Apparently the New England Aquarium closes three hours earlier than the other museums. It's one of those places I've one ever been to, ages ago, with school groups. I lump them all together and assume there's a set closing time. I imagined around eight o'clock. The weird and wild world of sting-rays, octopi, sharks, giant turtles and all manner of under-water hero and zero are closed off at five, sharp.
Except for the seals, which the aquarium shrewdly place out front, so as to take you in for the kill. Seals! That reminds me of the sea, and the animals which live in and around it! Hey, let's so we go in and look around!

They blame the chain reaction on improper handling of materials by low level workers. As if that explanation will sedate the Japanese public! The Japanese know all too well the long term effects of radiation on human health - thanks to their experience with atomic bombs dropped on Hiroshima and Nagasaki in 1945. More recently, we have the Chernobyl nuclear plant explosion in the Ukraine. Ukranian children still suffer from radiation sickness and people in the path of the fallout for thousands of miles learned the horrible lessons of a nuclear "accident." Then came the Three Mile Island miscue in the United States. Remember how authorities there swore they had contained the damage when they had not? Last month a Hanford Washington reactor developed a scary radioactive bubble. Authorities assured the public no danger existed. Mention Marion, Ohio, Paducah, Kentucky two of many memory triggers that recall nuclear mishaps. In the 1970s Cincinnati General Hospital doctors used a Pentagon grant to "treat" cancer patients with whole body radiation. The Pentagon wanted to find out how people would respond in nuclear battlefield conditions. From 1945-1971, the nuclear gang dumped radioactive waste in barrels into the ocean. The barrels have leaked. Recall the above ground tests at the Marshall Islands and other Pacific Atolls, causing terrible human sufferingin the name of National Security, under the façade of fighting the Cold War. The nuclear gang classified information that would have alerted the public to health dangers.

    The impact of environmental disasters can be devastating on the social, economic, and environmental systems of a country or region as well as the global ecosystem. Environmental disasters do not recognise man-made borders, and threaten the legacy left to future generations of a clean and supportive environment. Because of the interdependency of earth ecosystems international co-operation is paramount to prevent, and when disaster strikes, respond to relieve quickly and effectively the effects of environmental disasters. Figure 6-1 illustrates how one hazard such as deforestation can impact the ecosystem and generate other potential natural disasters such as landslides, and floods, as well as replenishment of the atmosphere and global warming. This chapter discusses the use of MCDA in providing environmental disaster relief support. Although the focus is on responding to sudden on-set disasters, preventure aspects will also be discussed throughout the chapter.

I was reading this article and was pondering how you would create the ultimate distributed source management system for a project like Linux.
I was thinking of using personal sites (every programmer has one) to post patches and create a community driven development proces.
Some things to consider:
- Everybody publishes the patches he/she applied to his own code-base
- Use md5 for identifying patches/files/packages/versions etc.
- Highly regarder developers get a higher pagerank so google can be used for search
- Mayority rules, but you (or a group) can do whatever
- Distributions also have their own site with patches
- Differences can stay
- Survival of the fittest
- Now if only you could compile linux faster, then everyone could have its own version of linux (you could apply patches early). - Patches should be signed - Public key should be present on site - No ultimate leader, no select few who can commit changes

Introduction
Hiroshima, Nagasaki and the termination of World War II ushered in the race for acquiring nuclear weapons. The United States was soon followed by, the Soviet Union, United Kingdom, France and China. During the cold war period India had taken a principled stand to force these countries to work towards total nuclear disarmament Without going into the virtues or otherwise of possessing the Bomb; now having acquired the capability to harm millions in the neighbourhood including ourselves, we need to take a hard look at the challenge this poses and to evolve a safety regime which will at least reduce if not totally eradicate the horrors of yet another nuclear war, or nuclear disaster or accident.
The Aim of this Paper
This short paper is an attempt to face the realities as they exist today and to see how best to manage the existing regional and global situation. It will also examine briefly a potential role for India in enabling a workable, non- discriminatory safety regime which will be acceptable to all the main players in this game.
The Existing Situation
In addition to the five Nuclear Weapon States, India and Pakistan; both Israel and North Korea are also believed to possess these weapons. Inspite of repeated efforts by almost all the non nuclear weapon states to persuade the Nuclear Weapon States to commence nuclear disarmament in accordance with Art 6 of the NPT, they have failed. Nor is there any likelihood of this happening in the foreseeable future.

