  • Created an Economic Development Cabinet to advise the Director of Commerce and promote development activity. Created a number of new and additional tax credits to help build the economy:
  • A thirty-percent investment tax credit that will encourage investment in primary sector businesses within North Dakota. Investment tax credits for value added agriculture. ( see Agriculture Investment tax credits for wind energy. ( see Energy Increased tax credit for renaissance zones by $2.5 million. Created sales tax exemptions on high-tech equipment. Expanded the Beginning Entrepreneur Loan Fund from $500,000 to $4 million and increased individual loan amounts to $100,000. Increased public venture capital by adding $2.35 million to the North Dakota Development Fund (NDDF). The NDDF now has $21.1 million in total assets, which can be revolved and utilized for public investment. Increased funding for the Work Force 2000 training program to $2,100,000, an increase of $850,000 over the last biennium.

    ARTICLE 67.1-01 GENERAL ADMINISTRATION Chapter 67.1-01-01 Organization of Board Section 67. 1-01-01-01 Organization of the Education Standards and Practices Board History. The education standards and practices board was established by legislation in 1993. The board came into existence effective January I, 1995, and assumed its duties on July 1, 1995. The board has its origins in the teacher professional practices commission Which served in an advisory capacity to the superintendent of public instruction for teacher certification, teacher preparation program approval, and professional development. Meetings. The education standards and practices shall hold a minimum of four meetings annually. The year, for purposes of the board, begins July first and ends the last day of June during the ensuing calendar year. The meetings shall be scheduled by the membership at large, or at the call of the chairperson, or may be held upon the request in writing by a majority of the board members. The meetings may be held only after ten days prior to notice. A majority of the members constitutes a quorum that will have the authority to act upon any items of business properly placed before the board. Members should notify the secretary if unable to attend. Officers. The officers are a chairperson, vice chairperson, and secretary, who will be the board executive director. The officers will be elected for one-year terms at the reorganization meeting, which will be the first meeting called following July first of each year.

    History of Legal Services of North Dakota Following over two years of negotiations, Legal Assistance of North Dakota, Inc., LAND, and North Dakota Legal Services of New Town (NDLS) will be consolidating January 1, 2004 to form a statewide civil legal services program. The new program will be called Legal Services of North Dakota. And will serve all fifty three North Dakota counties and the three northern Indian reservations in the state. The Standing Rock Sioux Reservation will continue to be served by Dakota Plains' Fort Yates office. LSND will be headquartered in Bismarck with regional law offices located in Fargo, Minot, Bismarck and New Town. Former NDLS Executive Director Jim Fitzsimmons will serve as the Executive Director of the new program while Richard R. LeMay of Minot will be employed as Director of Litigation. Current LAND Executive Director, Linda Catalano, who chose not to continue as Executive Director, will manage the Fargo law office of LSND. " I am eager to get back into the law office environment and work in Fargo" Catalano said. "I know Jim will do an excellent job. We are fortunate to have someone of his experience, dedication and visibility to lead Legal Services of North Dakota in the new direction." LSND will employee a dozen attorneys. According to Jim Fitzsimmons, "all of our supervising attorneys are UND Law School graduates and all have significant federal Indian Law background."

    North Dakota has, since 1989, had standards for the preparation of teachers. In 1997 we began revising each of these sets of specialty area standards to include performance assessment indicators and have nearly completed that process.

    We have standards for early childhood education, elementary education, middle level education, special education (with standards for each specialty (i.e. MR, ED, SLD, GT), each content area taught in public high schools, as well as advanced degrees for teachers, reading specialists, school counselors, principals, superintendents. The standards include both inputs and performance expectations and are patterned after the CCSSO INTASC Principles. They include expectations for specialty area content, pedagogical content and skills, and interaction with students and the educational community.       General CLE credit is not granted for committee work, but individuals may claim self-study credit. Policy 1.4: Bar Review Courses.

    Aviation Economics This course would take an overall look at the structure of air transportation, including airlines, general aviation, and airports; entry and exit factors for airlines and Fixed Base Operations (FBO) costs of airline service; costs of FBO operations; the demand for airline and general aviation services; airline and FBO rate structures and ratemaking factors; airport cost structures and ratemaking procedures; capacity management; market segmentation; demand forecasting; regulatory impact on commercial and general aviation; profits, cash flow and marketing; and revenue management. The unique economic factors of airlines and international commercial aviation, monetary exchanges and aviation credit facilities will also be discussed.
