HISTORY OF FRAINE BARRACKS
Fraine Barracks, state headquarters of the North Dakota National Guard, occupies the site of a former Indian boarding school and a brewery. The brewery, which was built (in 1883) by Milwaukee beer interests was located in the area adjacent to the front gate of Fraine Barracks. The brewery was operated until 1889 when prohibition of the sale and manufacture of alcoholic beverages was made a part of the state's newly created constitution and North Dakota became a "dry state" upon its admittance to the Union. The abandoned brewery building remained unused except for occasional storage until it was finally demolished in the early 1940's. Some of the materials which were salvaged (from the building) were used in construction of the Edwards House, located at Camp Gilbert C. Grafton, the North Dakota Army National Guard's training camp located near Devils Lake, ND. In 1907, the Bismarck Indian School, one of approximately thirty non-reservation boarding schools located in the nation, was opened despite the protests of Mandan residents who wanted the school to be located in their nearby city. Department of Interior records (from 1907) indicate the buildings and land (approximately 251 acres) were valued at $50,207.92. Annual enrollment at the school ranged from 50 to 125 students. During its final years of operation, enrollment at the school was restricted to female students. Newspaper articles (from the era) indicate the school's "well-manicured and attractive grounds" were a source of pride and enjoyment for Bismarck area residents.

The purpose of the program is to provide financial incentives for schools that need to substantially improve student achievement, particularly Title I Schools, to implement comprehensive school reform programs that are based on reliable research and effective practices, and include an emphasis on basic academics and parental involvement. These programs are intended to stimulate schoolwide reform change covering virtually all aspects of school operations, rather than a piecemeal, fragmented approach to reform. Thus, to be considered comprehensive, a program must integrate, in a coherent manner, specific components. Schools that are funded are guaranteed to receive at least $50,000, with an average grant between $70,000-$90,000.

Greetings from Carmen, Via the web site, you will have current access to information relative to the services that are provided to persons who are blind or visually impaired. Our mission is to function as a statewide comprehensive resource and to work cooperatively with related agencies in providing a full range of services to all persons who are blind or visually impaired, including those with multiple disabilities. We believe that a person who is blind or visually impaired has the right to receive instruction in all aspects of his/her life in order to learn the skills necessary to reach his/her full potential. In compliance with state and federal mandates, the School for the Blind continues to promote the full continuum of service options for the blind or visually impaired. We believe that the services provided should be all encompassing and based on individual strengths and needs and what is most appropriate at the specific time. You will find an informational paper entitled " Students with Visual Impairments in North Dakota Schools " at the Department of Public Instruction . This paper has been developed by teachers of students who are blind and visually impaired from the local school districts and NDVS/SB and was facilitated by staff of the Department of Public Instruction. The information presented in this document will assist in providing high quality services across the state of North Dakota.

January 20, 2003 North Dakota school boards can use telephone and videoconferencing equipment to form a quorum at board meetings, the state’s attorney general has ruled. In response to a query from a member of the Grand Forks school board, state Attorney General Wayne Stenehjem said in a Jan. 2 letter of opinion that North Dakota’s Century Code does not imply that board members have to be physically present to form a quorum, only that they have to be in a position to be able to transact business. Though the Grand Forks school board said it would resort to such technology measures only out of necessity, the interpretation of the law raises the question of whether school boards nationwide may use technology to automate, aid, and accelerate the politics of school decision-making. School boards pondering such a move should approach with caution. While Stenehjem’s opinion paves the way for boards in North Dakota to enact the use of video and telephone conferencing technologies at meetings, his interpretation does not speak to the legality of such practices from coast to coast, warned National School Boards Association staff attorney Naomi Gittins. Public-meetings laws do not transcend state borders, Gittins said. “It depends on what the state statute says,” she explained. The safest way for a school board to ensure it does not violate the law is to read carefully individual statutes and to seek comment from legal authorities. “Grand Forks certainly did the right thing by going first to the attorney general,” she added.

The Supreme Court of North Dakota The Constitution of the State of North Dakota, adopted in 1889, provided for the organization of the state's Supreme Court with three sitting justices. (N.D. Constitution, Sec. 89). At the first state election in October 1889, Guy C.H. Corliss of Grand Forks, Alfred Wallin of Fargo, and Joseph M. Bartholomew of LaMoure were elected as the first Justices of the Supreme Court of North Dakota. Pursuant to the Constitution, the justices' terms were determined by lot with Justice Corliss receiving a three-year term, Justice Bartholomew a five-year term, and Justice Wallin a seven-year term. The first Justices of the Supreme Court assumed office on the first Monday in November 1889. After the first election, all justices were to assume office on the first Monday in January following their election. The total amount of vouchers issued will depend on the number of class members who claims vouchers, and the maximum value of the vouchers that may be issued to class members will be $9 million. Under the terms of the settlement agreement, Microsoft will provide one-half of the difference between $9 million and the value of vouchers issued to class members to North Dakota's public school districts in the form of vouchers that may be used by the school districts to purchase a broad range of hardware products, Microsoft® and non-Microsoft software, and professional development services. The vouchers will be made available to public school districts in which 50 percent or more of the students are eligible for reduced-fee or free meals under the National School Lunch Program.

History of Legal Services of North Dakota Following over two years of negotiations, Legal Assistance of North Dakota, Inc., LAND, and North Dakota Legal Services of New Town (NDLS) will be consolidating January 1, 2004 to form a statewide civil legal services program. The new program will be called Legal Services of North Dakota. And will serve all fifty three North Dakota counties and the three northern Indian reservations in the state. The Standing Rock Sioux Reservation will continue to be served by Dakota Plains' Fort Yates office. LSND will be headquartered in Bismarck with regional law offices located in Fargo, Minot, Bismarck and New Town. Former NDLS Executive Director Jim Fitzsimmons will serve as the Executive Director of the new program while Richard R. LeMay of Minot will be employed as Director of Litigation. Current LAND Executive Director, Linda Catalano, who chose not to continue as Executive Director, will manage the Fargo law office of LSND. " I am eager to get back into the law office environment and work in Fargo" Catalano said. "I know Jim will do an excellent job. We are fortunate to have someone of his experience, dedication and visibility to lead Legal Services of North Dakota in the new direction." LSND will employee a dozen attorneys. According to Jim Fitzsimmons, "all of our supervising attorneys are UND Law School graduates and all have significant federal Indian Law background."
