The USDA Grain Inspection, Packers and Stockyards Administration's (GIPSA) Federal Grain Inspection Service (FGIS) certifies that grain produced in the United States meets the official United States Standards for Grain. As part of its responsibilities, FGIS works with international traders. Before any grain can be exported from the United States, it must first be certified by FGIS as having met a specific standard. FGIS staff explain the national inspection system, U.S. grain standards, and commodity inspection programs; conduct briefings and tours; assess foreign inspection and weighing techniques; and respond to inquiries about quality and quantity of U.S. grain exports. FGIS agencies in eight states are delegated authority to perform official export services at ports. Room 1099-S

Many Brace for Trims by Bush, Congress
By Peter Slevin Washington Post Staff Writer
Monday, April 4, 2005; Page A03 MEDINA, N.D. It's tough to make a living as a farmer in North Dakota these days, Owen Olson says. If it's not the diesel costs going up, it's the rain coming down or not coming down. Commodity prices rise and fall in rapid, repeated and unpredictable succession. Olson, who farms 1,400 acres near here, is among the men and women who sow the seeds, harvest the crops and oppose this year's attempt by President Bush and Congress to cut federal farm assistance. They speak of hardship and fairness while questioning the votes cast for a president who scored big in the Midwest, in part by promising to do well by farmers.
North Dakota leads the nation in production of spring wheat. President Bush has proposed cuts of $5.7 billion from agricultural programs over 10 years.

In 2001 North Dakota lawmakers approved Senate Bill Number 2386, which gives a state income tax credit of up to a maximum of $6,000 annually for people who invest in agricultural processing cooperatives. The tax credit is equivalent to thirty percent of the amount invested in the cooperative by the taxpayer, up to a total annual investment of $20,000. Investors in cooperatives or limited liability corporations are eligible for the credit, so long as the business has an agricultural commodity processing facility in this state and is more than half farmer-owned. Trade Mission: Cuba Inks Sales Deal
HAVANA - A historic North Dakota agricultural trade delegation to Cuba, led by Governor John Hoeven, finished with a document signing ceremony Thursday in which the North Dakota Farm Bureau promised to help consummate sales of state farm products totaling about $2 million. The four-day visit, organized by the North Dakota Farm Bureau, was designed to strengthen trade possibilities with a country that has been out of the loop with the U.S. government for more than four decades because of its socialist/communist government. (Mikkel Pates, Grand Forks Herald, 7/26/2002)
    Farmers Applaud Cuba Trip's Success
Farmers and representatives of commodity groups accompanying North Dakota Governor John Hoeven applauded the results of the historic agricultural trade mission to Cuba. The trip resulted in a tentative agreement for the sale of about $2 million in North Dakota farm commodities, including lentils, chickpeas, barley and field peas. The commodities would fill 128 rail cars, according to North Dakota Farm Bureau president Eric Aasmundstad, who farms near Hampden, N.D. "Cuba is a market we haven't had access to in over 40 years," Aasmundstad said. "We have to have a bit of enthusiasm when we look at the possibility of being able to sell products from North Dakota to the people of Cuba things that they need very badly. We're certainly very encouraged by what we've been able to do here. We've accomplished just about everything we set out to do." (Jerry W. Kram, Grand Forks Herald, 7/26/2002)
