The Northern Review #1 (Summer 1988):59-72.) by Peter Jull [Jull Opus Main Page] nunavut The aboriginal organisations funded by Ottawa have changed the character of the north and of Canada. In the NWT they were the first aboriginal public bodies which could tackle territorywide and national issues. In spite of, or perhaps because of, territorial government hostility, they became rallying points for aboriginal opinion. And while the territorial governments excluded aboriginal employees form policy or management levels, despite many directives insisting on greater aboriginal hiring, the organisations provided them work and great opportunities for social and political action. Very quickly Ottawa recognised de facto that NWT politics, opinion and political legitimacy were divided between the legislature and the aboriginal associations. Great care was taken to balance these interests, and Ottawa through the Trudeau and Clark government years played a role of active neutrality: its goal was to secure a social, economic and political development in the north which would provide equality between aboriginal northerners and the newer arrival. In particular, Ottawa resisted territorialgovernment attempts to secure devolution of powers and budgets, seeing clearly that these would consolidate the position of, and otherwise benefit, the whites while largely leaving aboriginal northerners aside. The NWT government is something of a marvel. Its history deserves to be written and written carefully before it all, soon one expects, passes into the past. Essentially it is the greatest Canadian monument to progressive programming for an underdeveloped area, and the boldest attempt at total government ever seen in this country. It was the designed to respond humanely to the poverty and isolation Canadians saw in the north, and to deliver southern standards of living conditions to the most remote icebound hamlets. It cut corners to upgrade living standards quickly, and the main corner cut was the viewpoint of the aboriginal residents. This administration concentrated expertise to solve northern problems, to bring the good things from the south to the north. It was a directed effort, and was specifically designed to

Our department takes a community based approach to delivering services in the north through seven health and social service authorities in 33 communities. These authorities serve populations ranging from less than 500 people to the entire territory of 42,000 people. We have three hospitals and over 20 health centres that serve the smaller communities. Regional authorities plan, manage and deliver a full spectrum of community and institutional-based services while also providing residents a say in how these services will be delivered and administered. Health centres provide daily sick clinics, routine public health clinics, home care, school health programs and educational programs related to the needs of the communities. In addition, travelling physicians and specialists routinely visit the settlements. Social service programs include early intervention, and support to families and children, community development, child protection services, adoption, family violence prevention, mental health and addictions. It is located in northern Canada and stretches from the Arctic Ocean in the north, west to the Mackenzie Mountains, and south to the borders of British Columbia, Alberta and Saskatchewan, and east to the Nunavut border. Our landscape ranges from mountain ranges to valleys, plains, and rolling Canadian Shield, with vegetation characteristic of both boreal forest and polar desert. Summer temperatures can reach 30 degrees Celsius, and in the winter the thermometer falls below minus 40 degrees Celsius - at least some of the time.

The Northwest Territories Liberal Party was a short-lived branch of the Liberal Party of Canada in the Northwest Territories The party existed between and . In 1905, the provinces of Alberta and Saskatchewan were created from the heavily populated areas of the Northwest Territories. The members of the NWT Liberal Party joined the Alberta Liberal Party or the Saskatchewan Liberal Party . With almost no voting population in the remaining parts of the Northwest Territories, its political parties disbanded when the Government of Canada returned to its former policy of appointing members of the Territories' legislative assembly The assembly went back to the consensus model of government. The consenus model of government that had been used prior to the election of 1898 had its influences in the party system: Conservative leader and Government Leader Frederick W. A. G. Haultain appointed two Liberals to his cabinet and one Conservative, even though they formed the opposition, from 1898 to 1905. This lead Conservatives to accuse the government of being a "grit hive", after the election of 1902 . To appease party supporters, Haultain appointed one Liberal and two Conservatives to the cabinet.

THE NORTHWEST TERRITORIES Canada Website N.W.T. to get province-like powers - March 3, 2005 After years of negotiating, the Northwest Territories and the federal government are poised to sign a landmark agreement that will lead to province-like powers for the western Arctic. The deal, anticipated by the end of the month, would not only see the N.W.T. finally collecting revenues from its own resources, but it would transfer sweeping responsibility for programs, staff and money from Ottawa to Yellowknife. "This is giving (the territory) province-like powers," said David Peterson, the former Ontario premier who heads the federal negotiating team. N.W.T. Premier Joe Handley said negotiators have one more set of meetings scheduled for the end of March to reach an agreement in principle. It would be hard to overestimate the importance of this agreement to the N.W.T. Although diamond mines and energy development have given the territory best-in-Canada growth rates - 79 per cent between 1999 and 2004 - the only benefit the territorial government has seen has been from income taxes. All resource royalties currently flow to Ottawa, which leaves the territory on the hook for infrastructure development and ensuing social problems without being able to reap the revenues. Introduction
The history of the political, constitutional and territorial evolution of the Northwest Territories is closely tied to the history of Saskatchewan Manitoba Alberta , the Yukon Territory and Nunavut . To understand the evolution of the Northwest Territories we know today, we must examine the territory's complex history.
Exploration
The exploration of the Far North centred largely on the search for the Northwest Passage, a water route over North America that could potentially be used as a trade route to the eastern hemisphere. European exploration of the Arctic began in the mid 1500s and continued until the early 20th century. It would lead to a greater understanding of the geography of Canada's North and of the value of the natural resources found there. In 1897, Wilfrid Laurier's government was the first to take concrete action to assert Canada's sovereignty in the Arctic Archipelago. Prime Minister Laurier sent William Wakeham there to establish Canadian jurisdiction. From 1903 to 1911, the expeditions of A. P. Low and J.-E. Bernier maintained a Canadian presence in these isolated territories.
