Nunavut, Canadian Political Geography
Related Category: Canadian Political Geography Nunavut [n OO u v OO Pronunciation Key Northwest Territories Geographically, the territory is largely on the Canadian Shield and almost entirely north of the tree line (except near the Manitoba border); the landscape is dominated by tundra , rock, and snow and ice. The capital and largest town is Iqaluit on Baffin Island at Frobisher Bay. The territory is effectively controlled by the Inuit, who make up 85% of the population, although control could change with population growth. Most of the richest and most well-developed parts of the Northwest Territories, which lie along the Mackenzie River, were not included in Nunavut, which must rely on the development of its mineral resources, in addition to hunting, fishing, fur trapping, sealing, and the production of arts and crafts. The Inuit hold outright title to about 20% of Nunavut, including 13,896 sq mi (36,000 sq km) of subsurface mineral rights. The territory faces problems including high unemployment, substance abuse, and suicide rates, and some 90% of its budget currently comes from the Canadian government. There are no paved roads, and long-distance travel is largely by air. There is a small tourist trade, lured by the wildlife and vast, spare wilderness, as well as Inuit cultural attractions.

NUNAVUT Nunavut is located in the eastern Canadian Arctic and is Canada's largest and newest territory, making up nearly 20 percent of the country. This territory was created on April 1, 1999, when the Northwest Territories was split into a western part, still known as the Northwest Territories, and an eastern part, known as the Territory of Nunavut. Nunavut is the native homeland of the Inuit, who make up nearly 85 percent of the total population. The word Nunavut means "our land" in Inuktitut, the language of the Inuit. The Inuit have high expectations that the new Nunavut government will encourage Inuit cultural development, including making Inuktitut a working language among public employees, and stimulate economic development. Nunavut was created as part of a long process that originated with the Canadian government's decision in the early 1970s to negotiate settlements with aboriginal groups that file land claims. The Inuit filed such a claim in 1976, and this led to an agreement between the federal government and the Inuit in 1993 called the Nunavut Land Claims Agreement Act.

Story by Chris Mason Inuktitut is spoken throughout Nunavut, but the language has been all but invisible in most other regions of Canada.
A recent revival of interest, however, within colleges and universities in central and eastern Canada, is giving Inuktitut experts hope that use of the language is increasing outside Nunavut. "We're really seeing a lot of growth in Inuktitut courses being offered in Canadian universities," says Alana Johns, a linguistics professor at the University of Toronto.
The movement began following the creation of the territory of Nunavut in 1999. Johns says the territory gives Inuit living in Canada an individual identity. As well, "People are becoming more aware of Inuit culture and so there's more interest in the language."
Johns and other Inuktitut linguists say they aren't worried about the language's survival within Nunavut. According to the 2001 census, 70 percent of Canada's Inuit population speak Inuktitut. And enrollment in Inuktitut programs offered by two Nunavut-based institutions - the Kativik School Board and Nunavut Arctic College - has increased 34 percent since 1999, from an average of 112 students during the previous five years to 150 registrants for the 2003-2004 school year. With half of Canada's 45,000 Inuit living in Nunavut, however, the language's presence is slim in other regions of the country. The experts agree it is important for Inuktitut to establish a presence in as many areas of Canada as possible. Such a broad network would potentially increase the number of Inuktitut speakers across the country, but, more important, it would allow Inuit living outside Nunavut the opportunity to maintain their native language skills.
