YELLOWKNIFE, Northwest Territories - A new Canada-Northwest Territories Infrastructure Agreement will see the Government of Canada and territorial government contribute over $9 million to infrastructure improvements in the Northwest Territories (NWT) over the next two years. The agreement was signed recently on behalf of the Government of Canada by the Honourable Robert Nault, Minister of the Department Indian Affairs and Northern Development (DIAND) and the Honourable Lucienne Robillard, President of the Treasury Board of Canada and Minister responsible for Infrastructure. The Honourable Roger Allen, former Minister of Municipal and Community Affairs (MACA) and the Honourable Joe Handley, Minister of Finance, signed the agreement on behalf of the Government of the Northwest Territories. "This infrastructure agreement is another good example of Canada’s commitment to the NWT. By improving infrastructure in the NWT we will create stronger relationships between government and communities and a stronger economy," said Minister Nault.

On September 5, 2001, an agreement for the implementation of the Infrastructure Canada Program (ICP) in the Northwest Territories was signed between the governments of Canada and Northwest Territories. The agreement was announced in a joint news release issued in Yellowknife, where the formal signing took place. In addition to the information about the ICP common to all provinces and territories provided on the About the ICP section, there are some aspects of the Infrastructure Canada-Northwest Territories Program that are unique:
Program Details Funding The ICP allocation to the Northwest Territories is $4,137,000. With contributions from our territorial, community government and First Nations partners, the total infrastructure investment in the Northwest Territories will be over $9 million. ICP funds were allocated according to a formula that gives equal weight to population and unemployment, a formula the Government of Canada believes takes into account the economic status and investment needs of all regions. While funding ratios vary from project to project, the federal and territorial governments typically each fund one-third of eligible costs for tax-based communities; applicants typically pay the remaining one-third of eligible costs. For non-tax based communities, the federal and territorial governments typically each fund one-half of eligible costs.

Download PDF Version (87 KB) Climate change has already started to affect the Northwest Territories. In the last 40 years the Mackenzie River Basin has warmed by 1.5°C. Also during this time, the sea ice has been shrinking and the permafrost has been melting. Scientists predict that by the end of the 21st century, temperatures in the Northwest Territories will be at least 5°C warmer than they are today. Changes to the environment have already started taking place in the north and will have a significant impact on northern environment and quality of life. Northern landscapes
The melting permafrost is forcing up the cost of maintaining all weather roads. It also increases the risk of landslides and could cause structural damage to older buildings. Melting permafrost may also negatively affect water supplies and communities' waste disposal systems.

    The New Mace
    The Seal of the Northwest Territories consists of the Coat of Arms of the NWT encircled by the words, "The Seal of the Northwest Territories." The Government of Canada approved the Seal on November 29, 1956, following the adoption of the Coat of Arms. From 1869 until 1956, the Great Seal of the Northwest Territories had consisted of the Royal Arms with the words, "The Seal of the Northwest Territories."
    This Mace was unveiled at the start of the 14th Legislative Assembly in January 2000. This Mace was unveiled at the start of the 14th Legislative Assembly in January 2000. The Mace reflects the new Northwest Territories and is the symbol of the authority of the Legislature and its Speaker. Designed by Bill Nasogaluak, Dolphus Cadieux and Allyson M. Simmie, the Mace is truly unique in many aspects of its design. Composed mainly of silver and bronze the mace measures 1.5 metres in length and weighs 12 kilograms. The top glistens with a snowflake crown symbolizing the strength and diversity of the people and the traditional link with the British monarchy. Nestled within the snowflake crown, a golden orb represents the midnight sun, the circle of life and the world. On top of the orb sits a silver crosspiece that together forms an ulu, a tipi and a house representing the cultures of the territory - Inuvialuit, Dene/Metis and the many non-aboriginal people. On top of the crosspiece sits a 1.31 carat northern diamond. Beneath the crown rests a band of silver engraved with the words "one land, many voices" in 10 of the languages used in the NWT. Below the band are six high relief panels inlaid in silver that depict northern wildlife and cultures. A band of beadwork resembling Delta braid is found beneath the head.

    The Lieutenant Governor of the Northwest Territories
    Prior to becoming a province on September 1, 1905, Alberta was part of the Northwest Territories. A great deal of the land which constituted the Northwest Territories at that time was purchased from the Hudson's Bay Company. The political history of the Northwest Territories is largely an account of the struggle of territorial representatives to gain responsible government (i.e. a government where the elected representatives of the citizens control the decisionmaking process rather than appointed officials). Since the Lieutenant Governors of the Northwest Territories were appointed by the Canadian government and represented the federal government in the Territories, they played an important part in this process. As the following account illustrates, at the beginning of the territorial period, the Lieutenant Governor had far-ranging powers and virtually complete administrative control over the Northwest Territories. However, by the end of the territorial period in 1905, the powers of this office had been reduced and many were assumed by the elected government. No new powers were assigned to the Lieutenant Governor following the formation of the Provinces of Alberta and Saskatchewan. At first, the Northwest Territories was administered by the Lieutenant Governor of Rupert's Land and the Northwest Territories (1869) and then by the Lieutenant Governor of Manitoba and the Northwest Territories (1870-76). These Lieutenant Governors and their small Councils were appointed by the Governor General of Canada on the advice of the Prime Minister.     GOVERNMENT OF CANADA, THE NORTHWEST TERRITORIES AND AKAITCHO FIRST NATIONS SIGN INTERIM MEASURES AGREEMENT LUTSEL K'E, NWT (June 28, 2001) - Negotiators representing the Akaitcho Territory Dene First Nations (Akaitcho DFN), the Government of the Northwest Territories (GNWT) and the Government of Canada today signed an Interim Measures Agreement in Lustel K'e. Robert Nault, Minister of Indian Affairs and Northern Development, is pleased with the progress that has been made at the negotiation table. "We signed a Framework Agreement last July; the federal mandate to proceed with negotiations toward an Agreement-in-Principle was approved by Cabinet in April 2001; and now an Interim Measures Agreement is in place. We are moving forward." Interim measures are temporary arrangements introduced to afford a measure of protection to Aboriginal interests during the period that an agreement is being negotiated. Temporary arrangements of this kind have to be made within the framework of existing federal and territorial laws. The Akaitcho Interim Measures Agreement will lead to the creation of a pre-screening process where the Akaitcho DFN will review applications for various licences, permits, dispositions of lands. The precise nature of the pre-screening process for each type of application will be outlined in schedules that will be developed over the next few months.

    Transboundary Water Management Agreement
    What is the purpose of this agreement? The purpose of this agreement is to cooperatively manage, protect and conserve the ecological integrity of the aquatic ecosystem of the Mackenzie River Basin common to the Yukon and the Northwest Territories while facilitating sustainable use of the transboundary waters. Why is this agreement needed? The development of the agreement fulfils the commitment of the Government of Canada, the Government of Yukon and the Government of Northwest Territories under the Mackenzie River Basin Transboundary Water Master Agreement to negotiate and execute a bilateral sub-agreement for the management of water flowing from the Yukon into the Northwest Territories. It also complies with the Umbrella Final Agreement with Yukon First Nations, which requires the Government of Canada and the Government of Yukon to make best efforts to negotiate water management agreements with other jurisdictions that share the same drainage basin with the Yukon.
