Nova Scotia government warns job cuts coming soon
Halifax - The Tory government of Premier John Hamm has warned that some of Nova Scotia's 50,000 public employees are about to lose their jobs.
“When you have 70% of our expenditures going out in wages, you can’t make a dent in expenditures until you have a look at the number of people you have working,” Hamm told reporters this week.
Finance Minister Neil LeBlanc has promised an announcement within two weeks outlining the exact spending cuts the government will make, the Halifax Daily News reports. He declined to say how deep the cutting will be.
“Obviously, some people won’t be pleased with it, but at the same time I think it’s important we live within the numbers we projected,” LeBlanc said.
Meanwhile, Health Minister Jamie Muir hinted that health expenditures are among the areas likely to be hit. “We have very little room to move - if you take money from health or any other department, you’ve got to take it from somebody or something,” he said.

E-procurement up and running in Nova Scotia by Barbara Webber Anyone who has ever ordered or purchased goods and services is well aware of how much paperwork can be involved in the process. For government, time, volumes and costs can be tremendous. The Nova Scotia government has met these challenges with its new electronic bidding system, the Tender Opportunities and User Resources site ( www.gov.ns.ca/finance/tour/ "A business can either submit a bid online or print to submit. We expect long-term that most people will bid online," says executive director of procurement, Greg Lusk. He emphasizes that the intention is to encourage competition and bids from all businesses, large and small. While not flashy, the site provides access to points of importance such as tender notices, policies and guides, related links, results/award notices, standing-offers, department contact, comments, and other information, as well as new policy releases, mission statement and overall principles. Currently, the Nova Scotia government has most of its policy documents online. The department responsible for ensuring the purchase of goods, services, construction, and facilities for the province advertises through MERX and also allows MERX to obtain its information. Lusk explains that this year, if money is available, the province will have electronic ordering, inevitably moving that process to the desktop. People in the various government departments will be able to place orders electronically and feed them back into the system for payment. Cleaner, simpler technology will be invaluable for standing offers and catalogues.

UW Gazette, April 10, 1996 The Technical University of Nova Scotia will merge with its much larger neighbour in Halifax, Dalhousie University, the Nova Scotia government announced last week. TUNS will become "a constituent part of Dalhousie" with "a new faculty of computer science, an amalgamated faculty of engineering and a faculty of architecture". The government said that "The amalgamation of Dalhousie and TUNS will open doors to more students and faculty, and position the institution internationally, acting as a magnet for business and industry." The president of TUNS, Dr. Ted Rhodes, is a former chair of UW's chemical engineering department. Dalhousie president Dr. Tom Traves said in mid-March that a merger of "the two leading research intensive universities" would be a sensible arrangement, and the two institutions fit together nicely. "The overlap in our programs would essentially be in our small engineering program, which [already] feeds into theirs, and obviously our computing science programs." Both programs have been the targets of duplication studies throughout the Nova Scotia government's rationalization process. The amalgamation would be at the administrative and organizational level, and would not involve a complete move of a campus up or down Halifax's University Avenue, Traves said. "There are no plans at all to alter the physical alignment of the campuses." The Nova Scotia government said it would provide some new funding to make the merger possible. The government also approved a "consortium" plan for Halifax's seven universities that will see them save millions of dollars a year through shared administrative services, including joint registration. "The consortium minimizes administration and maximizes course selection," said premier John Savage. An announcement said universities "could have faced" a cut of as much as 12 per cent in their grants this year, but "because of the importance of universities to Nova ScotiaÉ the government held the reduction at seven per cent." Involved in the Halifax rationalization, besides Dalhousie and TUNS, are St. Mary's University, Mount Saint Vincent University, the Nova Scotia College of Art and Design, King's College, and the Atlantic School of Theology.

outside Halifax. The Supreme Court Circuit Act of 1774 provided that a judge would travel twice a year to Annapolis, Kings and Cumberland counties to hold court. The circuit system was extended as the colony grew, with sittings once or twice a year in all counties by 1851. The Supreme Court Act stipulated that judges must have legal training. Candidates were required to have been lawyers for at least ten years and to have practiced law for at least five years immediately before their appointment. Nova Scotia Reports panels of judges reviewing decisions made by their colleagues at the trial stage. Court and other provincial superior courts, with a final appeal still possible to the Judicial Committee of the Privy Council. The Exchequer Court of Canada (now the Federal Court) also established. Speedy Trials Act Nova Scotia Reports was suspended. Nova Scotia case law continued to be recorded in a new series of reports that included judgments of courts in New Brunswick and Prince Edward Island.

      Walking Tours - A Look Into the Past
      Truro's central location in the Province has made it the hub of Nova Scotia. Based mainly on agriculture, forestry and transportation, Truro has grown and prospered since the arrival of the first settlers. Prince Street buildings reflect the prosperity and economic development through the choice of rocks used for building stones and the architectural style of the buildings. Rocks from local Nova Scotia sources provide a link to the long and interesting geological history of the region. This walking tour is a co-operative project between the Truro Parks and Recreation Commission, the Colchester County Historical Society and the Department of Mines and Energy. It is one of many projects supported by the Public Information Program of the Canada-Nova Scotia Mineral Development Agreement (CNSMDA). This Agreement provides the means through which the federal and provincial governments stimulate the development of Nova Scotia's mineral industry. Back to Top
      Truro - The Hub of Nova Scotia
      Truro is a crossroads of transportation and communication in Nova Scotia with a long history of settlement. The first Europeans in the area which were Acadians who settled in the Cobequid district in the early 1700s. Following their expulsion by the British in 1755, English settlers from New England and the British Isles began colonizing the area. By 1760, the name had been changed from Cobequid to Truro and a permanent settlement established.

    Premier Russell MacLellan's fuzzy pledge to look at the issue after the election suggests the Liberals do not consider improvements to the Freedom of Information and Protection of Privacy Act a priority if his party wins at the polls. "This is no example of a government committed to being fully open, honest and accountable with the voters," said Tom Arnold, the association's national president. Added Dean Jobb, a Halifax journalist who chaired a 1996 advisory committee struck by the Liberals to review the Act: "The government has had two years to broaden the Act's coverage and improve accountability to the public. Nova Scotians deserve more than a vague promise of action after the election." Following the election call, the CAJ wrote to the leaders of the province's three major political parties, asking for their positions on reforms to the legislation. Two years have passed since the advisory committee recommended, among other things, more independence for the review officer, penalties for altering or destroying documents and extension of the Act to municipal governments, school boards, universities and colleges, hospitals, self-governing societies and about 250 agencies boards and commissions.
