Introduction
This is one of a series of Letters to the Field dealing with different aspects of delivery of mental health services to persons in sparsely-populated frontier areas-a historically-underserved group living in a special and unique part of the United States. This letter deals with the organization and delivery of services to children and adolescents with serious mental illness (SMI). It is based on published and unpublished literature, and interviews with planners and providers. A companion Letter will complete the picture by presenting the highlights of two study groups-one for providers, and the other for parents held in a frontier area. These Letter s are intended for a wide audience of lay persons, planners, and practitioners and are written in a non-technical way, with a minimum of references. An extended, fully-documented version, covering a number of at-risk groups, in addition to children and adolescents, is available from the Frontier Mental Health Services Resource Network. 75-03-10-03. Definitions.
As used in this chapter: 1. "Attendance" means the total number of children present at any one time at the facility. 2. "Caregiver" means any individual whose prime responsibility is the provision of direct care, supervision, and guidance to children in a child care center under the guidance and supervision of the child care center operator. 3. "Child care center" means an early childhood facility where early childhood services are provided to nineteen or more children. 4. "Child care center director" means any individual responsible for overseeing and planning the day-to-day child care center activities. 5. "Child care center operator" means the individual who has the legal responsibility and the administrative authority for the operation of a child care center. The child care center operator is the applicant for license or the licensee under this chapter. 6. "Child care center supervisors" means any individual with the responsibility for organizing and supervising daily program activities.

The Southeastern North Dakota Community Action Agency, in conjunction with the Southeastern Human Services Center, the city of Fargo and the local housing authority, is rehabilitating a downtown Fargo commercial building for 23 units of SRO (single-room occupancy) housing for mentally disabled people. Built in 1913, it structure is considered to be of historic value, and the Community Action Agency worked with the state's Historical Society to preserve its special architectural features.

THURSDAY, July 28 (HealthDay News) States are short-sighted when it comes to protecting their children's eyesight. Only one Kentucky requires all children to receive an eye exam by an eye doctor before starting elementary school. And most other states fall far short of what's needed, according to a new report from the Vision Council of America called Making the Grade
The report follows a recent U.S. Centers for Disease Control and Prevention review that found that nearly two of three children receive no preventive vision care before entering elementary school. Course Descriptions Overview The Education Specialist in School Psychology prepares students for certification as a School Psychologist by the State of North Dakota. Graduate students participate in a rigorous three year program. The program emphasizes hands-on experiences culminating in a one year, 1200 hour internship. The program provides students with the theoretical and practical skills to be an effective school psychologist. The curriculum stresses assessment skills, intervention techniques, and consultative strategies through numerous practicum opportunities. The program trains practitioners who are culturally competent service providers. The School Psychology graduate program is approved by the National Association of School Psychologists (NASP).

Special Education Program:
The special education curriculum is designed to meet the credential requirements of North Dakota for teachers of students who are mentally retarded. The program also provides a background for further study in other areas of special education such as learning disabilities, emotional disturbance and multiple disabilities. Students majoring in special education must also major in elementary education, early childhood education, or complete a major in a teachable secondary education academic area (secondary/special education double majors must take EDU 307 and EDU 316). Senior special education majors who have completed 114 credit hours and have a 3.00 grade point average may apply to take eight credits at the graduate level. Applicants must be admitted to Graduate Studies prior to enrollment. Major in Special Education:
PED 313; PSY 406; EDU 332, 383, 387, 388, 389, 392, 409 or 656, 410, 412 or 595, 414 or 615, 426; and two semester hours of special education electives. (For course descriptions of EDU 595, 615 and 656, see the Graduate Bulletin.)
