Legislative Reports Vol. 26 No. 2, 126th General Assembly, January 31, 2005 TABOR initiative and TELs are cause for concern Ohio voters in November could vote on a ballot measure to limit state government spending and revenue growth, which would be limited to the increase in inflation and population growth. Another concurrent joint resolution is being proposed in the General Assembly by Sen. Jim Jordan (R-Urbana) and Rep. Linda Reidelbach (R-Columbus) that would require three-fifths vote of the General Assembly to put a different measure before Ohio voters. These measures would also limit the growth of city, village and township governments, as well. $2.5 million for defibrillators House Bill (HB) 434 of the 125th General Assembly appropriated and authorized $2.5 million for school districts to receive automated external defibrillators (AEDs). The Ohio Schools AED Program is being administered by Akron General Medical Center. Medtronics Inc. will be distributing the AED units and the American Heart Association will provide training materials. Schools should apply as early as possible, because the funds are low. Preserving Historic School Buildings
Prepared by Martha J. Raymond, Technical Preservation Services Department Head, and Barbara A. Powers, Planning, Inventory, and Registration Department Head, Ohio Historic Preservation Office Many Ohio communities treasure their historic school buildings as centers for neighborhood or community activity, symbols of civic pride, and often as local architectural landmarks. At the same time, communities face the challenge of ensuring that older school buildings meet the needs of today’s students and teachers. Meeting the challenge requires good planning, knowledge of preservation tools, and, at times, creative design solutions.
Here are some ideas to help your community plan for the long-term preservation of historic school buildings, for continued school use or adapted for new uses.

Description and purpose of the project
These thirteen proficiency test workbooks and notebooks reveal many hidden secrets and patterns in the proficiency tests and provide students and teachers with useful practice materials. This project is the joint effort of two organizations, the Support Team for Assessment, Testing and Statistics (STATS) and the Northeast Regional Professional Development Center (NRPDC) at Cleveland State University. STATS is a grassroots organization made-up of numerous school districts in northeastern Ohio that have joined together to share materials and ideas in reaction to Ohio’s accountability efforts. The workbooks and notebooks are a gift from STATS members and the NRPDC to Ohio children and teachers and can be freely copied and duplicated. Please note: The notebooks and workbooks on this site are "pdf" files. The free Adobe Acrobat Reader is required to view "pdf" file links.

Date: June 27, 1997 To: An Open Letter to My Constituents and Other Interested Parties From: Diana M.. Fessler, Third district, Ohio State Board of Education Re: Draft "School and District Performance Standards" ORC Chapter 3302
The following text is being circulated by the Ohio Department of Education as a draft of proposed changes in the Ohio Revised Code. This document has been delivered to members of the General Assembly for their consideration. My comments are italicized; emphases are mine 3302.01 Standards for school district and school building performance As used in this chapter, "school district" means any city, local, exempted village, or joint vocational school district. " School building " means any building where students are provided instruction and assessment Multiple buildings may be designated as a single "school building " only if the students' instructional day is divided between the different buildings The state board of education shall adopt rules for evaluating school district and school building performance. [The following letter was written by Dr. John Goff to Speaker of the House, Jo Ann Davidson. It concerns the Ohio Standards for Schools document that is currently under discussion. All emphases are added.] Ohio Department of Education Letterhead
    June 4, 1997
The Honorable Jo Ann Davidson Speaker
    Ohio House of Representatives
77 South High Street Columbus, Ohio 43266-0603 Dear Speaker Davidson: I appreciated your cooperation last year as you worked with the State Board of Education and the Department to facilitate the adoption of the rigorous new teacher education and licensure standards. Now, I seek your assistance in moving forward the proposed Standards for Ohio Schools, which, when joined with the teacher standards, will further enhance Ohio's performance-driven system of education. These proposed standards contain two essential elements for guaranteeing results-oriented schools: (1) a framework for establishing more rigorous graduation requirements and assessments , and (2) a new school accountability review system I am pleased to enclose the Rules Edition of the proposed standards which were accepted in principle by the State Board on May 12, 1997. The standards are a single, cohesive set of rules which will guide the education of learners in elementary and secondary schools chartered by the State Board. The standards apply not only to regular education programs, but also to special, gifted, vocational, and early childhood education.

Ohio Schools - Five Year Forecasts
This website contains the General Fund five-year forecast for City, Local, Exempted Village and Joint Vocational School Districts as filed with the Ohio Department of Education as required by of the Ohio Revised Code . It reflects three years of general operations, General Fund and DPIA Fund, historical revenues and expenditures, as well as a forecast of the present fiscal year and four additional fiscal years. A school district’s General Fund is a fund designated to report general operations of a district that are not required to be reported in a different manner, which reflects the receipt and expenditure of most tax dollars, even though it does not reflect all financial activity of a school district. The DPIA fund, Disadvantaged Pupils Impact Aid, is a special revenue fund containing only state revenue and the distribution of which is based upon a calculation of disadvantaged students in a school district. The reader should remember that a forecast is somewhat like a painting of the future, which is based upon a snap shot of today that has been adjusted to reflect all known activities of the future along with certain assumptions and predictions of what may happen. In other words, it is a living document that becomes outdated once any additional information has come to light, which may introduce new known events or changes in assumptions for the future. As such, the five-year forecast is a good planning tool at best and will change periodically as updated information becomes available. School districts are encouraged to update their forecasts with the Ohio Department of Education when events take place that will significantly change their forecast.

Private vs. Public Schools: What's the Difference?
(Page 1 of 3) Your goal is to find a school that will meet your child's needs. But how do you choose between a public school and a private school? By Victoria Thorp and Jesse James, GreatSchools.net Staff
    Cost
Public schools cannot charge tuition. They are funded through federal, state and local taxes. When you pay your taxes, you are paying for your child's education and the education of other children in your community.
