In a career distinguished by innovative teaching, pioneering research and national leadership, Dr. Carol A. Cartwright has earned a place among the most highly respected voices in higher education. She became Kent State University's 10th president and the first woman president of a state university in Ohio in March 1991. Previously, she was vice chancellor for Academic Affairs at the University of California at Davis and dean for undergraduate programs and vice provost at The Pennsylvania State University. Dr. Cartwright oversees one of the nation's largest university systems. Kent State's eight campuses serve more than 36,000 students from throughout Ohio and the nation, and from nearly 90 countries. One of the largest employers in Northeast Ohio, the university employs more than 4,600 full- and part-time faculty and staff.

Dr. James Adams James Adams was a principal from the Cincinnati/Covington area. He entered Ohio State's doctoral program in educational administration and spent substantial time as a student intern in The Evaluation Center. Among other things, he wrote one of the first manuals for guiding school district evaluation. An incredibly bright and effective young administrator, Dr. Adams went on to become a distinguished superintendent in Gross Pointe, Michigan; Raleigh, North Carolina; Indianapolis, Indiana; and Fort Myers, Florida.
Dr. Gwyn Angus Gwyn "Bud" Angus entered Ohio State with a background in tool and die making. While finishing his Ph.D. in educational research, he worked at The Evaluation Center and provided excellent leadership to some of the Center's projects. He exemplified the importance of doing goal-free evaluation to identify unintended but significant impacts. During his work at the Center he learned and applied the CIPP evaluation model. After graduating from OSU, Dr. Angus applied his knowledge of evaluation with the emerging technology of computer assisted design (CAD) to applications in research and development.

1997-1998 CGS Legislative Platform
Passed January 11, 1998 The Council of Graduate Students (CGS) of The Ohio State University stands in support of the following legislative initiatives and urges the appropriate local, state, and national elected officials to likewise support them. RESOLUTION #1: CGS believes strongly that education is a vital and necessary continuum from kindergarten through to the graduate level. CGS further believes that the funding necessary for that education, at all levels, should be adequately and equitably funded. CGS therefore supports measures within the State of Ohio to develop improved funding mechanisms for grades K-12. In doing so, however, CGS opposes attempts to fund primary or secondary education at the expense of higher education. RESOLUTION #2: CGS believes that Ohio's Boards of Trustees would better serve their important educational function if all of their membership were empowered with voice and vote. The student members of those boards have demonstrated their competence and worth here at The Ohio State University and across this state. CGS therefore urges the speedy passage of HB 398, giving appointed student members of Ohio's Boards of Trustees the same rights and privileges as other Trustees, including the right to vote and attend executive session.

Cincinnati Enquirer) While school superintendents are retiring in record numbers, school boards locally and across the country are finding that the pool of applicants to fill those posts has shrunk, and those who do apply often are less qualified. The pressure and demands of the job, now ramped up by the accountability requirements of the federal No Child Left Behind Act, mean fewer educators want the top post. That is making it tougher for school districts to find an applicant who's just the "right fit" for this crucial position. Princeton City Schools, a high-profile Tristate district, received only 30 applications to replace retiring Superintendent Don Darby. Twenty years ago, there might have been twice as many, said Al Meloy, a search consultant with the Ohio School Boards Association. Superintendent pay
Source: Educational Research Service Last year, Wyoming Schools received only 29 applications for superintendent. The low number is surprising, considering that the small, elite district has some of the highest proficiency test scores in the state.

These were, first, that Section 16 in each township or in lien thereof, other con- HISTORY OF MADISON COUNTY. - 459 We have seen in the foregoing how Congress by a compact with the people, gave them one thirty-sixth part of all of the lands northwest of the Ohio River for school purposes. The lands for this purpose set apart, however, were often appropriated by squatters, and through unwise, careless and sometimes corrupt legislation. these squatters were vested with proprietorship. Caleb Atwater, in his History of Ohio, in speaking on this subject, says: "Members of the Legislature not unfrequently got acts passed and leases granted, either to themselves, their relatives, or to their partisans. One Senator contrived to get, by such acts, seven entire sections of land into either his own or his children's possession." From 1803 to 1820, the General Assembly spent a considerable portion of every session in passing acts relating to these lands, without ever advancing the cause of education to any degree. In 1821, the House of Representatives appointed five of its members, viz., Caleb Atwater, Loyd Talbot, James Shields, Roswell Mills and Josiah Barber. a committee on schools and school lands. This committee subsequently made a report. rehearsing the wrong management of the school land trust on behalf of the State, warmly advocated the establishment of a system of education and the adoption of measures which would secure for the people the rights which Congress intended they should possess.
