educational system unconstitutional. Ohio has spent billions of additional dollars on schools as a result of the rulings. "The DeRolph case is over," said Kim Norris, a spokeswoman for Attorney General Jim Petro. The case is named for southeast Ohio schoolboy Nathan DeRolph. The court ruled 5-2 to "end any further litigation" in the case that was first filed in Perry County in 1991 in part because DeRolph had to sit on a floor to take a test because there weren't enough desks. The court had taken itself out of the case five months ago. Friday's decision eliminates jurisdiction "by this or any other court," Justice Evelyn Lundberg Stratton wrote for the majority.

When Southwest Ohio voters go to the polls Tuesday to decide 19 school issues, they will hardly be alone. More than one-third of Ohio's 612 public school districts - 207 - have one or more money issues on the ballot. Altogether, Ohio voters will decide 227 school issues. Most issues are seeking hundreds of dollars in new taxes from homeowners. If their levies fail, many districts will be forced to cut staff, busing and after-school activities. Some districts, including Batavia and Winton Woods, have announced cuts even if voters approve levies. "We're approaching a crisis in the state in school funding. It's been clear for many years the system was flawed,'' said Donna Boyland, director of government relations and communications for the Buckeye Association of School Administrators in Columbus.

"Placing these life-saving devices in each and every junior high and high school is the first comprehensive effort of its kind in the nation for a county our size," says Terry Gordon, DO, cardiologist at Akron General Medical Center and president of the Summit County American Heart Association board of trustees. The Akron General Development Foundation, through its Community Health Initiatives Fund, has committed to purchase AEDs for a majority of schools (32) at an approximate cost of $2,800 per school, and to support cardiopulmonary resuscitation (CPR) and AED training throughout Summit County. Amesville High School, Athens County Ohio, 1952. In the late 1960's, this high school was consolidated with other schools in the area, and the building now houses an elementary school of about 360 pupils. New school facilities constructed with state funds must house at least 350 students, forcing many rural communities to relinquish their small local schools if they wish for safe, adequate buildings for their children. Over the last several years, states have imposed increasing mandates and responsibilities on local schools. Yet, because state school systems throughout America depend on local property taxes for much of their revenue, districts with poor property valuations are finding it especially hard to meet tightened curricular standards, or to prepare students to do well on state assessment tests. Rural schools are having a particularly difficult time. Unless a rural school district is on the edge of an expanding city or located in resort country, its revenues are likely to be wrung from shrinking property valuations, vanishing businesses, and a dwindling number of taxpayers.Millage rates are high, and many districts are facing fiscal crises even as their schools are expected to perform at a level comparable to those with more money to spend. Because cost estimates rarely include the value of a building's shell or infrastructure (utilities, sewer, roads, etc.),it often seems less expensive to construct a new school than to remodel an older building. Architects and community worked together to save this older facility, a center of community life since 1914. The Rural School and Community Organizing Project works with area residents and school districts trying to modify the effects of school modernization and funding policies upon their communities.
