MISSION STATEMENT The Ohio Schools Council is a consortium of school districts in northern Ohio. The mission of the Council is to identify, plan and provide services to member districts that can be more effectively achieved by cooperative endeavors of member districts than by an individual district operating on its own. The management procedure of the Council is based on the concept of broad involvement of personnel from member school districts to ensure that programs can be of optimum advantage to member school districts. Services and products must optimize school district resources. Effective operation of the Council shall aim to enhance the educational environment for all students.

Summer 2005
PNWWATER 064 October 11th Satellite Conference: Stormwater Management from a
Watershed Perspective Our fourth annual watershed theme-based satellite conference is scheduled for October 11, 2005 from 9:00 to 11:30 PDT. The audience at the 2004 Watershed Issues Satellite conference, Improving Community Involvement in Watershed Restoration , requested a workshop on Stormwater Management. Urbanizing areas and municipalities striving to comply with EPA National Pollution Discharge Elimination System (NPDES) are required to satisfy six minimum control measures. The 2005 Watershed Issues Satellite chronicles three communities successfully meeting these measures and involving their citizens in managing stormwater runoff, beginning at the house, roof, and driveway stage and reaching to city codes and regulations. Each community is distinctive in demographic, ecosystem, and region. However, within those differences, each brings a strategy to share as they meet the six minimum control measures and manage stormwater pollution. Pacific Northwest Regional Water

NOAA's National Weather Service (NWS) Dispatches Incident Meteorologists (IMETs) to Alaska Fires. As of 8:00 a.m. ADT on July 8, 2004, 2.1 million acres have burned in Alaska since June 13-14, when a record setting number of lightning strikes affected much of the interior of Alaska. There are currently 73 active fires, with a total of 1,682 personnel spread among 20 of those fires. Two NWS IMETs and one IMET trainee have been dispatched to Alaska. NWS IMETs assist in efforts to combat wildfires that rage annually across the Nation. IMETs are a small group of experienced fire weather forecasters (54 certified nationwide) who are sent to locations throughout the U.S. to support wildfire operations and help support the safety of the fire fighters. Another NWS IMET will likely be dispatched early next week. Weather conditions for the remainder of the week indicate dryer and warmer weather with a potential for new fire starts from lightning strikes later this week. VIEWS from the director A highly respected community researcher, Dr. Ken Wilkinson, wrote a few years ago that a key beginning point in the pursuit of community development in rural America is the creation of good jobs that provide for steady income. In many parts of the rural South, the realization of Wilkinson's essential first step toward the development of the community has been a difficult task at best. Some parts of the rural South have been saddled with high levels of unemployment, with sizable levels of poverty, or with a limited educated populace. In other communities in the region, however, skilled rural residents have been unable to secure jobs that take full advantage of the talents that they bring to a job. The simple truth is that job creation in rural areas of the South requires consideration and implementation of a number of strategies. This issue of Southern Perspectives devotes attention to one of these strategiesthe role that home-based and micro business enterprises can play in promoting economic development in rural communities. It goes without saying that rural people have many skills and talents, some of which have the potential to generate income for them and their families. What they often lack, however, is access to quality information that can help them understand how to establish and maintain an economically viable business enterprise.
