CURRICULUM AND INSTRUCTION
[Note: The Codes link to the general Ohio Code and users will need to search on the specific number provided.]
Health Education
Revised Code (2001) requires schools to offer a curriculum that includes health education coursework, however, there are no specifics about grades, levels, or amounts of instructional time. Revised Code
The state has not adopted standards in health education, nor does it provide a required or suggested curriculum to schools.
Students in Ohio are not required to pass a statewide exam covering health education.
HIV, STD, and Pregnancy Prevention Education As part of the health education requirements under Revised Code , students must also receive instruction in "venereal diseases except that upon written request of the student's parent or guardian, a student shall be excused from taking instruction in venereal disease education." Grades or levels are not specified in the Code. Revised Code (2001) further outlines guidelines for venereal disease education, stating that the curriculum must "emphasize that abstinence from sexual activity is the only protection that is one hundred per cent effective against unwanted pregnancy, sexually transmitted disease, and the sexual transmission of a virus that causes acquired immunodeficiency syndrome," and must advise students "of the laws pertaining to financial responsibility of parents to children born in and out of wedlock," among other stipulations.

SSR 87-23: SECTION 205(a) OF THE SOCIAL SECURITY ACT (42 U.S.C. 405(a)) CONVICTION OF VOLUNTARY MANSLAUGHTER OHIO EFFECT ON ENTITLEMENT TO CHILD'S INSURANCE BENEFITS
20 CFR 404.305(b)
Held , in view of the foregoing, the claimant is precluded from becoming entitled to child's insurance benefits on his father's earnings record.
Section 404.305(b) of Regulations No. 4 provides, in pertinent part, that
"(b) Insured's death caused by an intentional act. You may not become entitled to or continue to receive any survivor's benefits or payments on the earnings record of any person if you were convicted of a felony or an act in the nature of a felony of intentionally causing that person's death. . . ."
For certain homicides, e.g., first or second degree murder, the Social Security Administration (SSA) presumes intent, because by definition, these crimes involve intent. However, voluntary manslaughter may or may not be defined as involving intent; therefore, SSA establishes no presumption of intent. Instead, SSA bases its decision as to entitlement or nonentitlement on whether the State where the conviction occurred treats voluntary manslaughter as an intentional homicide. If State law is inconclusive, development of the facts related to intent is required. In Ohio, voluntary manslaughter is a felonious homicide. However, a person can be convicted of voluntary manslaughter if he or she "knowingly" caused the death of another regardless of whether he or she "intended" to cause that death.

Equine law deals with issues involving all types of horses, horse activities, horse riders and owners and the horse industry. Equine law practice includes contracts and litigation, business transactions, tax and insurance issues, livestock and land use laws, animal health laws, cruelty cases and horse-related business disputes. Attorneys practicing in equine law represent the interests of individual horse owners, professional horse riders, trainers, riding instructors, horse breeders, horse race track owners and operators, horse associations and businesses. The purpose of this pathfinder is to assist law students, lawyers and other researchers in locating resource materials on horse-related legal issues.  This is an attempt to provide them with a list of relevant statutes, regulations, cases, law review articles, and a bibliography of printed and Internet sources. The statutes, regulations and cases included in this pathfinder are limited to California and Federal. This pathfinder is not intended to be a comprehensive source of equine law-related materials.

Cold hits have become routine within many law enforcement agencies. The solving of a heinous crime does not justify the violation of civil liberties.

Updated April 24, 2003, 4:40 p.m. ET
Cold hits v. civil liberties: The looming debate over privacy and DNA databases By Steve Irsay
Court TV It was a barren crime scene that first faced investigators at the Lowry Hill, Minneapolis, apartment where a woman was sexually abused and strangled to death on Nov. 17, 1991.  No fingerprints were raised. No footprints were found. There were virtually no leads for police to follow. But despite the absence of these tried-and-true forms of physical evidence, the killing would eventually spur a milestone in the use of another, relatively new form of evidence: DNA.  Whoever killed the 23-year-old secretary had left behind enough genetic evidence to raise a DNA profile. Matched against a database of known profiles, the sample snared a suspect.  The "cold hit" fingered convicted rapist Martin Perez, who was later found guilty of the murder and sentenced to life in prison without parole. Current federal law only allows DNA from convicted adults to be placed in the database, which now has about 1.3 million profiles. While boosting the size of the database could help police solve more crimes, civil liberties experts are worried that the libraries of DNA could signal the further erosion of personal privacy.
