Arctic maritimers Scattered across the wintry expanse of Nunavut, an area roughly the size of British Columbia, Alberta and the Yukon combined, are 28 small, isolated settlements. Twenty-seven of them are coastal communities. The 28th, Baker Lake, fans out along a body of water large enough to be called a sea.
They are a maritime people, the 23,136 Inuit who inhabit the new territory of Nunavut, direct descendants of the Thule who first moved into the eastern Arctic 1,000 years ago. A generation back they were still semi-nomadic hunters and fishers who came together in seasonal gatherings around church missions and trading posts. Today they lead settled - and in many cases impoverished and tragic - lives in communities connected by satellite and separated by winter.
For them, Nunavut is an ambitious act of self-definition.
It is the vehicle by which the Inuit of the eastern Arctic will decide for themselves what is to become of their culture, their way of life. Not as autonomous, nationalistic northerners, but as elected administrators of the new territory.
"We want southern Canada to feel a part of this," says the eloquent John Amagoalik, chairman of the Nunavut Implementation Commission. "We want Canadians to understand that this is not just ours. This is Canada's baby."

The new Nunavut Only the slenderest of threads connects the people of Bathurst Inlet with the amenities of modern Canada. There are no roads to the tiny settlement, which lies due north of Saskatoon on a ragged tear in the central Arctic coastline. It has an airstrip but no regularly scheduled service. The nearest corner store is a 300-kilometre journey to the northeast, by boat in summer or snowmobile in winter. Our cover story on the former fur-trading post is about the development choices facing Inuit of the central and eastern Arctic, whose land-claim settlement was followed in 1999 by the creation of Nunavut. Bathurst Inlet lies in the path of a major port and road project that many Inuit leaders hope will trigger a mining boom in the territory. This is a historic moment in northern development. The project is a statement of vision. It may not reflect the views of all Inuit, but it was created by, and has the support of, many of the territory’s political and business leaders. As it begins rolling through environmental assessments and regulatory reviews, expect a sharp and broad debate about the project’s impact and merits. Our story and photographer Patrice Halley’s crisp images reveal what’s at stake.

Geographic definitions
Census of Agriculture data are available for various pre-established statistical and administrative areas. Subject to confidentiality constraints, data are published at the national and provincial levels, as well as three sub-provincial levels: census agricultural region, census division and census consolidated subdivision. A separate table has farm data for the territories. These geographic levels are described below. The 2001 Census Dictionary (catalogue number 92-378-XIE ) has additional information on census geography.

Canada The Yukon Territory, Northwest Territories and Nunavut are not included in Canada totals.
Province/territory Province and territory refer to the major political units of Canada. From a statistical point of view, they are basic areas for which data are tabulated. Canada is divided into 10 provinces and 3 territories.
Census agricultural region (CAR) A census agricultural region is a sub-provincial geographic area used by the Census of Agriculture for disseminating agricultural statistics. In most provinces, census agricultural regions are composed of groups of adjacent census divisions. In Saskatchewan, census agricultural regions are made up of groups of adjacent census consolidated subdivisions, but these groups do not necessarily respect census division boundaries. In Prince Edward Island, each of the three existing census divisions (counties) is treated as a census agricultural region for the purpose of disseminating statistical data. Census agricultural regions are not defined in Yukon Territory, the Northwest Territories or Nunavut. In the Prairie provinces, census agricultural regions are commonly referred to as crop districts.

Canada consists of ten provinces and three territories. The provinces are from west to east : British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, Quebec, New Brunswick, Prince Edward Island, Nova Scotia and Newfoundland/Labrador. The territories are the Yukon, the Northwest Territories (NWT) and Nunavut. Physically, Canada is very large and diverse. Distances in Canada are measured in kilometres. Canada is over 7,000 km from east to west (from St. John's, Newfoundland to Victoria, British Columbia). More than 80 percent of all the people in Canada live in cities and towns within 250 km of the United States border. Ottawa is Canada's capital.

