This rule also is not subject to Executive Order 13045 ( 62 FR 19885 , April 23, 1997), because it is not economically significant. This rule does not involve technical standards; thus the requirements of section 12(d) of the National Technology Transfer and Advancement Act of 1995 (15 U.S.C. 272 note) do not apply. The rule also does not involve special consideration of environmental justice related issues as required by Executive Order 12898 (59 FR 7629, February 16, 1994). See also Australia Melanesia Polynesia , and Southeast Asia The twentieth century represents a tumultuous period of cultural, political, and artistic upheaval for the peoples of Micronesia. In 1900, Germany controls the vast majority of the region, including the Marshall, Caroline, and Northern Mariana Islands as well as Belau and Nauru. Britain holds a protectorate over Kiribati, which later becomes a formal colony, while the United States has political authority over Guam. The presence of larger numbers of Westerners and the continuing activities of Christian missionaries have an increasingly profound impact on many Micronesian cultural and artistic traditions Of all the cultural regions of the Pacific, Micronesia is the most severely impacted by World War II. Between 1941 and 1945, Allied and Japanese forces fight many of the major battles of the Pacific campaign on Micronesian islands. These include Tarawa in Kiribati, Chuuk (then known as Truk) in the Caroline Islands, Peleliu in Belau, and Saipan in the Mariana Islands. In 1945, the aircraft Enola Gay takes off from Tinian in the Marianas to drop the atomic bomb on Hiroshima. After the Allied victory, control of Japan's Micronesian possessions is transferred to the United States, which administers them as a Trust Territory. In 1946, the U.S. begins the first in a series of nuclear weapons tests in the Marshall Islands when it detonates an atomic bomb on Bikini Atoll. The testing program ends in 1958.

Why didn't you weigh anchor?
and softly sail away.
No one knows for sure what would have happened if, indeed, Commodore George Dewey had indeed sailed away, but it is safe to say that he would have been court martialed and thrown out of the Navy for disobeying his orders which were to remain and begin the siege of Manila and the ultimate conquest of the Philippines. This took place in May, 1898 and less than a month later, June 21, 1898 to be exact, four American war ships sailed into Guam, informed the stunned inhabitants there that the U.S. and Spain were at war, lowered the Spanish flag, raised the Stars and Stripes, took Governor Juan Marina (and others) prisoner of war and sailed softly away. Guam and its brothers and sisters in Rota, Tinian and Saipan were thus politically separated from each other to travel, so to speak, different political paths together and, as they say, the rest is history.
Dewey's salvos in Manila brought to an end Spain's 230-year reign in the Pacific. While her political and economic sway over the islands was gone forever, she left behind a cultural legacy that still remains very much alive today in the cultures of the Chamorro and Carolinian people. This past November 5th and 6th, the NMI Council for the Humanities in association with the Northern Mariana Islands Museum of History and Culture presented a symposium which brought the public together with a wide range of scholarshistorians, linguists, architects, ethnologists, clergymento take a cultural journey from the time before contact with the Europeans to the day Dewey dropped anchor in Manila bay. The symposium concentrated on the history of those aspects of Spanish culture that are still evident today in the Mariana Islands.

Stretching along the world's deepest ocean waters is the Commonwealth of the Northern Mariana Islands (CNMI), a chain of 14 dazzling and diverse islands adjacent to the "Marianas Trench," which plummets 34,000 feet under the sea. Ancient volcanic eruptions coupled with raised coral reefs created island landscapes of rugged cliffs surrounded by peaceful blue lagoons. White sand beaches abound here, as do inland jungles teeming with flora and fauna.
Located in the Western Pacific Ocean about 30 minutes by air from Guam and three hours from Japan, the CNMI is known for the gracious hospitality of its people, abundant natural beauty and extensive recreational offerings. The islands also have a rich and colorful history, beginning with Ancient Chamorros who, along with the Carolinians, are the islands' native people.
The first European contact came in 1521 with the landing of explorer Ferdinand Magellan, which began an era of Spanish rule through 1899, when Germany purchased the island nation. The pressures of World War I prompted Germany to pull out of the region in 1914, and Japan rule followed until the bombing of Pearl Harbor ignited World War II. Saipan and neighboring islands became staging grounds for some of war's hardest fought battles. A U.S. Trust Territory for nearly 30 years, CNMI became a commonwealth of the U.S. in 1976, and U.S. citizenship followed for island natives in 1986.

Most missions still operating were established by 1870. The first Samoan priest was ordained in 1892. A diocese was established in 1966 and elevated to a metropolitan see in 1982. 16% of the population is Catholic. Solomon Islands – Independent island group: capital, Honiara, on Guadalcanal. Christianity was introduced by Marists in 1846, on the Southern Solomons. It was rebuffed with violence from the natives. A more successful attempt was made in 1898. An apostolic vicariate was organized in 1912, likewise for the the Western Solomons in 1959. Mission installations sustained heavy damage during WWII. Catholics are 19% of the population.

For the past week, a billowing column of dark volcanic ash has been erupting from Anatahan Volcano in the Northern Mariana Islands, burying parts of the volcano with more than 45 cm (18 inches) of ash and sending a dilute eruption cloud more than 1000 km (600 miles) to the west. This is the first eruption from the volcano in historical time, but it didn't come as much of a surprise to people familiar with Anatahan, especially to scientists of the Hawaiian Volcano Observatory (HVO) who worked there in 2001 with personnel from the Emergency Management Office (EMO) of the Commonwealth of the Northern Mariana Islands. Anatahan Volcano is a small volcanic island located 320 km (200 miles) north of Guam. The island is about 9 km (5.6 miles) long and 3 km (2 miles) wide. Anatahan is a stratovolcano that consists of the largest known caldera in the Northern Mariana Islands. In 1990, when geologists from HVO, EMO, and the University of Hawai`i examined the rock layers of Anatahan, they discovered abundant evidence of ancient explosive eruptions that sent fast-moving flows of hot ash and rocks across the island. The eruption began suddenly on the evening of May 10. No one was directly threatened by the initial activity-residents had long before evacuated the volcano, but not because of recent warnings from the volcano or officials from EMO. Most residents were evacuated in 1990 after a shallow earthquake swarm hinted at the possibility of volcanic activity; another swarm of earthquakes occurred in 1993. Any remaining residents on the island were likely driven away by destructive typhoons of the past year.

Adriano President The Senate Fourteenth Northern Marianas Commonwealth Legislature Committee on House Resources     February 25, 2004 PART I. History of Delegates in Congress. Presently, Guam, American Samoa, the U.S. Virgin Islands, and the District of Columbia are each represented in the U.S. House of Representatives by a non-voting delegate as authorized by federal statute. The delegates are elected by the voters in their territories to serve a two-year term, as are other House members. Puerto Rico is represented in the U.S. House of Representatives by a resident commissioner as authorized by House Rules. The resident commissioner is elected by voters in Puerto Rico to a four-year term. The Commonwealth of Puerto Rico, Guam, Virgin Islands and American Samoa have enjoyed the privilege of representation in the Congress for the last 20 to 30 some years. With the exception of voting on the floor and other minor exceptions as provided in the House Rules, the delegates and the resident commissioner maintain the same rights and privileges as the other House members. History will show that, but for the presence and effective representation by the territorial delegates, Congress might not have addressed as expediently or thoroughly territorial issues of grave significance and impact.
