China’s New Thinking on North Korea Policy?
By Yoichi Funabashi Beijing has reiterated its desires: a nuclear–free Korean peninsula and safeguarding peace and stability there. Given China's major role as host of the talks, what are its interests and policy considerations for now and in the near future? This paper will first describe the current situation in Northeast Asia and consider the factors which divide or unite the parties involved. It will then discuss the possible outcomes of the current stalemate, and end with a discussion of Chinese domestic elements that determine their policy toward North Korea.
Divergent forces among parties As the negotiating resumes and North Korea continues its nuclear weapons programs, centrifugal forces among the six countries will drive them further away from each other. The United States and Japan will reinforce their relatively hard-line stance while China and South Korea will continue to be the soft-liners. Meanwhile, Russia will remain the opportunist. The soft-hard divide works in tandem with nationalism, particularly in China, South Korea and Japan, as a negative driving force among them. The resulting tension between hard-line and soft-line states will undercut the six-party effort to denuclearize North Korea. Against the backdrop of Japan's deteriorating relationship with China and South Korea, such tension could pull the six parties further apart, thereby beginning a vicious cycle, complicating Japan's relations with its neighbors.

The North Koreans stayed away from the Six-Party Talks this quarter, citing “mixed” and “confusing” signals from Washington. Deputy Secretary of State Robert Zoellick reassured ASEAN about Washington's continued commitment to the region, a message somewhat undercut when it was revealed that Secretary of State Condoleezza Rice would likely not attend the ASEAN Regional Forum ministerial meeting in late July. Secretary of Defense Donald Rumsfeld also sent mixed signals to China at the Shangri-La Dialogue in early June, welcoming an emerging China “committed to peaceful solutions” as “an important new reality” while raising questions about the extent of its military build-up. Mixed signals also came from ASEAN as to whether Burma/Myanmar would forego its chairmanship of ASEAN in mid-2006, amid mixed predictions as to the impact of Rice's absence on this decision.

Korea Before the Twentieth Century
Settled, literate societies on the Korean peninsula appear in Chinese records as early as the fourth century BCE. Gradually, competing groups and kingdoms on the peninsula merged into a common national identity. After a period of conflict among the “Three Kingdoms”—Koguryo in the north, Paekche in the southwest, and Silla in the southeast—Silla defeated its rivals and unified most of the Korean peninsula in 668 CE. Korea reached close to its present boundaries during the Koryo Dynasty (918-1392), from which its Western name “Korea” is derived. The succeeding Choson Dynasty (1392-1910) further consolidated Korea’s national boundaries and distinctive cultural practices. Traditional Korea borrowed much of its high culture from China, including the use of Chinese characters in the written language and the adoption of Neo-Confucianism as the philosophy of the ruling elite. Buddhism, originally from India, also came to Korea from China, and from Korea spread to Japan. For many centuries Korea was a member of the Chinese “tribute system,” giving regular gifts to the Chinese court and acknowledging the titular superiority of the Chinese emperor over the Korean king. But while symbolically dependent on China for military protection and political legitimization, in practice Korea was quite independent in its internal behavior.
