Over the next 100 years, temperature increases of 3 to 4°C are projected for the Atlantic Provinces. Changes in precipitation patterns and an increase in extreme events are also anticipated. These climate changes are expected to be the largest and most rapid of the last 10,000 years and will have profound effects on our lives and the ecosystems that support us. Oceans
Scientists predict that climate warming will change ocean temperatures and affect marine ecosystems. Fish are sensitive to temperature, therefore changing temperatures would influence the distribution and population abundance of some species. Furthermore, climate warming may increase the range and extent of the organisms responsible for toxic algae blooms, such as red tides. Toxic blooms pose a serious threat to both fish populations and human health.

Federal Government and Nova Scotia signal new partnership through signing of service contract
HALIFAX, October 13, 1998...National Revenue Minister Herb Dhaliwal and M.P. (Vancouver South-Burnaby) along with Nova Scotia Finance Minister Don Downe, Business and Consumer Services Minister Keith Colwell, and Russell MacKinnon, Minister responsible for the Workers Compensation Act today signed a service contract aimed at forging a renewed partnership based on accountability, efficiency and high quality service. "Guided by the terms of this service contract, the proposed Canada Customs and Revenue Agency, once established, would work to foster an environment in which Nova Scotia will benefit from the economies of scale of a mature, national infrastructure for the delivery of the province's revenue programs," said Mr. Dhaliwal. "The province would also receive individualized service levels, detailed reporting parameters for programs administered by the Agency and high quality client service standards," he added. Based on increased flexibility in the type and range of programs and services that the proposed Agency would be able to offer, a number of new opportunities will be explored, including: the Nova Scotia Business Registry Project; a program to off-set refunds with outstanding debts in other provincial programs; and a partnership with the Workers Compensation Board to assist in the delivery of streamlined services to Nova Scotia businesses.

Welcome to the CCANS website. Here you will find information pertaining to Provincial Civil Constables (aka "Bailiffs") in Nova Scotia and our relevant legislation. You can also search our online directory for a Civil Constable in your area. Please check back often, as new members listings and other updates are being continuously added. CCANS was formed in April 2002 as a need for formal representation for the Provincial Civil Constables in the Province was needed. The association current works with government and industry stakeholders toward protecting both the interests of the constables and the public. Furthermore, along with government, drafting a new streamlined system for the enforcement of civil matters in the Province. The primary mission of the association is to seek statutory recognition and protection for Civil Constables along with the industry and to coordinate training and certification in the civil enforcement industry.

    GOVERNMENT OF CANADA AND PROVINCE OF
    NOVA SCOTIA CONTRIBUTE $7.2 MILLION FOR
    HIGHWAY IMPROVEMENT PROJECT IN NOVA SCOTIA
    SYDNEY, N.S. - Minister of Fisheries and Oceans Robert G. Thibault together with MP (Sydney-Victoria) Mark Eyking, on behalf of Transport Minister David Collenette, and Nova Scotia Minister of the Office of Economic Development Cecil Clarke, on behalf of Nova Scotia Minister of Transportation and Public Works Minister Ron Russell, today announced that the Government of Canada and the Province of Nova Scotia will contribute $7.2 million under the Canada/Nova Scotia Strategic Highway Infrastructure Program (SHIP) for a twinning project on Highway 125. Under the Canada/Nova Scotia SHIP agreement, the Government of Canada and the Province of Nova Scotia will provide joint funding of $34.6 million until March 2006 for highway improvement projects in the province. The Canada/Nova Scotia SHIP agreement, signed July 27, 2001, is part of the national $600 million SHIP program announced by Mr. Collenette in April 2001. “Twinning this portion of Highway 125 is an important step in helping Nova Scotia improve its roads. It will benefit the people of Nova Scotia, since residents and goods will be able to travel more efficiently within the province,” said Mr. Thibault.

    What do communities need to build capacity?
    The Nova Scotia Rural Partnership Team identified several areas that need to be addressed by the federal government in order to improve the community's capacity-building. 1. Leadership, empowerment and civic participation The participants determined that having a strong local leadership is very important in motivating and supporting the community. Such leadership plays a decisive role in mentoring, involving youth in the community, and empowering local residents in their dealings with the federal government. The participants who asked the federal government to refer to them as citizens, not consumers also suggested that the government should focus on meeting the needs of communities rather than making the communities conform to its requirements. 2.
