Tourism It was at Cape Dorset that the remains of an ancient Inuit people, who flourished between 1000 B.C. and 1100 A.D., were found. They were called the "Dorset Culture" afer Cape Dorset. The Baffin Inuit of Cape Dorset are descendents of the later "Thule Culture" knowns by their legends as the "Tunlit". The cape itself was named by Captain Luke Fox on September 24, 1631, after Edward Sackville, Earl of Dorset. Sackville, a Lord of the Admiralty, was one of Fox's sponsors in his unsuccessful attempt to find the Northwest Passage. The "cape" on Dorset Island is actually a 243 meter [798 feet] high mountain, part of the Kinngait Range. Kinngait means "high mountain" in Inuktitut, hence the name of the community. The Hudson's Bay company established a trading post in 1913. A Roman Catholic mission was established in 1938 but closed in 1960 as the majority of the residents are of the Anglican faith.

The agreement, the product of more than 20 years of negotiations, provides title to the Nunavut Inuit over 350,000 square kilometres of land in the eastern Arctic. It establishes clear rules of ownership and control over land and resources. The Nunavut Land Claims Agreement (NLCA) was brought into effect by the passing of the Nunavut Land Claims Agreement Act in June 1993. At this time, the Inuvialuit separated from the ITC to pursue a separate land claims agreement.

    The Modern Constitution
The passing of the Constitution Act, 1982 , did not mean an end to the constitutional evolution of Canada. There have been numerous changes to the Act affecting different provinces. These changes, along with slow procedural changes and court judgments, will continue well into the future.

    The Constitution Act, 1982
This marked the first time a charter of rights had been included in any Canadian constitutional document. Because of this, courts were given a much greater say in government and can now disallow legislation on the basis of violations against the Charter of Rights . It also:
    • Made specific mention of Aboriginal rights.
Included the "notwithstanding clause," which allows a province to override the Charter of Rights.
Set the rules for amending the Constitution.

Research project probes impact on life in the North JANE GEORGE CLICK PHOTO TO ENLARGE Bob Williamson and his late friend Qaqqasiq, near Pangnirtung in the 1950s. (PHOTO COURTESY OF BOB WILLIAMSON) The impact of the early warning defence radar sites, which sprouted like mushrooms across the Arctic in the mid-1950s, is the focus of a research project the Arctic Institute of North America, the Inuit Tapiriit Kanatami and the Centre for Military and Strategic Studies hope to undertake. "My dream is to have this enormous gap in our national history filled," said Bob Williamson from the AINA in Calgary. "It's embarrassing that it's a black hole in Canadian history." Fifty years ago last month, Canada and the United States approved the construction of the distant early warning line. These 58 sites, known as the DEW line, were strung from Alaska to Greenland along the 68th parallel, and were intended to serve as a radar shield to detect Soviet bombers.
