US -India arrive at nuclear accord
Washington: Three decades of nuclear sanctions against India were brushed aside as President Bush, in a dramatic policy shift, promised India full cooperation in developing its civilian nuclear power program without demanding that it sign a major nuclear arms control treaty and sought out New Delhi as an overarching ally for the 21st century.
By granting India a de facto nuclear power status, Bush overturned a generation of sanctions and hostility from Washington's nuclear non-proliferation lobby towards New Delhi, ever since it's first nuclear test in 1974, and follow-up explosions in 1998.

Planning EMERGENCY PREPAREDNESS FOR NUCLEAR POWER PLANT EMERGENCIES The State of Tennessee is home to two nuclear power plants operated by the Tennessee Valley Authority: Sequoyah Nuclear Plant (Near Chattanooga) Watts Bar Nuclear Plant (Near Spring City) Additionally, there is the Brown's Ferry Nuclear Plant in northern Alabama that has the potential for affecting residents along the Tennessee-Alabama border. Although nuclear power production is considered one of the safest methods of producing energy available today, there is still considerable concern on the part of those who live within the potential effects zone of the plants about the hazards of radiation and the potential for a major catastrophe. TEMA, TVA and the local jurisdictions surrounding these plants spend an enormous amount of time preparing contingency plans to coordinate the response to any events that do occur. This is a requirements for the facilities to be licensed to operate by the Nuclear Regulatory Commission (NRC). More detailed information about the planning process can be found here TEMA and TVA jointly produce pamphlets, leaflets and other educational and preparedness materials that are distributed to the population living within the emergency planning zones surrounding the plants. Additional information is provided in the telephone books distributed in the areas around these facilities.

The International Atomic Energy Agency serves as the world's central intergovernmental forum for scientific and technical co-operation in the nuclear field. A specialized agency within the United Nations system, the IAEA maintains its headquarters in Vienna.
Policymaking Organs
Policymaking organs of the IAEA are the General Conference and the Board of Governors.
Working jointly, these two organs decide the Agency's programme and budget and appoint the Director General of the IAEA. The General Conference is composed of representatives of all IAEA Member States. The Board of Governors has 35 members, of which 13 are designated by the Board and 22 are elected by the General Conference.
Member States By 27 July 1957, eighteen States have ratified the Statute of the IAEA thus bringing it into force. As of 1 December 1999, the IAEA has 130 Member States.

Overview
Regardless of the future trends in the nuclear sector, existing nuclear installations must continue to be operated at a high level of safety and radioactive waste and stocks of spent fuel must be managed in a safe and environmentally sound manner. At the end of their operating lives, nuclear facilities must be decommissioned in accordance with agreed safe practice, and high standards are required in the transport of radioactive materials. There is a growing EU perspective on all these activities, which also considers the situation in the EU Candidate Countries. The protection of the public and the workforce from the harmful effects of ionising radiation forms the basis on which these broader issues of safety and waste management are developed. This issue of radiation protection is one in which the Commission has traditionally an important role to play, and its responsibilities also extend to many practices and situations outside the nuclear power sector such as use of radiation for medical purposes and exposure from environmental sources.
