For more than eighteen years, the POCKET GUIDE TO FEDERAL HELP FOR INDIVIDUALS WITH DISABILITIES has been one of the most widely distributed publications produced by the U.S. Department of Education and its predecessor, the Office of Education in the Department of Health, Education, and Welfare. Since its inception in 1980, the Department of Education has committed itself to ensuring that all individuals with disabilities achieve their full potential as productive, fully-contributing members of our society. The publication of this booklet is part of this continuing effort. Written for people with disabilities, their families, and service providers, this publication contains information on government-wide benefits and services for which individuals with disabilities may be eligible. As we publish this new edition, it is our sincere hope that it will reach the wide and varied audience for which it is intended, and that it will increase awareness and provide useful information.

The Program Coordinator: Dave Dumas Dave Dumas, Program Coordinator Facing ongoing challenges with at-risk students, those who have difficulty communicating in English, and those who don’t have basic math skills, Mr. Dumas created an environment of collaboration between students and teacher - especially those that are bilingual, and where self-esteem is built through peer education and working together in groups. As a result, all students eventually enjoy some measure of success. Recent graduates have found gainful employment as a direct result of this program, despite the area’s high unemployment rate. Graduates may not always continue in the building trades field, but they all feel that the skills acquired through the program have helped with productivity, creativity and success in their lives.

What regulations determine the class size of special education classrooms? What is the ratio of special education students to teachers? The teacher-pupil ratio in special education is determined by each state. Some states have statewide policies on class size; some states have no policy; and a few states let the local education agency (LEA) determine class size. Staffing ratios are usually based on the disability category and educational placement of the student, with classes for children with severe disabilities usually having fewer students. Some states are reexamining their policies to better support students in inclusive settings. As they revise their policies on the teacher-student ratio, they are looking at the intensity of services needed and the amount of time required for the specially designed instruction. Needs Assessment for Adult Literacy
Section 224 (b)(1) of the Adult Education and Family Literacy Act requires: "An objective assessment of the needs of individuals in the State or outlying area for adult education and literacy activities, including individuals most in need or hardest to serve." This chapter provides a broad overview of key population groups that will require services from the North Dakota Adult Education and Literacy system and the capacity of adult education programs to provide these services at the local level.

Tom returned home from the conference with a new goal in mind. He met with FREA leaders to discuss his dream to mobilize FREA members around a commitment to Florida youth. The State of Florida had adopted a literacy program and the association decided that it was a perfect match. Spearheaded by FREA membership core leaders, the association launched their program by distributing With Our Youth! materials and information throughout the state. Local associations set goals. Federal Disabilities Legislation
Individuals with Disabilities Education Act (IDEA) is a federal education program to provide federal financial assistance to State and local education agencies to guarantee special education and related services to eligible children with disabilities, aged birth through 5. Under the legislation, states have the responsibility to provide a free, appropriate public education and must develop an Individualized Education Program for each child served. Parts of this law were formerly known as the Education for all Handicapped Children Act of 1975, as PL 94-142 and as the Education of the Handicapped Act (EHA) of 1986. Part B of the Individuals with Disabilities Education Act is the state and local grant program.

Fraser email link Fraser's History and Founder Fraser's History Louise Whitbeck Fraser Fraser's long history of innovation dates back to 1935, when Louise Whitbeck Fraser developed the first-of-its-kind school for children with disabilities. Today, Fraser is a national leader, renowned for quality programs, services and staff. In the 1930s, Louise Whitbeck Fraser struggled with the limitations imposed on her and her daughter, Jean, who had special needs. Due to a lack of services for individuals with disabilities, parents often reluctantly resorted to institutionalizing their children with special needs. What little progress that had been made to support people with disabilities had come to an abrupt halt due to the financial effects of the Great Depression. Unwilling to accept the status quo, Mrs. Fraser devoted her life to helping children with special needs and their families realize more fulfilled lives. In 1935, she opened her Home Study School for children with disabilities. Initially seven children attended the "school", each paying four dollars per week. With the encouragement, advice, and financial support of many grateful parents, Mrs. Fraser pioneered special education in Minnesota and gained national acclaim for her innovative teaching methods and the remarkable achievements demonstrated by her students.