North Korea today warned that if the United States attacked the country the conflict would turn into a nuclear war and cause “nuclear disasters” in Asia and the entire world.
The North’s official Rodong Sinmun newspaper accused America’s Central Intelligence Agency of preparing a surprise attack on the communist country’s nuclear facilities.
“If the US imperialists ignite a war on the Korean Peninsula, the war will turn into a nuclear war. As a consequence, the Koreans in the north and south and the people in Asia and the rest of the world will suffer horrifying nuclear disasters,” Rodong said.
The report, carried by the North’s state-run KCNA news agency, also claimed that Washington had put its forces around the Korean Peninsula on “semi-war footing” and ”is pushing ahead with nuclear war preparations in full swing.”
Rodong, monitored by South Korea’s national Yonhap news agency, reiterated that North Korea’s nuclear activities were “strictly for peaceful purposes and poses no threat to anyone.”

If disaster strikes and Indian point releases radioactive plumes into the air, Dutchess County government wants its residents to sit tight. Dutchess-once tapped as a reception point for refugees from New York City and Westchester and Putnam counties-sits within the 50-mile radius of the power plant, but outside the 10-mile zone the government would evacuate during a nuclear disaster. County response to a nuclear emergency would be focused on the "ingestive pathway" plan, which seeks to protect livestock and agricultural products. Officials would monitor radiation levels and test local products like milk, wine and vegetables, county emergency coordinator DeWitt Segendorph said. Ken Davidson, the county's chief deputy emergency coordinator, said any further decisions would be made with state and federal emergency authorities. Monitoring teams on the ground and in helicopters would sample air particles to determine the threat posed to people, he said.

Listening to Dr. Kaku speaking to Art Bell on radio (C2C) last week end and
tell of the scientists that have been killed while working on atomic bombs and
the mistakes/meltdowns that have been kept hushed up made for one of the
more interesting late night radio programs in a long time. Art was saying he
had not heard of most of the things that have happened to pioneer nuclear
scientists and Dr.Kaku said he was able to read the history reports of these
cases that have taken the lives of 7 American men and countless Soviet citizens
when several atomic reactors had a core meltdown and a atomic waste dump
exploded in Russia around 1960. (I wonder if anyone has known of any of the
disasters he mentioned?) I remember 3 Mile Island, Chernoble in the USSR and stories of "The Day We Almost Lost Detroit " ( Indian Point Nuclear Power Plant?) I remember stories of some scientists being killed by exposure to big amounts of radiation in Labs but thats about all. Dr.Kaku said a breeder reactor in England

The Chernobyl disaster began at 1.23 a.m. on Saturday 26 April 1986, in a civilian nuclear power station of Kiev This chapter opens with an account of the background to Chernobyl and a summary of the immediate responses. The early dominant role of the Soviet Union's governmental apparatus is emphasized, including the limitations of President Mikhail Gorbachev's glasnost policy. The process of longer-term regeneration and recovery is then discussed in the context of the breakup of the Soviet system and the emergence of two of the new independent republics - Belarus and Ukraine. Similarities and differences among the approaches of various institutional actors and post-Soviet regimes are noted. Theoretical issues are the focus of the third section of the chapter. An outline model of nuclear power disasters is proposed, based on the experience of other disasters in the Soviet Union and the global nuclear power industry as well as Chernobyl. Finally, I offer a series of recommendations for improving recovery from nuclear accidents and other industrial emergencies. These include the creation of registries for populations in the vicinity of hazardous facilities, and an international system for providing expertise and material assistance in the event of disasters that involve advanced industrial technologies whose effects exceed existing national coping capacities. While there may be no adequate way to avoid surprises like Chernobyl, it is clear that the Chernobyl experience was made much worse by failures of the government and the ruling political party in the weeks and months after the accident, and by broader economic and political changes that began in the period 1986-1991 and continue into the severe economic crisis of the post-Soviet era.
