Active volcanoes / Aktive vulkaner: Anatahan, Marianas, Pacific Ocean The elongated, 9-km-long island of Anatahan consists of two coalescing volcanoes with a 2.5 x 5 km, E-W-trending summit depression formed by overlapping summit craters. The floor of the steep-walled crater of the younger eastern cone is only 68 m above sea level. The spareness of vegetation on the most recent lava flows on Anatahan indicate that they are of Holocene age (Meijer and Reagan 1981). Once, 266 people lived on three now-uninhabited Northern Mariana Islands Anatahan, Alamagan and Agrihan. Each island is marked by the crater of a volcano. People from those northern islands were evacuated to Saipan in April 1990 because of earthquake activity on Anatahan. Tuesday, May 31st, 2005 Ash plume is seen rising from Anatahan volcano in this photo taken from an aircraft at about 2:30pm Sunday. Anatahan Island could be discerned beneath the ash cloud.

HISTORICAL BACKGROUND The Adult Basic Education Program of the CNMI under the administration of the Northern Marianas College was embodied in the Adult Education Act of 1975 under the former Trust Territory of the Pacific Islands Administration. Initially, political education was the necessary thrust of the program. Later on, the ABE Program offered courses in sewing, typing, and the Japanese language. The advent of political maturity, the improvement of transportation, and the boom of economic development have necessitated the ABE Program to change focus from political education to economic education. With English as the language of economics and technology, ABE has included English as a Second Language and has integrated literacy courses in its growing curriculum. The ABE Program has deemed that if the NMI was to properly belong to the U.S. family, it had to move ahead with western education and should endeavor to move aggressively in that right direction. The Program magnified instructional efforts in the areas of Reading, Writing, Social Studies, Science, and Mathematics to assist the adult students to pass the General Education Development (GED) tests. With the hope that a GED diploma would open opportunities to better jobs and subsequently better economic status, the ABE Program has offered Pre-GED and GED courses.

Section 902 of the Covenant provides for regular, good-faith consultations between Special Representatives appointed by the President of the United States and by the Governor of the Northern Mariana Islands on all matters affecting the relationship between the two governments. The Special Representatives of the Governor offered the position paper below in late 1986, shortly after President Reagan announced termination of the United Nations trusteeship under which the Northern Marianas had been administered by the United States. The position paper urged adoption of language affirming the right of local self-government of the Northern Marianas. The language was intended to be included in a joint report by the Special Representatives to the President and the Governor. No agreement was ever reached on language for a joint report on the subject and no report was prepared.
