June 3, 1998 Campus Partners has named Bill Courson as its director of community development and has appointed Ronald B. Meyers as the new representative of graduate and graduate-professional students on the Campus Partners Board of Trustees. Courson , planner with the City of Columbus since 1994, has joined Campus Partners as director of community development. In his new position, Courson will work with a wide variety of planning, development and real estate issues in the University District and will be the principal liaison with business owners and major property owners. He also will be treasurer of Campus Partners. "Bill brings to Campus Partners extensive knowledge of the City of Columbus and, in particular, its planning and capital improvements for urban neighborhoods," said Terry D. Foegler, president of Campus Partners. "His education is in city planning and cartography, and he has valuable skills in geographic information systems and computers. City staff members and neighborhood leaders alike have complimented Bill's professionalism and his ability to work well with both city officials and citizens." Courson earned a master's degree in city and regional planning from The Ohio State University in 1994 and a bachelor's degree in geography and cartography from the University of Akron in 1984. While at Ohio State, he was a graduate planning intern with the Clintonville Area Commission and was associate director of planning and economic development with the Columbus Neighborhood Design Assistance Center.

Background
The Maumee River begins in Ft. Wayne, Indiana, and travels more than 130 river miles to Lake Erie , 105 miles of which are located in Ohio. The boundaries of the Maumee Area of Concern (AOC) were initially defined as the area from the Bowling Green water intake (River Mile 22.8) downstream to the Maumee Bay and Lake Erie, including Duck Creek, Otter Creek, Cedar Creek, Grassy Creek, Crane Creek, Swan Creek and the Ottawa River. In 1992, the AOC was expanded to include Packer Creek, Turtle Creek, Rusha Creek and the Toussaint River. The drainage area for the AOC covers all of Lucas County and parts of Wood, Ottawa and Sandusky counties. The Maumee has the largest drainage area of any Great Lakes river with 3,942 stream miles draining into the Maumee River. When the Maumee AOC was designated, it was primarily due to the large problem of agricultural runoff. However, upon further investigation it was discovered that there were more problems than just agricultural nonpoint source pollution. Such problems include the old dumps or contaminated industrial sites, combined sewer overflows, and disposal of dredged materials.

Officially they fill their offices on a part-time basis, but they are always ready to meet their responsibilities and put in many hours of work to serve their constituents. And their intimate knowledge of the community, its needs and its citizens makes them able to offer more personal service than any other unit of government. Local History Compiled from A Sense of Place by The Centerville-Washington Township Historical Society Washington Township was first surveyed in 1796 by Revolutionary War veterans and brothers-in-law Aaron Nutt, Benjamin Robbins, and Benjamin Archer. At the time, the area was heavily forested with Oak, Hickory, Beech, Ash, Elm, Walnut, Dogwood, and Poplar trees. Black bear, deer, elk and wolves roamed freely. Occasional groups of Indians were seen. It was described by pioneers as an amazingly fertile land with fine springs and a system of creeks that provided an adequate supply of fresh water.

ABSTRACT: This study analyzes retail development patterns in the Cleveland metropolitan area. The explosive growth of the retail industry in this seven-county region throughout the 1990's has had profound implications on consumer shopping patterns, traffic generation and land use. The study documents these patterns, assesses the impact of new retail development on older shopping districts, examines the impacts of commercial development on tax generation and the environment, and recommends strategies to manage retail growth more effectively. The project involved the participation of six county planing commissions, the City of Cleveland Planning Commission, the regional transportation planning agency, and two private retail consulting firms.
OVERVIEW
The retail sector is a major focal point of any community. First, it is the most visible land use; its physical configuration and condition are critical in projecting a city’s image. Second, the economic health of a city is often associated with the ability of its business districts to thrive and remain prosperous. Finally, retail stores provide an important part of maintaining the social character of a community by creating a sense of place where residents can satisfy their consumer needs and encounter other neighborhood residents. This so called "marketplace" function is critically important to community vitality.
