The complex officially known as Chelyabinsk-40 is located in Chelyabinsk province, about 15 kilometers east of the city of Kyshtym on the east side of the southern Urals.It is situated in the area around Lake Kyzyltash, in the upper Techa River drainage basin among numerous other interconnected lakes.Between Lake Kyzyltash and Lake Irtyash is Chelyabinsk-65, the military-industrial city once called Beria, but today inhabitants call it Sorokovka("forties town"). By Sang-Hun Choe, The Associated Press SEOUL, South Korea Any U.S. moves to build up its military force on the Korean Peninsula could lead to "horrible nuclear disasters," the communist state warned Friday. The North Korean statement, the latest in a series of warnings, came a day after the White House said it had "robust plans for any contingencies," including military action. The United States has 37,000 troops in South Korea, and has maintained a force there since the 1950-53 Korean War ended in a truce, leaving the North and South technically still at war. "If the U.S. moves to bolster aggression troops are unchecked, the whole land of Korea will be reduced to ashes and the Koreans will not escape horrible nuclear disasters," North Korea's official news agency, KCNA, said. In Washington, President Bush on Friday said "all options are on the table" to solve the nuclear standoff with North Korea.

The monthlong war game came at a time when tensions are rising on the Korean peninsula after North Korean fighter jets intercepted a U.S. surveillance plane over the weekend. North Korea criticized the joint military exercises as a "premeditated military operation to stifle" the communist regime. It warned of "nuclear disasters" around the world if attacked by the United States. "The United States and South Korea have started their annual military exercise of Foal Eagle that will continue through April 2," a spokesman of the U.S.-South Korea Combined Forces Command told United Press International. The official said the command had informed North Korea about the exercise to avoid any confrontation. The command said the maneuver was unrelated to fresh concerns about North Korea's nuclear weapons and missiles. The joint military drills are "defense-oriented" and designed to improve the U.S.-South Korean combined forces' ability to defend South Korea against "external aggression," the command said in an earlier news release.

He is the Associate Professor of Toxicology, University of Georgia An unusual northerly wind on the fateful morning of April 26, 1986, carried 70 percent of the radioactive particles released from Chernobyl into Belarus. The radioactive cloud left 20 percent of the small country contaminated.As the old bus rattled down the road from Chernobyl to Minsk, I received still another lesson about the chaos emerging from the demise of the Communist empire in Eastern Europe. My graduate student, Kevin Holloman, and I were riding on the public bus through Belarus, one of the new republics born out of the former Soviet Union, following the conclusion of an environmental research visit to Chernobyl-site of the world's worst nuclear disaster, contaminating thousands of square miles in 1986. Travel in the former Soviet Union is never easy. In this case we prepared for the time-consuming and extensive detour around the Exclusion Zone (the area of the highest radioactive contamination) in order to return to the airport in Minsk.

Preventing the truly dangerous spread of weapons of mass destruction

As the United States Coming Close to War in 1994 I was then serving as assistant secretary of defense for international security policy. That year, I divided my time about equally between two looming nuclear disasters. The first was the "loose nukes" threat from the former Soviet Union, which had recently disintegrated into 15 independent states. This was the first-ever collapse of a nuclear state—instant proliferation. I was in charge of the Nunn-Lugar program, through which the Pentagon offered Russia, Ukraine, Kazakhstan, and Belarus assistance in securing, moving, and dismantling nuclear weapons left scattered about the former Soviet Union. By tying the new countries to Western security structures, especially NATO's so-called "Partnership for Peace," all except Russia became persuaded to forswear nuclear weapons. With direct on-the-ground help, the United States turned these pledges into deeds: by 1996, Ukraine, Kazakhstan, and Belarus no longer had nuclear weapons on their territory. Fortunately, that war was averted by the negotiation of the so-called Agreed Framework. The Agreed Framework was and remains controversial, so it is important to know what it did and did not do. It froze operations at Yongbyon for eight years, verified through on-site inspection, right up until the fall of 2002. The six bombs' worth of plutonium was not extracted from the fuel rods, and no new plutonium was created during that period. Had the freeze not been in effect, North Korea could now have sufficient plutonium for about 50 bombs.

Particularly with regard to ensure safety, the necessary regulations have been enforced under the Law for the Regulations of Nuclear Source Material, Nuclear Fuel Material and Reactors and the Law concerning Prevention of Radiation Hazards due to Radioisotopes, etc. in accordance with Article 12 (Regulation concerning Nuclear Fuel Materials) and Article 20 (Protective Measures of Radiation Hazards) of the Atomic Energy Basic Law respectively.
Under these laws, regulations on the safety of nuclear facilities are being enforced by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) for experimental and research reactors and facilities using radioisotopes, and by the Nuclear and Industrial Safety Agency (NISA), of the Ministry of Economy, Trade and Industry (METI) for commercial nuclear power plants and other facilities. The Nuclear Safety Commission (NSC) also checks the compliance of the facilities, equipment and materials in accordance with these safety regulations. To perform its duty as described above, MEXT commits to ensuring safety of nuclear energy in the field of science and technology development, especially in the operation of experimental and research reactors, and the utilization of nuclear source materials and fuel materials, as well as radioisotopes generating equipment, by implementing safeguards under international agreements, responses to nuclear disasters and international cooperation related to nuclear safety regulations. In addition, the Ministry is discussing the safety regulations of the ITER (International Thermonuclear Experimental Reactor), in anticipation this reactor in to be installed in Japan.

The Illinois Civil Defense Agency was created by the General Assembly in 1951 to cope with the consequences of possible nuclear attack. It was charged with coordinating state efforts with those of the federal government, local authorities, and political divisions of other states. In the event of a nuclear attack it was to protect the public peace, health, and safety. It was to conduct training and public information programs, survey available resources, make contingency plans, establish mobile support teams and provide needed supplies and equipment following a nuclear attack. Each local political division was authorized to establish its own local organization for civil defense (L. 1951, pp. 1219-1225). The Illinois Civil Defense Agency was replaced in 1975 by the Illinois Emergency Services and Disaster Agency. Responsibilities of this newly named agency were expanded to include fires, floods, earthquakes, and other natural or manmade disasters in addition to nuclear disasters (P.A. 79-1084, p. 3320). It further was charged in 1984 with cooperating with the Department of Nuclear Safety in planning for means by which to deal with nuclear power plant accidents (P.A. 83-1177, p. 588). And in 1985 it was instructed to develop an Earthquake Awareness Program whereby preparedness literature would be distributed to schools, local governments, community groups, newspapers, and radio and television stations. Together with the State Geological Survey it was to compile a list of strategic manmade structures which were in the greatest danger from earthquakes and to assess the harm their destruction could cause the communities in which they were located (P.A. 84-727, p. 4543).
