Creole language
A creole is a language descended from a pidgin that has become the native language of a group of people. Study of Creole languages around the world (in particular by Derek Bickerton ) has shown that they display remarkable similarities in grammar , lending support to the theory of a Universal Grammar . The majority of creole languages are based on English and other Indo-European languages (their superstrate language), with local or immigrant languages as substrate languages. Pidgins are rudimentary languages improvised by non-native speakers; when pidgins creolize, however, they develop fully-formed and stable grammar structures, usually as a result of the pidgin being natively learned by children. This chapter is written primarily to clarify concepts such as 'ecology', 'evolution', and 'language', which are central to this book. It also states some of my most central arguments, e.g., 1) creoles have developed by the same restructuring processes that mark the evolutions of non-creole languages; 2) contact is an important factor in all such developments; and 3) the external ecological factors that bear on restructuring also bear on aspects of language vitality, among which language endangerment.     Executive Summary
    This study examines the rise and present state of militant Islamist groups in the Greater Horn of Africa with particular focus on the countries of Eritrea , Kenya , Somalia , Sudan and Tanzania . The National Islamic Front government of Sudan and Al Qaeda, which was based in Sudan from 1991 to 1996, fueled Islamist ambitions in the region and helped set into motion most, if not all, of the radical Islamic movements operating in the Greater Horn of Africa.
    In Kenya , the successful emergence of multi-party democracy appears to have undercut the development of local militant Islamic groups. However, an undercurrent of resentment by many Kenyan Muslims at their perceived second-class status remains strong, and may have helped fuel the very small-scale local support that Al Qaeda needed to carry out its 2002 attacks in Mombasa . In the past, Al Qaeda was able to exploit Kenya 's open political and economic systems to establish a regional operational center there. However, the increasing vigilance of the Kenyan government appears to be limiting the capacity of international terrorists to operate within its territory.
    In Tanzania , the appeal of radical political Islam remains weak though groups of hard-core radicals seek to gain adherents by exploiting the growing suspicions between the Christian and Muslim communities, Muslim resentment of their real or perceived second class status, and frustration with the multiparty system's unfulfilled promise to deliver an alternating disposition of power in the country. A convergence of various political and ideological strands has contributed to the growth of this radical minority in Tanzania . The semi-autonomous island of Zanzibar has emerged as a hotbed of radical Islamic activism as Islamic nationalists seek the restoration of the Sultanate.

    ASEM Customs Chiefs Adopt Seoul Initiative of Action The sixth ASEM Customs Chiefs' Meeting held in Peebles, Scotland, adopted the Seoul Initiative Action Plan containing simplified customs clearance procedures in East Asia and concrete implementation tasks for customs cooperation on Tuesday (June 28). The Seoul Initiative Action Plan announced by Seong Yun-kap, commissioner of the Korea Customs Service (KSC), is composed of long- and short-term tasks to be implemented by ASEM members in the interest of promoting collaboration in customs areas by 2015 as well as the simplified regional customs clearance procedures. Customs chiefs of the 39 ASEM members welcomed the Seoul Initiative, a two-year joint research project between the KSC and the Korea Institute for International Economic Policy, in the hope that it would serve as a trade facilitator in East Asia.
