Executive Summary
The geographical distribution of transportation funding revenues has become a hot issue at both the federal and state levels. In the last reauthorization of the federal transportation bill, numerous states and constituencies called for a revised system of allocating states' shares of the Highway Trust Fund more than 60 percent of which are generated by the federal gas tax. Some states argued that their shares of federal transportation dollars should be proportional to the amount of gas tax revenue they paid into the trust fund. Others wanted their shares determined by need. To a large extent both groups of states prevailed in obtaining greater equity. In Ohio, and some other states, state transportation dollars flow to localities on the basis of neither of these standards for revenue distribution. The result in Ohio is a spatially skewed pattern of state transportation spending that is essentially anti-city and even anti-suburb. In effect, funds are diverted away from the very places that struggle with the greatest transportation needs and pay the most in gas taxes.

Internet address: safrit.1@osu.edu More citizens must assume active volunteer roles in local human and community service educational programs if the quality of community life is to be maintained and improved (Lappe and DuBois, 1994). Peterson and his co-authors from The Urban Institute (1992) emphasized that the crises facing our nation's urban communities will be addressed successfully only through strong leadership at all levels of the community. The need and demand for expanded Cooperative Extension educational programs in urban communities continues to grow. However, as Extension operating budgets hold steady or even decrease, more volunteers will be needed to assist in planning, implementing, and evaluating urban Extension educational programs. According to the Strategic Framework for the National Cooperative Extension System (ECOP, CSREES 1995): Extension's history is strongly identified with farming and rural communities. Some legislators and other community leaders have recognized Extension's success in rural America and are now insisting that Extension's expertise and methods also focus on critical issues in metropolitan districts. Extension must find ways to emphasize rural-metropolitan interdependence and serve audiences in both settings (pp. 8-9).

Kiplinger journalists visit, study at Ohio State
By Dawn Durkot Published: Friday, January 7, 2005 Six renowned journalists from around the United States arrived on Ohio State's campus this week to participate in the Kiplinger Program for Public Affairs Journalism at the John Glenn Institute for the next six months.
"We ended up with some phenomenally talented journalists," said Debra Japer, director of the Kiplinger Program.
The goals of the Kiplinger Program are to help these journalists step back and take the time they need to focus on the complex issues they are covering and give them a chance to do an in-depth project, Jasper said.
"Journalists today are dealing with so many complex issues," Jasper said. "It gives them a chance to immerse themselves in the issues."
During the six-month program fellows participate in a variety of activities, which include working with John Glenn Scholars at the John Glenn Institute, interacting with policymakers, faculty and students, and participating in discussions with various media personnel.

Northampton Massachusetts (July 6) The Prison Policy Initiative, an organization that conducts research and advocacy on incarceration policy, today released the first analysis of how Census Bureau's method of counting incarcerated people reduces the population of Ohio's urban areas. A little known quirk in the Census counts people in prison as if they were residents of the prison town. "This inflates the population of rural prison hosting areas, and shortchanges the urban areas most prisoners come from" said report co-author Rose Heyer. Ohio's prison population more than tripled from 1980 to 2000. "The report demonstrates that criminal justice policy doesn't just affect people convicted of crimes and the people who personally know them. The Census Bureau's current policies coupled with high incarceration and the frequent decision to build prisons in remote places impact vast numbers of citizens and produce results which fly in the face of democratic principles such as 'one person, one vote.'" said Jana Schroeder, Director of the American Friends Service Committee's Ohio Criminal Justice Program based in Dayton. Most of Ohio's prisoners come from the major cities, but the bulk of the prisons are in outlying areas. Cuyahoga County loses more than 10,000 people and Hamilton County more than 5,000 people, says the report which combines Census and state corrections data.

The 2000 US Census provides a key time to take stock of where Ohio stands in comparison with other states, especially its neighbors. Not all of the data from the 2000 Census have been released. Here's a look at what we know at the moment. Ohio's population, at 11,353,140, remains seventh largest in the US, behind California, Texas, New York, Florida, Illinois, and Pennsylvania (Figure 1). Ohio's population remains larger than that of Michigan, New Jersey, Georgia, and 40 smaller states.

Introduction The federal Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 established "High Priority Corridors" on the National Highway System (NHS). ISTEA clearly establishes several goals for these corridors including:
  • Promoting of economic development
  • Integrating regions
  • Improving travel efficiency
  • Increasing safety
One of the High Priority Corridors is the Great Lakes/Mid-Atlantic Corridor (GL/MAC), defined in the Act as: "I-73/I-74 North-South Corridor from Charleston, South Carolina, through Winston-Salem, North Carolina, to Portsmouth, Ohio, to Cincinnati, Ohio, and Detroit, Michigan" (Section 1109). The Ohio Turnpike Act, Chapter 5537 of the Ohio Revised Code, authorized the Ohio Turnpike Commission to have jurisdiction over an Ohio Turnpike System, including existing and future Turnpike projects at locations approved by the Governor of Ohio. Governor George V. Voinovich has approved the location of the proposed Great Lakes/Mid-Atlantic Corridor in Ohio as a Turnpike System project to be studied, and if feasible, to be carried out by the Ohio Turnpike Commission. In June 1994, the Ohio Turnpike Commission entered into a contract with the Ohio Corridor Development Consortium (OCDC), a joint venture of the national engineering firm of HNTB Corporation, Cleveland and two major construction management firms: Tumer Construction Company and Dick Enterprises. The joint venture also includes the Ohio based firms of Resource International Inc., Columbus, and Great Lakes Construction Company, Cleveland. The joint venture will provide Project Management Consultant services to the Commission for the Feasibility Study Phase of the Project and for the Design and Construction Implementation Phase, if authorized.

Faculty from traditional areas such as neuroanatomy, neurochemistry, neuropharmacology, neurophysiology, neuropsychology, and others have joined to offer a flexible program with many interdisciplinary opportunities which can be adapted to meet the needs of an individual student. Participating colleges include Biological Sciences, Dentistry, Mathematics and Physical Sciences, Medicine, Pharmacy, Social and Behavioral Sciences, and Veterinary Medicine. In addition, the Center for Molecular Neurobiology provides a major resource for students interested in molecular neuroscience. The Program is administered by the Neuroscience Graduate Studies Committee. Although the multi-disciplinary core curriculum of thirty-two quarter hours will be the same for all neuroscience graduate students, each student, in conjunction with his/her adviser, will plan a program of study to emphasize one of the areas within neuroscience (e.g. developmental neurobiology, neurophysiology, neuroanatomy, psychobiology, or molecular neuroscience).

SEP Case Studies in Ohio
The following case studies are listed in reverse chronological order by state and consist of two parts. The first contains SEP case studies are published by DOE's State Energy Program in conjunction with state energy offices and deal with how a state approached a particular energy issue or promoted the adoption of renewable energy or energy efficiency technologies. The second part contains state case studies are published by the states themselves or by technology programs in DOE's Office of Energy Efficiency and Renewable Energy (EERE) about energy projects in the states.
