Homeschooling is legally permitted in all fifty states, but laws and regulations vary from state to state. In Ohio, homeschooling is governed by the Ohio Administrative Code (OAC), Chapter 3301-34. All homeschooling families should be familiar with the full text of this regulation. Know the CODE, Know your rights!

Ohio State Regulations
In Ohio, there are two parts to the "law". One is the Ohio Revised Code that contains laws as passed by the legislature. The other is the Ohio Administrative Code (OAC) that contains regulations put into place by various state departments as authorized by the legislature. The Home Education Regulations are part of this latter Administrative Code, and were put into place by the State Board of Education to provide clear regulations. This brief history may be helpful. The section of the OAC that applies to home education is section 3301-34. Adopted in 1989, it is titled "Rules for Excuses from Compulsory Attendance for Home Education." It specifies that a child may be excused from compulsory attendance for a number of reasons, one of which is that they are being instructed at home. In 1987, an Ohio court ruled that “a superintendent cannot promulgate his own standards concerning home schooling.” The judge stated that the Ohio Revised Code (the law) was too vague to be of any assistance to superintendents, and ruled that “until the State School Board acted, there was very little a court could do to stop home educators, and therefore, until such time as the State Board of Education adopted minimum standards (regulations) which go no further than necessary to assure the State’s legitimate interest in the education of children at home, the balance was weighed in favor of the rights of the parent to direct the education, religious or secular, of his or her children.” In March, 1988 a citizen’s Advisory Committee was appointed by the State Board of Education to recommend to the State Board of Education a proposed rule under section 3321.04 of the Revised Code that would establish a standard to be applied by superintendents in determining whether to excuse a child from the compulsory attendance law for the purpose of home education. This committee was composed of nineteen members. Four members were home educators, one member was a pro-home education attorney, and one was the head of a non-public school that provides a satellite program for home-educated children. The remainder of the committee was made up of public education representatives including city, county, and exempted village superintendents, and elementary and secondary school principals. In addition there were representatives of the Ohio Education Association, The Ohio Federation of Teachers, the Ohio School Boards Association, and the PTA. This committee labored together discussing and drafting the regulations from April, 1988 through March, 1989.

The Nautical Know How Basic Boating Course is a NASBLA approved course. Successful completion of this course meets Ohio's requirement for boating safety education. This section contains information on Ohio Boating Regulations that are in addition to the Federal Requirements covered in the Basic Boating Course . If you have not reviewed the course material, please do so now. All Federal Requirements in the basic course apply to Ohio; this section lists Ohio-specific State Requirements that are above and beyond Federal Requirements. Age Restrictions: Effective January 1, 2000, anyone born after January 1, 1982 must successfully complete a NASBLA approved boating safety course in order to operate a vessel powered by a motor of more than 10 horesepower, including personal watercraft. Successful completion of this online course satisfies Ohio's mandatory education requirements. No person under 16 years of age shall operate a personal watercraft (PWC) . Individuals between 12 - 15 years of age may operate a PWC if a supervising person 18 years of age or older is also on board. Other than a personal watercraft, no person under 12 years of age shall operate a vessel unless under the direct supervision of a person 18 years or older. If the vessel is a powercraft powered by more than 10 horsepower, the supervising person shall be aboard the powercraft.

No Delaware Delaware residents born after 1/1/78 must complete an 8 hour boating course.
