I. Background:
North Dakota's sodomy law was repealed effective 1975. However, there are no openly LGBT state officials, nor are there hate crime laws protecting LGBT people. On the other hand, North Dakota does not bar gays and lesbians from adoption or foster parenting. In terms of our feel for the state's reception to our efforts, in North Dakota's case it was favorable. In response to our very first query back in September of 1994, North Dakota sent back enough information to obviate the need for any further inquiries. The tone of the response was professional and very helpful. They even included a full page of contacts should we have further questions. The newly elected governors from Montana, North Dakota, West Virginia and Delaware may be just out of the starting blocks, but they’ve wasted little time in grappling with an increasingly urgent question: How can technology help advance their agendas?
All four governors highlighted technology initiatives in their first state-of-the-state addresses. Montana’s governor even celebrated an Information Technology Day soon after taking office.
"Improvements in technology accounted for a lot of the gains in productivity and in our economy during the past decade," North Dakota Governor John Hoeven said. "Like private industry, we in government need to develop and utilize technology because it will be key to helping us prosper."
The governors are examining the myriad ways technology can enhance service to citizens and promote economic development — from finishing a high-speed, broadband network to helping recruit high-tech employees to offering an array of electronic government services.

RECREATION Over 150 acres of recreational parks provide a good variety of recreation for area residents, including eight softball fields, two baseball fields, a tennis court complex, soccer field complex, and an outdoor swimming pool. An indoor pool is located at the L.E. Berger Elementary School. UND was founded six years before North Dakota even became a state. Grand Forks native George H. Walsh submitted a bill to the Territorial Legislature of Dakota Territory in 1883 that called for a university in Grand Forks. The university was viewed by many as the premier state institution to be given to a community; even more so than the state capitol. The first building at UND was Old Main. It housed all classrooms, offices, dorm rooms, and a library. In the
