Washington, D.C. – U.S. Senator Daniel K. Inouye announced today that Hawaii will receive over $14 million for 10 projects that include national park expansion, environmental and native species protection, and brown tree snake detection. The Hawaii initiatives are part of the Department of Interior and Related Agencies Appropriations Bill for Fiscal Year 2006 that became public law earlier this week. “Given the many competing demands for federal resources in this tight budget year when our nation is at war, I am pleased that important Interior-related programs in Hawaii were funded,” Senator Inouye said. “As a result, we will be able to expand the Haleakala National Park, which is both a State and national treasure, and preserve the Big Island’s Wao Kele o Puna, one of the last large intact lowland Native Hawaiian forests in the State of Hawaii that is home to more than 200 endemic and native species. Under the new funding law, we are also able to continue the vital work of preventing the brown tree snake from entering Hawaii.” In addition to the $14 million for individual Hawaii initiatives, the bill appropriates $30 million to be divided between Hawaii, Guam, and the Commonwealth of the Northern Mariana Islands for impacts caused from the Compacts of Free Association.

Introduction
Participation of ethnic and racial minorities in the civil rights movement of the 1950's and 1960's has heightened public interest in their unique histories and drawn attention to their contributions to the United States. The National ArchivesPacific Region, a repository for the historically valuable noncurrent records of the Federal Government, is a major source for research in ethnic studies. One of the National Archives and Records Administration's 13 regional archives, it maintains historical records of Federal agencies in northern California, Hawaii, Nevada, American Samoa, and the Pacific Trust Territories. The records contain valuable historical information relating to Native Americans, and Americans of African, Chinese, Hispanic, Japanese, Samoan, and other ancestry. Especially notable are records of the Federal district and appellate courts, U.S. Army, U.S. Attorneys and Marshals, Community Services Administration, Fair Employment Practices Committee (World War II), Farmers Home Administration, Government of American Samoa, Immigration and Naturalization Service, Bureau of Indian Affairs, U.S. Navy, and microfilmed records of the Bureau of the Census.

The Marianas Islands Responds to Nonpoint Sources in the Lau Lau Bay Watershed
The Commonwealth of the Northern Marianas Islands (CNMI) is a commonwealth of the United States, consisting of 16 small islands in the western Pacific. The islands are tropical and have a growing population for which tourism and the garment industry are major businesses. Saipan, the largest of the 16 islands, is the business, government, and population center. Nonpoint source pollution is a serious problem in the CNMI. The rainfall pattern (intense storms and only two seasons [wet and dry]), geology, and downstream resources (coral reefs) make nonpoint source both difficult and important to prevent and control.
Focusing on a watershed approach
The Lau Lau Bay watershed is located on the southeastern side of the island of Saipan. The watershed is characterized by steep slopes, volcanic soils, and intermittent streams. Runoff from the watershed drains into a fringing coral reef, the site where most of the tourists and many residents scuba dive and where many local families fish and picnic on the weekends. The watershed is relatively undeveloped; an unpaved coral road traverses most of the area and only a few small farms and residences appear in the watershed. However, much of the watershed will soon be developed to accommodate a golf course and megaresort.

February 2003 By David S. North Download the .pdf version Recent developments have focused attention on U.S. immigration policies as they relate to America’s outlying island jurisdictions. A federal district court ruling in the U.S. Virgin Islands, a controversy in American Samoa about the exclusion of Arabs, and the proliferation of sweatshops staffed by foreign workers in Saipan mean that these islands, usually of little interest to Mainland policy makers, cannot be ignored in the broader effort to overhaul our immigration policies and procedures.
As background, the United States relates – in quite different ways – to immigration from and through eight island jurisdictions. While all the islands are, to differing degrees, Third World jurisdictions, they can be grouped as follows regarding their impact on immigration to the Mainland:
• First there is Puerto Rico, the largest, the most populous and – given its relatively low income structure – the least likely to attract much international immigration. There is, however, much migration of Puerto Rican-born citizens to the mainland.
• Then there is Guam in the Pacific and the U.S. Virgin Islands in the Caribbean. In these places, as in Puerto Rico, all locally-born persons are U.S. citizens and the U.S. immigration law applies, just as it does in Kansas.

Volcanic hazards assessment and monitoring continue at Anatahan, Northern Marianas Islands
On May 10, 2003, Anatahan Volcano in the Northern Marianas Islands awoke for the first time in reported history and sent eruption cloud to heights reaching 10 km (approximately 6 miles). The unrest heralded by this event described in Volcano Watch reports of May 15 and June 26 continues. For over 20 years, the U. S. Geological Survey (USGS) has assisted the Emergency Management Office (EMO) of the Commonwealth of the Northern Marianas Islands (CNMI) in establishing volcano monitoring networks and assessing volcanic hazards. This weekend, volcanologists from USGS offices across the western United States will gather with their CNMI counterparts on Saipan to assess the impact of the activity thus far, to evaluate the types of activity that may occur if the unrest continues, and to study the potential impacts and hazards that such activity would pose. Current monitoring, telecommunications, and computer technology have allowed the responsibilities of continuous monitoring of Anatahan to be truly shared among USGS scientists and their CNMI EMO counterparts. Seismographic monitoring equipment was installed in 1990 to offer basic warning capabilities, such as the ability to observe earthquake swarms or volcanic tremor exceeding quiet background monitoring levels. Although far fewer in number, the field equipment is virtually identical to those operated in our U. S. volcano monitoring networks.
