The Thelon Wildlife Sanctuary Canada's wilderness jewel click on map to enlarge Covering an area of approximately 26,000 sq. miles, the Thelon Wildlife Sanctuary, straddling the boundary of the Northwest Territories and Nunavut in Canada's mainland Arctic, is the largest and most remote wildlife refuge on the North America continent - and possibly the world. As there is little surrounding development in this region, the unusual forest oasis located far out on the tundra truly represents one of the last great, unaltered ecosystems on our planet. For those few fortunate enough to have ever visited this extreme remote region, the experience is like stepping back to a time when grizzly, wolves and musk-ox ruled the earth... Every year, some 300,000 (+/-) caribou calve within and migrate through the Thelon Sanctuary. Musk-oxen populations in the Thelon Sanctuary and surrounding areas have flourished over the past century. During the intense studies carried out by the International Biological Program (IBP) in the 1960's, the Thelon Sanctuary was identified as a 'Biological Site of Universal Importance'.

      Government and Politics
      The federal government exerts considerable influence over the government of the Northwest Territories. The chief executive of the Northwest Territories is the government leader, who presides over a seven-member executive council (Cabinet) and the legislative assembly. Representing the interests of the federal government is a commissioner, who operates under instructions periodically given by the Canadian governor-general in council or by the Department of Indian Affairs and Northern Development. Until the creation of Nunavut, the unicameral Northwest Territories Legislative Assembly contained 24 seats, but that number has now been reduced to 19. Following the changes of April 1, 1999, the Northwest Territories is considering a new constitution, but until it is ratified the previous constitution remains in place. Members of the legislature are popularly elected on a non-partisan basis to serve four-year terms. The Northwest Territories is represented in the Canadian Parliament by one senator appointed by the Canadian governor-general in council and by one member of the House of Commons popularly elected to terms of up to five years.

Boreal forest in the southwest occupies an area nearly the size of the entire province of Manitoba, then fades into the barren tundra of the north. Native sealing operations have been curtailed by restrictions on skin sales, but trapping remains important throughout many segments of society, with the taking of muskrat, lynx, fox, and marten especially important. Lead-zinc mining operations can be found at Pine Point and on Little Cornwallis Island. Fishing is centered on Great Slave Lake, with its rich populations of whitefish, northern pike and arctic char.     The Old Northwest
    The Northwest Territory, or Old Northwest, refers to the area that became the states of Ohio, Indiana, Illinois, Michigan, Wisconsin and a portion of Minnesota. The region comprises more than 260,000 square miles. The area was hotly contested by the major European colonial powers, France and Britain. The French needed access to the area to conduct their fur trade and ship their wares over the Ohio and Mississippi rivers. The British viewed the region as the focus of the natural expansion of their seaboard colonies. American colonists formed the Ohio Company in 1747 to profit from the fur trade and western land speculation. The rivalry between the two great powers had been contested in a series of colonial wars , the last of which was the French and Indian War The British victory in the Seven Years’ War was confirmed in the Treaty of Paris in 1763, in which, among many other things, the French surrendered their claim to the Old Northwest. Later, during the War for Independence, American interests in the area were advanced by the military exploits of George Rogers Clark. Control of the area passed from Britain to the new United States in the Treaty of Paris of 1783.

    The Northwest Territory
    Congress passed the Northwest Ordinance of 1787 to provide for the government of the entire region. The Ordinance was based in part on a plan drawn up by a committee headed by Thomas Jefferson in 1784. It stated that no fewer than 3 nor more than 5 states were eventually to be formed from the region and set down an orderly procedure for the creation of these states. In the initial stage, the entire Northwest Territory would be ruled by a governor, a secretary, and three judges appointed by Congress; in the second stage, when the free adult males residing in one of the territories numbered 5,000, they could elect a territorial legislature and send a non-voting delegate to Congress; and when the population of any territory reached 60,000, it would be eligible to enter the Union as a new state equal to the original states. Slavery was prohibited in the territory.
    Ohio was the first state admitted (1803) to the Union from the Northwest Territory. U.S. control of the less populous frontier areas was challenged by the presence of British trading posts in the Northwest and was firmly established only in the aftermath of the War of 1812.

With this work, anthropologist June Helm brings together her 50 years of research on the Athapaskan-speaking people of the Mackenzie River basin in the Northwest Territories of Canada. Helm's choice of title builds on the common ancestry of the Aboriginal people of the Mackenzie basin and their dream of a common future. Collectively, the Athapaskan people of this region refer to themselves as Dene ('the people'). Denendeh ('the land of the people') has referred in recent years to a political goal that became popular in the 1970s and 1980s: a unified, self-governed Dene homeland made up of the Chipewyan-, Slavey-, Dogrib-, and Gwich'in-speaking people of the Northwest Territories. Following the collapse of the Dene/Metis Comprehensive Land Claim in 1989, and the advent of regional Dene and Metis land claims in the early 1990s, the prospects for that dream to become reality in the near term have slipped away. June Helm, however, was on the scene for the birth of the dream of Denendeh. As her title indicates, she does not believe that the ideal has died.
