Extension Specialist, Leadership Education The Ohio State University Columbus, Ohio Internet address: safrit.1@osu.edu Prior to the implementation of the support team concept, only the district director and county chair evaluated an agent's professional progress and completed the agent's performance appraisals. However, this system had many problems. There was no real team involvement between the district director, district specialists, and county chairs in supporting an agent, and there were often disagreements between the district director and the county chair regarding criteria used to evaluate an agent. Because the prior system was based on numerical ratings, an individual agent could receive two entirely different scores because the respective district director and the county chair could have entirely different opinions regarding the agent's programmatic priorities, activities, and performance. Organizations Supporting Peer Coaching:
The National Staff Development Council This is the major professional organization to focus exclusively on the professional development of educators and the organizational development of educational institutions. The NSDC holds a terrific conference early each December, publishes the quarterly Journal of Staff Development , the monthly The Developer and the School Improvement Team Innovator . The NSDC maintains a active connection with educational research and theory but keeps its approach very practical and practitioner-oriented. The NSDC specialty is bridging the gap between research, theory and practice. Members are balanced between school personnel, private consultants, regional educational service center and laboratory staff, and university faculty. NSDC has 36 state and provincial affiliates which provide local support to staff developers. (See the section titled "Events" on this site for more info.) The NSDC can be contacted at P.O. Box 240, Oxford, Ohio, 45056. Their phone is (513) 523-6029 & FAX is (513) 523-0638. For membership contact Shirley Havens.

    Overview
Fairborn boasts one of the most unique histories among American cities, in which two established villages merged to become a community built on innovation and geared for vision. Taking the "Fair" from Fairfield, and the "born" form Osborn, they created the city of Fairborn on January 1, 1950. This early act of partnership underscores the strong sense of community, work ethic, and growth that continues today. Centrally located from downtown Dayton, Cincinnati, and Columbus, Fairborn represents a rare blend of small town sensibility with a metropolitan flair. Our community is home to Wright-Patterson Air Force Base , one of the largest Air Force bases in the world. Fairborn is also the home of Wright State University , which serves nearly 16,000 students with programs leading to more than 100 undergraduate and nearly 50 Ph.D., graduate and professional degrees. Volume 5, Number 1
Contents News Reports CA LEP enrollment continues slow growth in 1995 The number of students reclassified from LEP to fluent English proficient increased for a second year in a row, rising 13.7% over 1994. This seems to reverse a trend of the previous several years in which the rate of reclassified students stayed fairly flat. It is a long way, however, from matching the number of new LEP students added to the enrollments every year. The number of fluent English proficient students remained just over the 600,000 mark as it has for the last several years. The top non-English language backgrounds of these students were Spanish (990,801; 78.4%), Vietnamese (48,907; 3.9%), Hmong (30,345; 2.4%), Cantonese (23,954; 1.9%), and Cambodian (21,765; 1.7%). The services these students received improved from the previous year. More LEP students were receiving some services designed to take into account their English proficiency. The proportion of students receiving no services declined from 26.6% in 1994 to 23.1% in 1995 (see Figure 2 below). This was a 13% decline. The State reports the LEP instructional services LEP students received according to 4 "models" reflecting the uses of the English and non-English languages. These range from English language development (ELD) alone, to ELD and specially designed academic instruction in English (SDAIE), to ELD, SDAIE and the informal use of the non-English language in the classroom (PLS for primary language support), to ELD and academic instruction in the non-English (primary) language (ASPL).
