Conrad, Johnson Accept City's Invitation for Annual Economic Development Conference Fargo, ND Senator Kent Conrad and Agriculture Commissioner Roger Johnson today accepted an invitation from Fargo and West Fargo officials and announced that the community will host Marketplace for Entrepreneurs, North Dakota's largest and longest-running economic development conference. "Marketplace has grown significantly since it began more than 16 years ago. It has become a major economic development force in North Dakota", Senator Conrad said. "Every year we see more and more people coming out to be a part of this wonderful event. We are very excited that Fargo and West Fargo will be hosting Marketplace." Vast Dakota Territory, at the geographic center of the continent, was divided into North and South Dakota in 1889. Rich loess soils favor agriculture, and farms cover 90 percent of the state's land area. But the practice of draining glacier-formed prairie potholes to increase cropland destroys critical habitat for migrating birds. Extremes in weather and in world markets subject wheat farmers to cycles of boom and bust, but petroleum and lignite production assists the economy. Garrison Dam, on the Missouri River, produces 400,000 kilowatts of electricity, providing extensive irrigation for the surrounding area. North Dakota
One of the United States of America, originally included in the Louisiana Purchase. Little was known of the region prior to the expedition of Lewis and Clark, who spent the winter of 1804-5 about thirty miles north-west of Bismarck. In 1811 the Astor expedition encountered a band of Sioux near the boundary of North and South Dakota on the Missouri. Settlement was long delayed on account of the numerous Indian wars, and the land was practically given up to hunters and trappers. In 1849 all that part of Dakota east of the Missouri and White Earth Rivers was made part of the Territory of Minnesota, and in 1854 all to the west of the said rivers was included in the Territory of Nebraska. Finally, 2 March, 1861, President Buchanan signed the bill creating the Territory of North Dakota, with Dr. William Jayne of Springfield, Ill., as first governor; and on 2 November, 1889, the State of North Dakota was formed. North Dakota is bounded on the north by Saskatchewan and Manitoba, on the south by South Dakota , on the east by Minnesota (the Red River dividing), and on the west by Montana. The surface is chiefly rolling prairie, with an elevation of from eight hundred to nine hundred feet in the Red River valley, from thirteen hundred to fifteen hundred feet in the Devil's Lake region and from two thousand to twenty-eight hundred feet west of Minot. The chief rivers are the Missouri, Red, Sheyenne, James, Mouse, and their tributaries. The state forms a rectangle, measuring approximately two hundred and fourteen miles from north to south and three hundred and thirty from east to west, and has an area of 70,795 square miles, of which 650 is water. The population (1910) was 577,056, an increase of 82.8 per cent, since 1900.

The amount of developed land increased 9 percent between 1982 and 1992. There has been a 90 percent loss of native grassland, and 60 percent of the original wetlands acreage has been drained. The state has 10 federally listed threatened and endangered species. Biological Diversity Policy Status of Biodiversity Science
North Dakota does not have a coordinated assessment system in place. Instead, the state relies solely on its Natural Heritage database. The Natural Heritage Program provides for the only inventory of ecological resources, to include information on the status and distribution of exemplary natural communities, rare, endangered and threatened plant and animal species and unique geological features. GAP was supposed to be implemented in 1995, but has not yet begun. No other assessment systems were identified. A quorum was determined with the following members answering the roll call: Senators Arnold M. Brown, Robert M. Benson, Bob Drake, Gerald Lange, John J. Reedy, and Drue J. Vitter; and Representatives Mike Jaspers, Kenneth E. Kredit, V. Joanne Lockner, Robert R. Weber, and Kenneth Wetz. Representative Dean Schrempp and Senator Paul Valandra were unable to attend. Staff members present included David Becker, Senior Fiscal Analyst, and Rhonda Purkapile, Senior Legislative Secretary. Johanns Accepts Delegation's Invitation for North Dakota Listening Session Washington - Senators Kent Conrad and Byron Dorgan and Congressman Earl Pomeroy announced today that Agriculture Secretary Michael Johanns will to come to North Dakota and hear firsthand from North Dakota farmers and ranchers before the next farm bill is written. "Domestic agricultural policy is of great importance to the farmers and ranchers of North Dakota as well as our rural communities, main street businesses and higher education institutions," the delegation said in a joint statement. "North Dakota leads the nation in the production of many crops, including spring and durum wheat, barley, oats, dry peas and minor oilseeds. North Dakota producers should be able to tell the Secretary that they need a Farm Bill that works for them." The delegation wrote Secretary Johanns on May 12th, inviting him to North Dakota for a "listening session." Secretary Johanns notified the delegation today that he would appear at the North Dakota State Fair in Minot on July 26th. The current farm bill expires in 2007. Congress is expected to begin negotiations on new farm legislation soon. Formerly the Governor of Nebraska, Secretary Johanns was welcomed to his post by the delegation for his Midwestern roots. However, the delegation has disagreed with Johanns on a number of issues critical to North Dakota's agricultural producers - such as keeping foreign-subsidized sugar from wiping out North Dakota sugar producers, protecting the U.S. beef herd from "mad cow" disease, and maintaining sensible trade policy that allows North Dakota farmers to compete in the global marketplace against farmers from Europe, South America and Australia.
