CORE's Hurricane Katrina Clearinghouse CORE is the Washington, D.C. based association of U.S. oceanographic research institutions, universities, laboratories, aquaria and industry. Our 83 members represent the nucleus of U.S. research and education about the ocean. The National Oceanographic Partnership Program is a cooperative effort among 15 federal agencies, academia and private industry to coordinate national oceanographic research and education programs. Since it was established in 1997, NOPP has invested $150 million to support over 90 ocean science research and education projects involving roughly 200 public and private institutions.
The Census of Marine Life is a decade-long, international research program assessing and explaining the diversity, distribution and abundance of marine organisms throughout the world's oceans.
Today there is no system to study the long-term physical, chemical and biological changes that take place within the ocean. The Ocean Research Interactive Observatory Networks (ORION) program is an NSF-sponsored effort to develop a network of seafloor observatories that can conduct the first real-time studies of these critical processes.

Excellencies, Distinguished Participants, Ladies and Gentlemen, It is a great pleasure to welcome you here for this international coordination meeting for the development of a tsunami warning and mitigation system for the Indian Ocean within a global framework. I am delighted to see you here for this important meeting. The recent Indian Ocean tsunami has tragically demonstrated that there is an urgent need for improved ocean observing systems and for enhancing the capacity of all nations to make optimum use of the information these systems generate. The international community was shocked by the magnitude of the disaster and has shown an unprecedented and generous level of response to the tragedy. Allow me now to provide some background and orientation so that we can have a shared understanding of the present situation and the most desirable way forward. The United Nations has been engaged for fifteen years in a process of creating awareness and promoting the development of policies to diminish the loss of life and property from natural and man-made disasters - first through the International Decade for Natural Disaster Reduction and then through the International Strategy for Disaster Reduction that followed and the establishment of the UN Disaster Task Force, in which UNESCO and IOC participate. This process of awareness-raising and policy development culminated in the World Conference on Disaster Reduction held in Kobe, Japan, in January 2005.

- Albert Einstein We thought the ocean was an inexhaustible source of food. And that it would always regenerate more creatures to replace those we remove. But today's ocean is failing to produce fish as it did in the past, and the reason increasingly appears to be an overall decline in marine nutrient cycling Simple starvation now increasingly limits the growth of fish and other marine life. "Overfishing" appears to have affected not only the targeted species, but the ecosystem in general ...and ramifications of this disturbance may extend as far as the ocean-atmosphere CO2 balance.

We have relied for too long on our initial misperceptions about how the living ocean 'works.' The standard view still holds that the sea contains plenty of food for young cod in the North Atlantic...but reality clashes with theory:
