The Parent Teacher Association, or PTA , is a huge and very influential nationwide organization with state and local affiliates throughout the country. The national PTA is headquartered in Chicago and promotes parent involvement in school communities. It is also a powerful lobbying organization in state legislatures and in Washington, D.C., advocating on behalf of students and schools. PTA vs. PTO
Schools that do not have PTA affiliations usually have "home and school clubs" or "booster clubs." These clubs serve many of the same functions as PTAs, but operate as independent organizations without state or national linkages. Collectively, these groups are sometimes referred to as parent-teacher organizations, or PTOs. These groups choose to be independent for any number of reasons. The most common is money; PTOs would rather keep the money raised from dues rather than send a substantial portion to the state and national PTA. Other groups don't want to be bound by the rules and regulations set up by the 105-year-old National PTA, or don't support its legislative agenda. One thing is clear: The number of PTOs is growing. PTOs even have their own recently formed national association, the National PTO Network(NPN). NPN offers similar benefits to the PTA, such as group insurance packages, a free magazine, trade shows and a Web site.

VIRGIL E. BROWN, JR. CANDIDATE FOR STATE BOARD OF EDUCATION Virgil Brown is a native Clevelander born in 1945 who attended Cleveland public schools. He graduated from CWRU in physics, attended the graduate school of business, and graduated law school cum laude from CSU. He resides in Shaker Heights, where his daughters attend Hathaway Brown School. He is an attorney in private practice which concentrates on civil law, bankruptcy, probate, and real estate. Brown was appointed to the State Board of Education by Governor Voinovich in 1991. He reports that he was never called or influenced by the governor after his appointment. He was elected to a full term in 1992. After serving that term, he ran unsuccessfully for County Treasurer. He is seeking election now because he ``thoroughly enjoyed'' being on the State Board, and found it ``challenging, interesting work.'' When on the Board, he made it a point to meet with PTAs, PTOs, and superintendents throughout the district. They were surprised, because they were not usually visited by their State Board representative. His communication bridged the gap. Brown was on the statewide task force to study the original DeRolph decision. He tried to guide the State Board on whether to appeal or not appeal. He voted not to appeal. He supports the DeRolph decision, and thinks that it is ``correct.'' As a State Board member, he has visited districts that have tables in a hallway for a library, and former coal rooms used as classrooms. He thinks that the current funding system should be revised, as it is not ``reliable, adequate, or fair.''

Fundraising Gone Wild!
How much is too much? Recent research indicates that 71% of parents are concerned and overwhelmed with having to do more fundraising. Not only are schools running multiple programs each year, parents are also tapped by the local little league, football teams, Girl Scouts, and so forth. Parents and kids are simply burned out on the subject. Naturally, concerned parents who question why they need to do more also will want to know what they are doing it for. Kukta advises organizations to concentrate on the fundraiser that makes the most money for the school. To return participation to effective levels, fundraising experts recommend that organizations considering schoolwide programs forego adding too many fundraisers to the calendar. PTAs, PTOs, parents and faculty need to talk to each other and work together to deliver a common fundraising program that accomplishes a worthwhile goal.
