Introduction
This brief summarizes the findings from an interim evaluation of Success Nova Scotia (SNS) 2000 , a Strategic Initiative funded jointly by the governments of Canada and Nova Scotia. The evaluation was managed by a Federal-Provincial Committee with representation from Human Resources Development Canada and the Nova Scotia Department of Education and Culture. This interim evaluation is the second of three evaluation studies on SNS 2000. The first, a process evaluation of the initiative, was completed in 1996. The third, to be completed in 1999-2000, will be a summative evaluation providing an assessment of the impact and cost-effectiveness of the program.
Project Description

Project Description
The Strategic Initiatives Program , announced in the Federal Budget of February 1994, is a five-year Federal-Provincial cost-shared program to test innovative ideas about social security reform. Pilots considered for funding include those that are designed to test new options for reform in training, income security and social services, and learning; to explore ways to help people move from welfare to work; and to find more cost-effective approaches to labour market programs. Success Nova Scotia 2000 (SNS 2000) is funded through a federal-provincial cooperation agreement between Human Resources Development Canada and the Nova Scotia Department of Education and Culture. A project budget of $13.8 million over five fiscal years (1994-1999) has been designated to provide assistance for an estimated 3000 clients.

An ad hoc coalition of arts, culture and heritage groups in Halifax (HRM) will host an all-party candidates' debate on issues important to the cultural sector on Tuesday, June 22 at 7:30 p.m. at the Rebecca Cohn Auditorium, Dalhousie Arts Centre. HRM candidates from the Conservative, Green, Liberal and New Democratic Party have all confirmed their attendance, including Kevin Keefe (Conservative/Halifax); Michael Oddy (Green/Halifax); Bill Carr (NDP/Halifax West); Liberal candidate to be announced. Audience members will have an opportunity to contribute questions to the debate.
The debate will focus on a broad range of issues of concern to the cultural community, including the CBC, the National Film Board and the Canada Council, museums and galleries, Telefilm, FACTOR (Foundation to Assist New Canadian Talent on Record), Canadian content, the Canadian Television Fund, and book and magazine publishing, among other topics. Administrative History
The NSDL produced and published a monthly newsletter as well as a quarterly magazine entitled Callboard, while also co-producing a public service television presentation called Stagelights with the Atlantic Television System (ATV). Other NSDL services included providing a small library for its members, holding workshops covering a wide array of topics pertaining to theatre, hosting a summer school, presenting the annual Provincial Theatre Festival, serving as the provincial representative of the National Multicultural Theatre Association, providing a lighting equipment rental service for its members, and operating a co-operative buying service, known as the scene shop, of hard-to-obtain theatrical supplies at affordable prices. In the early 2000s, the NSDL merged with the Nova Scotia Professional Theatre Association to form Theatre Nova Scotia. Return to the Table of Contents

The collection was donated to the Dalhousie Archives by the Nova Scotia Drama League in five installments, between 1974 and 1993.

and inspired images he has gathered together for us in "Destination Nova Scotia: Its Culture and Landscapes". His photographic essay of the province draws on the diversity of the people and the colourful, changing vistas. As Lee comments in the Preface, "Destination
Nova Scotia is a very brief (and subjective) summary of only a few of my favourite sites across the province. Nova Scotia continues to be a destination for my camera and my heart."
Light and shadow dance across the pages. Patterns in the landscapes are evoked, suggestive of exotic fabrics, mosaic tiles or painted canvases.
Near the Scott paper mill in Pictou bright sunlight is reflected off the
waters forming a luminescent background against which the silhouettes of cormorants sitting atop pylons are set. Water and light are sharply contrasted, the resulting effect is a veined pattern suggestive of a decorative batik cloth. In another picture, the muted light and soft amber tones of sunset over a Musquodoboit lake become background to the long grasses and reeds in the shallow waters. The photograph has the distinct appearance of a pen and ink drawing.
