Located on a 105 acre campus, three miles south of Bismarck, North Dakota, the school is a state chartered non-profit corporation owned and operated by the five reservations located in whole or in part within North Dakota. These reservations include: Three Affiliated Tribes of Fort Berthold, the Spirit Lake Tribe, the Standing Rock Sioux Tribe, the Sisseton-Wahpeton Sioux Tribe, and the Turtle Mountain Band of Chippewa. Control of the corporation is vested in a Board of Directors comprised of ten members selected as follows: The Tribal Chairperson and one other tribal member selected by the tribal Council of each reservation named above. Thus, each reservation has two members on the Board of Directors with their appointment being indefinite, subject to changes, which may occur due to tribal elections. From its modest beginnings, the UTTC founding fathers sought to develop an institution that serves Indian people who share a common point of view and the desire to seek a grass roots vocational education in a community setting, an opportunity that did not exist. The training program that has taken shape at United Tribes over the years is specifically geared towards this type of student, providing training not only in vocational skills, but also in the various individual and social skills that a student will need to function responsibly in society.

The Challenges Under "No Child Left Behind" Few federal education laws have had as dramatic an impact on North Dakota's educational system as No Child Left Behind. Although the intent of the law is commendable - ensuring highly qualified teachers and measuring students' academic achievement - implementation of NCLB, to date, has posed many serious challenges. Since enactment of NCLB in 2002, school officials, educators and students have been required by the federal government to meet specific requirements. Those teaches that do not meet the requirements risk being classified as "unqualified." Failing institutions must allow students to transfer to other schools and risk being forced to replace their staffs. Despite assurances of support from the Department of Education, many North Dakota educators believe that they have not been provided realistic funding to meet the federal requirements. Senator Conrad shares that view.

Minnkota promotes several on staff Several employees at Minnkota Power Cooperative recently have received promotion within the organization. Dori Anderson was promoted to printer/lithographer in the graphic services department. Originally from Fort Totten, N.D., Anderson attended the North Dakota State College of Science. She has been with Minnkota for 28 years. Corie Bohl was promoted to senior pressman in the graphic service department. A native of Mandan, N.D., Bohl is a graduate of Mandan High School. He has been in the printing industry for more than 10 years and joined Minnkota in 2003. Pam Olson was promoted to Receptionist II in the accounting department.

    The North Dakota School for the Deaf was established in 1890 by the North Dakota Constitution and located in Devils Lake is under the direction, control, and management of the Department of Public Instruction.
    • The school is an educational institution for the education of children with severe to profound hearing loss.     ACQUISITION: The North Dakota Study Group Records were deposited in the Orin G. Libby Manuscript Collection by Vito Perrone via his son, Sean Perrone, Watertown, Massachusetts, on August 3, 2001 (Acc.#2003-2650).     HISTORICAL SKETCH
    The first several NDSG meetings were held annually every February and lasted for two days. Members later decided that Study Group meetings should be lengthened to three days to allow more time for discussion and reflection. Meetings included educators from across the United States. The NDSG was faced with the dilemma of having more people interested in attending the meetings than there were spots available. For this reason, a lottery system was created. Aside from a limited number of "founding members" who were permitted to attend each meeting, the rest of the attendees for a given year were selected by lottery. The North Dakota Study group is still in existence and continues its annual meetings.
    SCOPE AND CONTENT NOTE
    The North Dakota Study Group Records date from 1969-2000, and are divided into four sections:
