Government Nunavut: Government On April 1, 1999, Nunavut was officially named Canada's third territory. As the newest partner in the federation Nunavut is the latest development in Canada's nation building. The creation of Nunavut marked a profound shift in how Canada relates to Aboriginal people. Inuit, as the majority population of Nunavut, are shaping the territorial government in keeping with their culture, traditions and aspirations. All residents of the territory regardless of their origin elect the Government of Nunavut. All citizens have the right to vote and run for office. Jobs in the government of Nunavut's public service are open to all residents. Inuktitut is a working language of the government. Government services are also available in English and French. Under the 1993 Nunavut Land Claims Agreement, Inuit received from the federal government a settlement of $1.1 billion to be paid in annual installments until 2007. Inuit also gained control of about 356,000 square kilometres of land (about 18 per cent of Nunavut), of which nearly 38,000 square kilometres include title to subsurface (mineral) rights.

As you are aware, and in keeping with both your television address this summer to the Canadian people and your September 25, 1990 speech to the House of Commons, the Agreement-in-Principle between the Inuit of the Nunavut Settlement Area and Her Majesty in the Right of Canada represents a major step forward in the fulfilment of your government's comprehensive land claims agenda, and tangible recognition of how the rights of aboriginal peoples for self-government within Canada may be achieved within the context of public government. An exciting step forward in the agendas of both Inuit and government will be the realization of Article 4 of the Agreement-in-Principle. Article 4 of the Agreement re-states the support in principle of the Government of Canada, the Government of the Northwest Territories, and the Tungavik Federation of Nunavut for the "creation of a Nunavut Territory, and the financing of a Nunavut government outside the claims agreement, as soon as possible". This article also commits the Government of the Northwest Territories and the Tungavik Federation of Nunavut to develop a process to give effect to this agreed objective.

Introduction
In Canada in the early 1990s, it has been hard to avoid two dramas unfolding. Abroad, the Soviet Union and its satellites, like Humpty Dumpty of old, have crashed from supremacy and shattered into numerous and ungainly parts. The prospects of the monolith re-emerging, even in part, appear about as remote as Humpty regaining his perch. The violence attending the frenzy of boundary drawing and rejigging in eastern Europe has been particularly sobering for we Canadians, conditioned as we are by the awareness that Quebec/Rest-of-Canada relations must always be re-invented. At home, the post-Meech Lake grope towards a new constitutional reform package has, along with periodic Supreme Court of Canada pronouncements and the disturbances at Oka and Akwesasne, generated new urgency and credibility for aboriginal demands that Canada recognize the rights of aboriginal peoples to self-government. Politicians of all political stripes agree that the national referendum of October 26, should not be interpreted as a rejection of aboriginal self-government. The precise legal scope of the self-government rights that will be embedded in a reformed constitution can be the subject of endless speculation. There can be little doubt, however, that the obligations imposed on the federal and provincial governments to negotiate in good faith will compel elected leaders in Canada to devote appreciable effort to addressing aboriginal grievances and proposals in the coming decades.

by Murray Lundberg Dateline: 03/31/99 On April 1, 1999, one of the most significant events in Northern history will be celebrated in Inuit communities throughout the eastern Arctic of Canada, when the territory of Nunavut officially takes its place in the political scene. (April 1 update: the new flag and coat of arms have been unveiled). The culmination of generations of work , this event is being scrutinized by politicians, economists, natural resource managers, and indigenous people around the world. Will it become a model for other jurisdictions to follow, or will it point out the error of "cultural politics" as compared to economics? While support for Nunavut is virtually unanimous around the world, only time will tell whether it will be a practical solution to long-standing grievances. Nunavut was created by the Nunavut Act , which was assented to on the 10th of June, 1993. One of the features of Nunavut government that incorporates Inuit cultural values is the Nunavut Court of Justice , which has only one level, so judges hear criminal, family and civil cases.

Canada and Nunavut Sign Affordable Housing Agreement
Iqaluit, February 6, 2002 — The Governments of Canada and Nunavut today announced the signing of an Affordable Housing Agreement which will provide funding to help increase the affordable housing supply in the territory. Federal funding of $4.96 million through Canada Mortgage and Housing Corporation (CMHC), combined with funding from Nunavut, demonstrates the commitment of both governments to work together to address the affordable housing problem. The announcement was made jointly by the Honourable John Manley, Deputy Prime Minister and Minister of Infrastructure and Crown Corporations and the Honourable Kelvin Ng, Minister of Finance and Minister responsible for the Nunavut Housing Corporation NHC). "I'm happy we were able to get moving on this agreement," said Deputy Prime Minister Manley. "This agreement, between our two levels of government, means a great deal to those in need of affordable housing in Nunavut. This signing follows our meeting of federal, provincial and territorial housing ministers in Qu©bec City, on November 30, where we reaffirmed a federal committment of $680 million for affordable housing."

    By Peter Jull Nunavut in Canada Nunavut abroad dry red riverbed under a eucalyptus in the desert ranges of Central Australia seemed a strange place to be talking about the frustrations that had driven Inuit to push for creation of their own Nunavut government. However, it made perfect sense to the Pitjantjatjara elders seated in the riverbed to discuss their future. These Aborigines laughed with recognition to hear anecdotes from the Arctic about problems they knew too well, and then told their own. Nunavut is first and foremost a solution to particular needs in a particular region, designed, led, and achieved by the Inuit living there. However, it is also an important symbol and inspiration for others.
