Coalition takes over in Norway
Christian Democrat Kjell Magne Bondevik returns as Norway's prime minister OSLO, Norway A new centre-right coalition has taken over government in Norway promising large tax cuts. The coalition replaces Norway's Labour government, which resigned on Wednesday five weeks after its worst election defeat in nearly a century. Norwegians hope the new government with eight women among the 19 ministers will ease some of Europe's highest taxes on income, cars, alcohol and tobacco, while improving the services of the welfare state. The coalition's platform includes tax cuts, more privatisation, better welfare, health and education, and more spending of the vast surplus revenues Norway has as the world's second largest oil exporter. Lutheran clergyman and Christian Democrat Kjell Magne Bondevik officially took office on Friday after a meeting with King Harald V.

GOVERNMENT
The functions of the king are mainly ceremonial, but he has influence as the symbol of national unity. Although the 1814 constitution grants important executive powers to the king, these are almost always exercised by the Council of Ministers in the name of the king (King's Council). The Council of Ministers consists of a prime ministerchosen by the political parties represented in the Stortingand other ministers.
The 165 members of the Storting are elected from 19 fylker (counties) for 4-year terms according to a complicated system of proportional representation. After elections, the Storting divides into two chambers, the Odelsting and the Lagting, which meet separately or jointly depending on the legislative issue under consideration.
The special High Court of the Realm hears impeachment cases; the regular courts include the Supreme Court (17 permanent judges and a president), courts of appeal, city and county courts, the labor court, and conciliation councils. Judges attached to regular courts are appointed by the king in council after nomination by the Ministry of Justice.
Each fylke is headed by a governor appointed by the king in council, with one governor exercising authority in both Oslo and the adjacent county of Akershus.

Norway Minister Marries Gay Lover

(AP) Norwegian Finance Minister Per-Kristian Foss has married his gay companion, becoming the first member of a Norwegian government to enter a binding homosexual partnership.
Under a 1993 law, gays and lesbians can enter legal partnerships with all the rights and obligations of marriage, except adoption and church weddings.
Foss, a Conservative, married long-term partner Jan Erik Knarbakk in a ceremony at the Norwegian Embassy in Stockholm, Sweden.
The Norwegian Finance Ministry confirmed the wedding, but said Foss was giving no interviews or comment because it was a personal matter.
"Yes, we entered a partnership at the embassy in Stockholm on Friday, Jan. 4," Foss told the Norwegian business newspaper Dagens Naeringsliv. "But beyond that, it is a private matter." Knarbakk is a top manager in the Schibsted publishing concern, and the two have been described in the news media as being among Norway's most powerful couples.

There is universal franchise for all citizens from the age of 18. Elections are held every other year, alternatively general elections to the Storting (The National Parliament) and local elections to the County and Municipal Councils. The Storting, which has 165 members, is elected for a four-year period. During that period it cannot be dissolved, nor can a new election be called, as is the case in many other countries. The Storting is divided into thirteen permanent committees, covering the various main fields of work. In addition to the Prime Minister, the Government comprises 18 ministers.

Development of distance education in Norway One may describe Norway as a showcase for successful distance education, but it is also a country with a higher education organisational structure that has counteracted the development of an efficient distance education system. For example, a 1977 German doctoral thesis, comparing private distance education in 16 countries, showed that Norway had the highest number of distance students per 100,000 inhabitants; 2.5 times more than second ranked Japan (Karow 1977). At the same time, public distance education in Norway was virtually non-existent. The primary reason for this unusual condition is that the Norwegian government, at least since 1945, has supported non-governmental distance education as an important means to secure equal educational opportunities. But, in public education the government has given priority to the establishment of public schools and colleges virtually all around the country.
    Distance Education History
    The Council contributed to the general perception that Norway has a high quality distance education system and to the fact that distance education is considered as an important part of the total educational system. This situation is also due to the country's vast distances and sparsely populated areas and to the predominant social ideology that supports educational opportunities for all adults. In 1975, the Parliament decided to provide financial aid to correspondence students and presently, all students enrolled in courses accredited by the Correspondence Schools Council receive substantial financial support.

    Following a long period of low unemployment in Norway, the number of people out of work started growing in late 2002, and the unemployment rate is expected to have risen from 3.6% in 2001 to 3.9% in 2002, and is predicted to hit 5% in 2004. The main reasons are low growth in the world economy and a decline in the competitiveness of Norwegian industry.
