October 1, 2000 Version 1.1 Introduction Michigan’s Public Library Funding Initiative Group (PLFIG) has initiated a comprehensive and coordinated research effort entitled Developing Stable and Equitable Sources of Public Library Funding in Michigan . An important step in the research process has been identifying and evaluating current sources of public library funding within the state. In addition, analysis of successfully implemented alternative funding structures for public libraries in other states will support the development of viable models for execution in Michigan. Based on the state’s regional correlation with Michigan, as well as its achievements in establishing an efficient funding public library structure, Ohio was chosen as a model to consider for application in Michigan. This summary identifies and evaluates the benefits and limitations of the Ohio model and its relevance to stable and equitable funding of public libraries in Michigan.

Introduction
The Ohio Library and Information Network (OhioLINK) and the Ohio Public Library Network (OPLIN) have collaborated to provide the state of Ohio with digital versions of Sanborn Fire Insurance maps covering the state. This is the first such collaboration between the two consortia, which serve distinctly different communities academic libraries and public libraries. To our knowledge, Ohio is the first state to offer digital Sanborn Maps to all its citizens. The collaboration between the two consortia has not been a luxury but a requirement. Despite strong interest, neither partner would have undertaken this project alone. This article describes: 1) the nature of Sanborn Fire Insurance Maps in their paper, microfilm, and digital formats, 2) how the maps are loaded locally at OhioLINK and delivered over the Web to Ohioans, and 3) the two consortia and the nature of their collaboration.

    InfoUSA
    -Provider of sales leads, mailing lists, sales/marketing directories, business credit reports, and other databases of 14 million businesses and 300 million consumers. Users can use the site without registering but must register to purchase lists using a credit card. Registration is free.
    Annual Report Gallery
    - Free database of annual reports that covers the majority of the Fortune 500 companies and various other companies. The site also provides links to general financial sites, online magazines/newspapers, and domestic/international stock exchanges.

Membership in the Ohio Library Council is open to any Ohio library Friends group. All members of that group are eligible for member benefits, including registration for OLC conferences at member rates. Regular publications of the Council are sent to the contact name designated by the group.
Each Friends group is entitled to one vote in the annual OLC elections.
Benefits of Friends Membership
  • Information on fundraising, membership recruitment, and organization. Counsel is also available to people forming Friends groups.
  • Workshops and seminars on topics of interest to Friends at each of the six regional conferences and at the statewide Ohio Library Council Conference. Members of OFL groups may register at reduced rates.
  • Announcements and other mailings deemed of importance to Friends.
  • OFL membership helps to support your local library by contributing to the efforts of the OLC in working for library legislation and funding and promoting Ohio's libraries.
Membership
Annual membership is for the calendar year. Membership is open to any Friends group supporting an Ohio public, academic, business, or special library or branch. For membership purposes, branch libraries are considered individual organizations and, therefore, their Friends groups must remit separate dues.
