Access to Dental Care in North Dakota 2004 Brent L Holman DDS North Dakota Dental Association North Dakota, like the rest of the country, is experiencing increasing difficulty meeting the need for dental care for its least fortunate citizens: indigent kids, developmentally disabled patients, and the elderly. The statistics can be sobering:
  • Nationally, for indigent children, access to dental care has been termed the “Silent Epidemic” (US Dept of Health and Human Services. Oral Health in America: A Report of the Surgeon General , 2000). Studies estimate that five million children suffer from dental disease to the point where their daily activities are affected. They have trouble sleeping, eating and learning. Dental disease is the most common disease of childhood. A 2002 Child and Family Service Review by the US Department of Health and Human Services listed dental care as a “frequent unmet need for foster children in North Dakota”. Only 20% of the elderly population nationally has any kind of dental insurance and Medicare provides no dental benefits (CDC, Surveillance for Use of Preventive Health Care Services by Older Adults, 1995-1997. Morbidity and Mortality Weekly Report , Dec, 1999). North Dakota received a grade of “F” for the level of “Older Adult Private Dental Coverage” in a grading report of states by Oral Health America in 2003.

Celebrating 25 th Anniversary of Massachusetts Special Education
Suzanne Gervais Peyton It has been 25 years since the Massachusetts Special Education Law, commonly known as Chapter 766 (M.G.L.c.71B) was implemented. This landmark legislation impacted our public school system in the 1974-75 school year. This served as the leading model for the federal law enacted several years later, and Massachusetts paved the way in treating children who have disabilities with dignity, bringing them out in the light, out of institutions, and providing them access to education. The road has not been easy and there is more work to be done as we blaze new trails into the 21 st Century.

The order of the court awarding parental rights and responsibilities must include the following: (4) A statement that each parent must have access to records and information pertaining to a minor child, including, but not limited to, medical, dental and school records and other information on school activities, whether or not the child resides with the parent, unless that access is found not to be in the best interest of the child or that access is found to be sought for the purpose of causing detriment to the other parent. If that access is not ordered, the court shall state in the order its reasons for denying that access;
