Location
In 1999 the new territory of Nunavut, which means "our land" in Inuktitut, the Inuit language. Nunavut is a vast territory - larger than Newfoundland, Prince Edward Island, Nova Scotia, New Brunswick and Quebec combined-that contains one fifth of Canada's land (2,254,402 sq km). This is the first major change to the map of Canada since Newfoundland joined Canada 50 years ago, in 1949.

People
Inuit, as the majority population of Nunavut, are shaping the territorial government in keeping with their culture, traditions and aspirations. Inuktitut is a working language of the government, though government services are also available in English and French. The government intends to incorporate the best of traditional Inuit and contemporary government systems. The Government of Nunavut is elected by all residents of the territory regardless of their origin.
About 56 percent of Nunavut's residents are under the age of 25, and all residents must cope with a cost of living two to three times higher than that of southern Canadians.
Nunavut Economy
The economy relies heavily on resource industries subject to wide fluctuations in world markets. Mining is by far the largest private sector industry, with major mines for ore including gold, uranium and recently diamonds. Development, while necessary for economic prosperity, is being carefully managed so as not to threaten the fragile Arctic ecosystem and the traditional lifestyles of the northern peoples.

Recent Developments
Two major developments took place during the 1990s: settlement of the Inuit land claims and creation of the Territory of Nunavut. Together, these developments provided the Inuit with the tools to shape their destiny in the 21st century. E
Inuit Land Claims Agreement
Three major obstacles remained. The first was determining whether a majority of people in the Northwest Territories favored splitting the territory. In 1982 a plebiscite, or direct vote of the people, was taken and the voters approved dividing up the Northwest Territories. Second, the Inuit and Dene, the people native to the western Northwest Territories, had to agree on the boundary separating Nunavut from the Northwest Territories. In 1992 residents in the Northwest Territories approved the proposed boundary. Finally, the Inuit had to ratify the final Nunavut Land Claims Agreement Act with the government. The Inuit ratified the agreement in November 1992 with the support of 85 percent of Inuit voters.

The form of self government the Inuit have begun to establish will be unique to Nunavut. The new government will administer an area that covers approximately 20% of Canada, with powers equivalent to those of existing territorial governments. The Inuit filed such a claim in 1976, and this led to an agreement between the federal government and the Inuit in 1993 called the Nunavut Land Claims Agreement Act. Premier Paul Okalik was elected to the first Nunavut Legislative Assembly in February 1999. His selection at the March 5, 2004 leadership forum in the Nunavut Legislature is the first time that a sitting Premier has received a second term in the non-partisan consensus government system that is in place in Nunavut and the Northwest Territories. Mr. Okalik was first elected to the Legislative Assembly of Nunavut on March 5, 1999 and was subsequently voted in by his caucus colleagues to become the first Premier of Nunavut. Why Do the People Of Nunavut
Want Their Territory Officially Recognized? Politicians and public officials have generally accepted the principle that aboriginals have the right to both self-government and self-determination. After all, they were here first and are subject to laws and regulations they had little or no say in developing or implementing. When Nunavut does become an official territory, it will be able to chart its own course, pursue its own objectives and control its own destiny.

Nunavut: Historical Context During the early 1960s, the federal government seriously considered dividing the NWT. In 1963 legislation was introduced in the House of Commons to approve the partitioning of the NWT into east and west sections. The process was temporarily derailed when a federal election was called, killing the draft legislation. Though politicians had spearheaded the initiative, it was the residents of the western NWT who had applied enough pressure to get it on the political agenda. Among other things, the people believed that dividing the territory would encourage population growth in the Mackenzie Valley area.

Premiers say yes to Nunavut health needs
"We should be entitled to the same type of service as any Canadian" JIM BELL Canada's premiers said yes to Nunavut's special health funding needs last week, boosting Premier Paul Okalik's hopes that a three-day first ministers' conference on health care reform starting Sept. 13 will produce real help for Nunavut. The 13 territorial and provincial premiers emerged from a two-day meeting in Niagara-on-the-Lake west of Toronto last Friday with a bold new demand at the top of their wish list: the creation of a nation-wide pharmacare program, whose multi-billion dollar cost would be paid entirely by the federal government. But it's their second wish list item that pleases Okalik the most. Premiers now back the idea that Ottawa should pay the full cost of medical travel for all residents of Nunavut, an arrangement that could save the GN millions of dollars a year.
