At the same time, it's a mistake to think that the regime stays in power simply by repression. [Kim Il Sung] was a skilled political leader who had real loyalty among all of his followers." - Selig Harrison, author of Korean Endgame from NORTH KOREA: BEYOND THE DMZ "When I was growing up, we learned that North Koreans were communists and evil - and we heard that even had horns, like devils.... Northeast Asia's intra-mural mural wars
By David Scofield
SEOUL - The nuclear dispute isn't the only defining issue involving China, North Korea and South Korea. Culture wars, too, are being waged diplomatically as well as passionately over little-known but breathtakingly lovely tomb murals in Northeast Asia and what these paintings say about more than a thousand years of human development, art and religion.
Except for historians of 6th-century East Asian culture, few people know of the controversial Goguryeo tomb murals tucked away in China's remote northeast, but North Korea also claims the art and tombs depicting life, death and an afterlife. And, problematically for both Beijing and Pyongyang, they are found on both sides of the China-North Korea border, with implications for the history of the Manchurian region.
South Korea, with the financial resources and academic and political muscle to argue its Korean Peninsula patrimony, has been muted in arguing the case of the Goguryeo murals, its close economic ties with China being a primary reason for its reticence. North Korea, too, diminished in resources but desperately depending on China, has been all but unheard on the issue. China, meanwhile, has mounted a powerful campaign, the Northeast Asian Project, launched in February 2002.

The study of North Korean approaches to negotiation with the United States and South Korea provides an excellent vehicle by which to test a wide range of issues in the theory and practice of negotiation: the way weaker states can seemingly enhance their negotiating power against stronger states; the dynamics and impact of a crisis atmosphere on negotiations; the toughness dilemma (whether toughness or softness yields a better negotiating strategy under certain circumstances); the influence of cultural factors on negotiation approaches and outcomes; and the difference between North Korean engagement with South Korea, and North Korean engagement with a superpower such as the United States.

Photo (left to right): Prof. Ezra Vogel, Robert Gallucci, Edward Baker, and Prof. Carter Eckert. On May 8 and 9, 1998, the Korea Institute organized what may be the most extensive public education program examining the culture and society of North Korean held in the United States to date. Enabled by the support and co-sponsorship of the Department of Asian Art, Harvard University Art Museums, and of the newly inaugurated Asia Center, the two-day programs included a panel discussion on North Korean negotiating behavior, an exhibition of paintings by North Korean artists, and a full-day conference on the culture and identity of North Korean society. The panel discussion on North Korean negotiating behavior, the conference's kick-off event, drew upon the expertise of two redoubtable "North Korea hands": Robert L. Gallucci, former Special Envoy of the United State, who had played a critical role in averting the North Korean nuclear crisis, and Stephen Linton, a leader of humanitarian aid to North Korea. Comments were added by Alexandre Mansourov, a Post-doctoral Fellow of the Korea Institute who had resided in Pyongyang for many years while attending Kim Il Sung University, and Edward J. Baker, Associate Director of the Harvard-Yenching Institute and the panel's moderator. Conference participants were delighted throughout the weekend by a rare showing of paintings from North Korea, drawn largely from the private collection of Frank Hoffmann, a Ph.D. candidate in the Department of East Asian Languages and Civilizations, and Khin May Zaw. Approximately forty paintings made a special appearance on the walls of the Fairbank Center and Korea Institute in Coolidge Hall, giving viewers a unique glimpse into the cultural dimensions of North Korean life.

Departing Kimland One last day of waking up at 6am on 'vacation'. Only a few more chances to be harried into hurrying by Mr. Baek and Mr. Huk. Only a few more hours until being able to get a real newspaper and watch some international CNN . . . That's what ran through my mind as I hung up the phone from the wake-up call and rested my head back on the lumpy pillow. Only a few more hours and I'd be out of this place. I couldn't imagine the isolation people on extended assignments in Kimland must feel. It had only been four days and to a man we were all dying to get out. I can't remember the last place I'd wanted to leave as much as North Korea. We had our last meal down in Dining Room #2 and boarded the bus for the quick ride back to the airport. For a nice change everyone actually arrived downstairs on time and ready to go. Apparently the Americans in the group weren't the only ones looking forward to getting out. The 30 minute ride back out to the airport was for the most part quiet and uneventful. Just talking to the guides about how unusually busy they were with all the tourists in town for

A Funny Morality
North Korea as metaphor of the times.
Thus Mr. Carter once gushed that the Korean dictators, who had executed thousands of their own citizens, had suddenly on his arrival been transmogrified into "intelligent and well informed" statesmen and thus worthy partners in his own Cartesian dialectics. Since his 1994 visit, he has boasted that he never ordered a single military attack during his term, that he was the first American to go to Pyongyang in 43 years, that he wished to begin his Habitat for Humanity project in the North, and that the United States had no business building a missile-defense system since North Korea had no nuclear capability. Indeed, Kim Il-Sung and his dictatorship were seen more as a symptom of poverty or ignorance. For Western idealists, it is apparently too depressing to accept that evil is a perverse desire to satisfy innate human psychic and material appetites at the expense of others. Thus Mr. Carter in his pride assumed that the gift of two multimillion-dollar light-water nuclear reactors would obviously be appreciated as a logical effort to help an impoverished society generate electricity for its people. Why would any sane state use its fissionable material to build bombs with which to blackmail humane societies abroad, when it could power water pumps for its own starving citizens at home?

North Korea's Power Play
North Korea has been a hot news topic throughout October 2002, and the last week of the month was no exception. Basically, the country recently admitted to developing uranium-enrichment facilities as part of their secret program to build nuclear weapons. Such efforts violate a 1994 agreement - the so-called "Agreed Framework" - that disallows such activities. In their defense, North Korean officials have said that the United States violated the agreement first: the American government has failed to move toward normal ties with the Asian nation, and there have been long delays in the completion of two civilian nuclear power plants that were promised under the pact. Relations between the U.S. and North Korea have been tense at least since the Korean War, shortly after Korea was first split into two parts - North and South - at the end of World War II. Through the years, North Korea has been extremely secretive regarding its military operations and political agendas, and it has also kept itself relatively isolated culturally and socially from the rest of the world. In this week's lesson, you'll learn about how North Korea's leaders have shaped the country we get a glimpse of today. Plus, you'll explore Korea's ancient history and culture.
