Center of Pacific Studies The Center For Pacific Studies was created within San Diego State University's Interwork Institute to respond with unique and innovative solutions to diversity related issues in the Pacific Rim. The Center for Pacific Studies has evolved out of the work initiated through the Rehabilitation Research and Training Center of the Pacific (RRTCP) and other education and training projects in the Pacific region. Ecologically, it has much more in common with other Pacific Island nation states than it does with the North American continent. In this issue, Environment Hawai`i looks at some of the environmental problems encountered elsewhere in parts of the Pacific basin under the U.S. flag. Navy Blasts Reef In Mariana Islands Two years ago, the U.S. Navy blasted the famous Coral Gardens of Rota an action that, according to a study done for the government of the Commonwealth of Northern Marianas, has resulted in $82 million worth of damage to the reef. The Navy's action has been the subject of several studies, but little publicity outside of the CNMI. One of the most exhaustive studies was prepared by David Worthington, a biologist now with the U.S. Fish and Wildlife Service in Honolulu, and Mark Michael, operator of Dive Rota. In their study, submitted in September 1996 to the CNMI's Emergency Management Office, Worthington and Michael call into question the need for the action as well as the process of decision-making that led up to it. Rota, an island about halfway between Tinian and Guam, was occupied by Japanese forces during World War II. Since then, unexploded ordnance has been known to exist in the waters off Rota and other islands in the Mariana archipelago. As Worthington and Michael write, "the presence of ordnance at this site [the Coral Gardens] was not a secret to anyone," with articles and pamphlets having publicized this. Yet, apparently acting on the complaint of a Japanese tourist who raised concerns after seeing what appeared to be UXO near the wreck of a Japanese submarine chaser in the Coral Gardens area, of the southeastern coast of Sasanhaya Bay, the CNMI Emergency Management Office asked the Explosive Ordnance Detachment of the U.S. Navy for its recommendations.

A Report on the STATE OF THE ISLANDS Chapter 3: COMMONWEALTH OF THE NORTHERN MARIANA ISLANDS 3.1 The Commonwealth of the Northern Mariana Islands The Commonwealth of the Northern Mariana Islands (CNMI) is a self-governing Commonwealth of the United States. The people of the CNMI chose to join the United States in a 1975 act of self-determination and were granted U.S. citizenship in 1986. Pursuant to a locally-adopted constitution, they elect a Governor, bi-cameral legislature, and Washington Representative. The islands' status is based on the "Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States". The agreement was negotiated by representatives of the United States and the Northern Mariana Islands and signed on February 15, 1975. The Covenant was subsequently signed by the President on March 15, 1976, and approved by the Congress of the United States by joint resolution on March 24, 1976 (Public Law 94-241; 90 Stat. 263). The first constitutional government of the CNMI took office in January 1978. The Covenant was fully implemented on November 3, 1986, pursuant to Presidential Proclamation No. 5564, which terminated the Trust Territory of the Pacific Islands as it applied to the CNMI. Previous to its Commonwealth status, the CNMI was a member of the Trust Territory, which was created in 1947 by the United Nations. The United States was designated the administering authority of the Trust Territory under the terms of a trusteeship agreement.

Interior Requests Island Views on Habitual Residence Regulations PALIKIR, Pohnpei (FSM Information Service): January 23, 1997 - Mr. Allen Stayman, Director of the Office of Insular Affairs at the U.S. Department of the Interior, today requested the views of island Governors and Presidents of the freely associated states (FAS) on regulations relating to habitual residence of FAS citizens in United States territories. "I am hopeful that any regulations will acknowledge the contributions that FAS citizens make to the economies of Guam and Northern Marianas, and that they are tailored to continuing employment," Stayman said. On several occasions, Marshall Islands Ambassador Banny de Brum and FSM Ambassador Jesse Marehalau have requested and met with Director Stayman to press the concerns of their citizens for jobs in Guam and the CNMI. "I want to thank the ambassadors for their commitment, interest, and concern for the habitual residence issue, and their cooperation and support for the survey of FAS migrants to Guam, the CNMI and Hawaii," Stayman said. The compacts of free association between the United States and the FAS (Federated States of Micronesia, Palau and the Marshalls) allow FAS citizens to enter the United States and its territories for work, residence, and education. This compact right of residence, however, may be limited when it comes to the United States insular areas, including Guam and the Commonwealth of the Northern Mariana Islands (CNMI).
