Located on the north shore of Great Slave Lake on the west side of Yellowknife Bay at the outlet of the Yellowknife River . Population and Administration According to 1997 estimates, the Northwest Territories had 40,309 inhabitants, but the creation of Nunavut in 1999 has severely decreased that figure to 42,944 (2005 estimate). Over both territories the overall population density was gauged at only about 1 person for every 59 sq km (1 per 23 sq mi) in 1997. In 2005 estimate, that figure stood at about 0.036 people per sq km (0.09 people per sq mi). The capital and largest city is Yellowknife (population, 2001, 16,541) located in the south-central part of the territory. Over half the population of the Northwest Territories is located in the city; the remainder is spread across 33 settlements throughout the region, including Hay River (population, 2001, 3,510); Inuvik (population, 2001, 2,894); and Fort Smith (population, 2001, 2,185). The territory's population is composed of 52 per cent non-aboriginal, 28 per cent of Dene, Cree, and other North American Indian groups, 10 per cent Inuit, and 9 per cent Metis (people of mixed French and Native American extraction). English is the mother tongue of over half of the population; only about 2 per cent have French as their first language. A.

From the Treaties to the Inherent Right Policy
In 1900, the Hay River Dene of the Deh Cho territory signed Treaty 8 with the Crown in Deninue Kue (Fort Resolution). In 1921, the Crown signed Treaty 11 with eight other Deh Cho First Nations and in 1922, the Acho Dene Koe First Nation (Fort Liard) signed Treaty 11 . The Hay River Reserve was created in 1974; however, for the rest of the Deh Cho First Nations, the land components of these treaties remained to be fulfilled.

Photo: Hunt, NWT Archives In the mid-1990s, the Deh Cho First Nations submitted the Deh Cho Proposal as a basis for negotiating a land and self-government agreement with Canada; however, it was decided the proposal was not a basis for negotiation. In 1995, Government of Canada introduced the Federal Policy on Aboriginal Self-Government and Canada began to look at negotiating land and self-government agreements together.

The Ceremonial Circle was officially launched on March 31, 1999 and was the site of the Northwest Territories' celebrations to mark the creation of two new territories, Nunavut and a new NWT, in Canada's North. Located behind City Hall on the walkway leading to the Prince of Wales Northern Heritage Centre and the Legislative Assembly of the Northwest Territories, the Ceremonial Circle is an area that celebrates the Northwest Territories, its people and many cultures. The Circle is a gathering place for people and can be used by any group wanting to celebrate special events. The end of the site nearest to City Hall features a cement circular pad with a ceremonial fire pit, an important cultural component added to honor the many Aboriginal peoples of this great territory. Around the outside fly the flags of the partners to the Ceremonial Circle. The partners to the Circle are the Federal Government through the Millennium fund , the Legislative Assembly, the Department of Municipal and Community Affairs Government of the Northwest Territories City of Yellowknife RCMP ...
