DIVING SAFETY MANUAL Revised 2002 Original Printing 1954 F O R E W O R D The research diving program of Scripps Institution of Oceanography, University of California, San Diego (SIO, UCSD) is the oldest of its type in the country. The first non-military class in the U.S. which taught the use of self-contained underwater breathing apparatus (scuba) was held by scientists for scientists on the Scripps campus during the summer of 1951. In 1952 two individuals died using university-owned scuba equipment. This led to the President's Office restricting diving to those who had been trained through the program at Scripps. A statewide committee was formed to address the problems of training, equipment standards, air purity, physical examinations, recordkeeping, and diver certification. These committee members were physicians, environmental health and safety specialists, biologists, physicists, engineers, most of whom were themselves divers.

1.10 THE SCIENTIFIC DIVING STANDARDS
1.11 Purpose
The purpose of these Scientific Diving Standards is to ensure that all scientific diving is conducted in a manner that will maximize protection of scientific divers from accidental injury and/or illness, and to set forth standards for training and certification which will allow a working reciprocity between UA and other American Academy of Underwater Sciences (AAUS)-recognized scientific diving programs. Fulfillment of the purposes shall be consistent with the furtherance of research and safety. This document sets minimal standards for the establishment of the UA scientific diving program, the organization for the conduct of this program, and the basic regulations and procedures for safety in scientific diving operations. It also establishes a framework for reciprocity between AAUS organizational members which adhere to these minimum standards. This manual been modified from the procedures developed and written by the AAUS by compiling the policies set forth in the diving manuals of several university, private, and governmental scientific diving programs. These programs share a common heritage with the scientific diving program at the Scripps Institution of Oceanography (SIO). Adherence to the SIO standards has proven both feasible and effective in protecting the health and safety of scientific divers since 1954.

NAUI Skin diver
This is a certification course in snorkeling and breath-hold diving. Upon successful completion of this course, graduates are considered competent to engage in open water breath-hold diving activities without supervision, provided the diving activities and the areas dived approximate those of training. The course is designed to:
  • Develop skin diving skills for swimmers and scuba divers. Afford non-scuba divers the opportunity for diving-related training. Provide preparatory training for scuba diving.
PREREQUISITES FOR ENTERING THE COURSE
Age-Minimum is 12 years for Skin Diver (8 years for Junior Skin Diver. Note: see conditions of Junior certifications in Policies That Apply To All Courses).
Diver Certification. None required.

Before trawling After trawling USA (13 Aug 2003) In June, along the shoreline of Mauritania, in northwest Africa, scientists made a gruesome discovery: the carcasses of 230 dolphins, a pilot whale, and 15 endangered hawksbill and leatherback sea turtles. "Because of the mixture of species found, and the fact that some of them were entangled in sections of fishing nets, it is likely that these animals were killed as bycatch," said Jean-Christophe Vie, deputy coordinator of the World Conservation Union's species program, based in Gland, Switzerland. Across the world's oceans, large commercial fishing boats haul aboard huge nets and 60-mile (97-kilometer) lines teeming with unwanted creaturesbycatch, sometimes referred to as "bykill" or "dirty fishing." Shrimp trawlers off the eastern coast of Florida may take up to 10 pounds of bycatch for each pound of shrimpand often clear-cut deep-sea coral reefs in the process.

Nassau grouper BELIZE (7 Mar 2003) Belize is a tiny Central American nation that's been blessed with an enormous natural treasure—the Western Hemisphere's biggest coral barrier reef. The reef system is a riotous assemblage of colorful marine life that attracts naturalists, snorkelers, and divers from around the world. The reef system and nearby ocean waters are also essential providers for the inhabitants of coastal Belize, many of whom depend upon their rich bounty for economic survival. But the sea's vast resources are not limitless, and the waters of Belize are showing the strain of years of unchecked fishing as well as damage from increased tourism, pollution, and disease. Conservation organizations have enlisted the help of the Belizean government, which maintains 12 marine protected areas throughout the reef. A cluster of seven of these areas have even been accorded UNESCO World Heritage status—a designation reserved for the world's most outstanding examples of cultural and natural heritage.
