    Summary of the program
    The Improving Literacy Through School Libraries program is designed to improve student literacy skills and academic achievement by providing schools with up-to-date library materials and to ensure that school library media centers are staffed by well-trained and professionally certified school media specialists. The program is administered by the Department of Education and is the first program specifically aimed at upgrading school libraries since the original school library resources program was established in 1965. Numerous studies* show there is a clear link between the quality of library media programs in schools staffed by an experienced school library media specialist and student academic achievement. School library media centers can contribute to improved student achievement by providing up-to-date instructional materials aligned to the curriculum and instructional practices, collaborating with and supporting teachers, administrators, and parents, and extending their hours of operation beyond the school day.

Hoeven Names Dwelle State Health Officer, Smith Deputy Health Officer
BISMARCK, N.D. - Governor John Hoeven today appointed Dr. Terry Dwelle, an infectious disease and public health specialist, to lead the North Dakota Department of Health as the new state health officer. Arvy Smith has been named deputy state health officer. "Dr. Dwelle brings to this position an extensive knowledge of the public health needs across North Dakota,” Hoeven said. "In light of our current public health challenges, he is uniquely qualified to provide the leadership needed at the Department of Health. I am very pleased that he has agreed to lead the department.” Dwelle has an excellent working relationship with the medical and public health communities in North Dakota, and a clear and positive vision for the desired direction of public health in the state, according to Hoeven. Prior to joining the Department of Health, Dwelle worked with the North Dakota School of Medicine, the Centers for Disease Control and Prevention and the Indian Health Services. He practiced pediatrics and pediatric infectious disease in Bismarck from 1980 to 1993 and has been a rural health representative for the American Academy of Pediatrics since 1985. Dwelle has also headed development of the Community Health Evangelism Program in East Africa. (See attached curriculum vitae.)