Geography is spatial – so why not learn it spatially? Reading that Nunavut is north ("on top of") Manitoba does not stick in the mind very well. Do you know who Paul Okalik is?
I didn't, a year ago. And I'm still struggling to come up to speed. On Monday, Barry walked in and said, "what's going on in Nunavut today?". He knew, it was one of those pop quizzes he likes to toss out. On Monday, Nunavut had its first general election since it became a territory. Until this past weekend, I hadn't realized that there are no parties in the Nunavut government. Paul Okalik is its premier, and likely will be again. Unlike a far too significant portion of the Nunavut government he supported "controversial" legislation: the Human Rights Act, which protects homeosexuals from discrimination. It was accepted in a 10:8 vote, yet Okalik's rival for premier, Tagak Curley, is hoping to amend that bit of legislation. It "could lead to a situation where we become a habitat for that kind of lifestyle", he has said. I should hope so... I should hope that we, as a nation, are a "habitat" for "alternative" lifestyles. How can this even be open to debate, when even in the US, homosexuals will be awarded refugee status based on a reasonable presumption of hars discrimination in the form of violence or incarceration should they be forced to return home? When the Supreme Court of Canada ruled - six years ago - that Alberta must offer discrimination protection on the basis of sexual orientation?

FIRST EVER NUNAVUT APPOINTMENTS TO THE CANADIAN POLAR COMMISSION BOARD OF DIRECTORS IQALUIT, NUNAVUT (March 15, 2002) - Nancy Karetak-Lindell, Member of Parliament for Nunavut is pleased to announce on the behalf of the Honourable Robert Nault, Minister of Indian Affairs and Northern Development, the first ever Nunavut appointments to the Canadian Polar Commission (CPC) Board of Directors through Order in Council and are effective immediately. Newly appointed to the CPC Board of Directors is Leah Aksaajuq Otak. Ms. Otak has been the director of Culture and Heritage for the Government of Nunavut since 1999 and spent nine years as operation manager for the Igloolik Research Centre (Nunavut Research Institute). Gordon Miles of Iqaluit, Nunavut has also been appointed as a Director. Mr. Miles is the Manager of Business Services for the Kakivak Association in Iqaluit and has experience managing grants and loans programs for Inuit small business. "It is important for Nunavut to have strong representation on the Canadian Polar Commission Board of Directors," said Nancy Karetak-Lindell, Member of Parliament for Nunavut on the first ever Nunavut appointments to the CPC. "I look forward to the important contributions of the two members from Nunavut in shaping the northern polar research."

    Introduction
    Justice Canada commissioned three studies into legal service provision in Northern Canada, one each in the Northwest Territories (N.W.T.), Nunavut, and the Yukon, which were carried out between March and August 2002. The studies examined ten issues:
    • The impact of court structure, geography, and culture on the demand for legal services, pattern of service delivery, and quality of services.
      The impact of circuit courts on clients.
      The increased role of Courtworkers.
      Unmet needs for legal representation in Justice of the Peace courts.
      Unmet needs in family and other civil matters.
      Unmet needs prior to first appearance or first instance. The interplay between the criminal and civil sphere in the generation of legal needs. Public legal education and information (PLEI) needs.

All-Canadian Atlas on the Way In honour of The Royal Canadian Geographical Society's 75th-anniversary celebrations this year, Canadian Geographic is charting new territory by publishing its first Canadian atlas, in partnership with Reader's Digest Canada. The Canadian Atlas: Our Nation, Environment and People will be released this July. The 192-page, large-format book will be available in both English and French editions. The first comprehensive all-Canadian atlas to be issued since the mid-1990s, it depicts every corner of Canada, with 41 detailed maps (British Columbia shown above), and lists upward of 32,000 place names in its gazetteer. But it is more than a mere compilation of maps. The atlas is built around an "Earth-first ethos," says John Thomson, publisher of Canadian Geographic . "It is driven by the assumption that planetary health is of overarching value."
