Agriculture and the North Dakota Economy North Dakota’s major industry is agriculture; 38 percent of its economic base is attributed to the sector, and approximately 89 percent of the state is comprised of farmland (North Dakota Agricultural Statistics Service). Similar with other regions, the number of farms in North Dakota has decreased over the years while the average farm size has increased. Technological advances in agriculture have increased the amount of land that one farmer can efficiently operate. The state is the country’s leading producer of many crops, including durum wheat, barley, other spring wheat, sunflowers, and all dry edible beans. In terms of the percentage of its total state farm receipts, North Dakota’s two most important commodities are wheat and cattle, at 38 percent and 12 percent, respectively (Economic Research Service North Dakota Fact Sheet). With wheat playing such an important role, North Dakota's agricultural economy is less diversified than most states (Economic Research Service, 1998). The state is a major exporter of wheat; in 1997, it ranked second among all states in terms of the highest value of wheat exported. With such a dependence on this particular commodity, however, North Dakota's agricultural export base is narrow in relation to the other Northern Great Plains states (Northern Great Plains Rural Development Commission).
Because agriculture represents a significant portion of North Dakota’s economic activity, the state is acutely affected by agriculture’s performance. Due to external factors such as weather, price changes, farm policy, and foreign trade, the value of agricultural output can experience great variability from year-to-year (Coon, Leistritz and Majchrowicz). As a result, North Dakota's net farm income can experience great year-to-year volatility.

    Senate passes FY06 ag spending bill
    The Senate passed its version of H.R. 2744, the FY06 agriculture spending bill. The bill provides $100.2 billion for USDA and ag-related programs, of which just $17.4 billion is for discretionary programs (programs that must be funded annually). The conference that will work out the difference between this bill and the already-passed House bill is expected to start shortly as Congress works to complete action on spending bills before September 30, the end of the fiscal year.

    • Agriculture is the leading revenue-producing industry in North Dakota, accounting for about one-third of the state's economic base. Tourism, energy, and manufacturing follow.
    • Wheat is North Dakota's chief agricultural commodity. Other chief contributors to North Dakota farm revenue are cattle, 12 percent; feed crops, 9 percent; soybeans, 7 percent; sugar beets, 5 percent; and sunflower, 4 percent.
    • A strong wheat industry is very important to the viability of North Dakota. As an example, if the farm level wheat price is $3.50 per bushel ($129 per ton), an average North Dakota wheat crop of 286 million bushels (7.8 million metric tons) is worth $1 billion, plus at least another $2.5 billion in indirect economic contributions.
    • Nationally, North Dakota typically ranks second to Kansas in total wheat production, though in two of the last 10 years ( 1995 and 1996), the state has come out on top.

    Summary of North Dakota History
    Text from the North Dakota Centennial Blue Book 1889-1989. Before Euro-American Settlement of the Northern Plains began in the 19 th Century, the land had been occupied for many centuries. Archeological investigations document the presence of big game hunting cultures after the retreat of the continental glaciers about 10,000 years ago and later settlements of both hunting and gathering and farming peoples dating ca. 2000B.C., to 1860. When the first white explorers arrived, distinct Indian groups existed in what is now North Dakota. These included the Dakota or Lakota nation, Assiniboine, Cheyenne, Mandan, Hidatsa and Arikara. Groups of Chippewa moved into the northern Red River Valley around 1800, and Cree, Blackfeet and Crow frequented the western buffalo ranges. (Picture: Catlin 1832) These peoples represented two different adaptations to the plains environment. Nomadic groups depended primarily upon vast herds of American bison for the necessities of life. When the horse was brought to the Northern Plains in the 18 th Century, the lives of the Dakota, Assiniboine and Cheyenne changed dramatically. These bands quickly adapted the horse, and the new mobility enabled them to hunt with ease and consequently to live better than ever before. The horse became a hallmark of Plains cultures, and the images of these mounted Indians bequeathed a romantic image of power and strength that has survived in story, films and songs.     North Dakota has 30,300 family farms and ranches. The average North Dakota farm is 1,300 acres. The state's commercial banks are the #1 ag lender in the state with 2.3 billion in loans. North Dakota farmland covers 12 million city blocks. Agriculture accounts for approximately 22 percent of the loan portfolios of North Dakota banks. North Dakota production agriculture is a $4.4 billion industry. When ag loans are obtained from commercial banks, money is returned to the state and counties through bank privilege taxes. These dollars support schools, help construct and maintain roads, develop recreational areas, and build communities.     Agriculture has been historically an important sector of the economy in North Dakota and Minnesota. Agriculture comprised over 41 percent of total sales to final demand in North Dakota from 1985 to 1989 (Leistritz and Coon 1991). Correspondingly, agriculture in Minnesota, not including the forest industry, accounted for 22 percent of all out-of-state sales in 1990, or if measured in terms of overall business activity, generated 13 percent of all economic activity in the state (Senf et al. 1993). Agriculture in North Dakota is dominated by crop production, while in Minnesota, crop and livestock production are nearly equal in importance. North Dakota typically is considered a small grain-producing state, leading the nation in the production of nearly all small grains and ranking nationally in theproduction of dry edible beans, sunflowers, and potatoes (North Dakota Agricultural Statistics Service 1993). Minnesota ranks nationally in the production of corn, soybeans, sunflowers, navy beans, alfalfa hay, some small grains, and several livestock categories (dairy, turkeys, hogs, and cattle) (Minnesota Agricultural Statistics Service 1993). However, in addition to many traditional crops, Minnesota and North Dakota also rank nationally in sugarbeet production. Minnesota has been the leading sugarbeet-producing state since 1989 and the leading state 8 out of the last 10 years, while North Dakota has been ranked fourth for the last 10 years. However, sugarbeet production is often overshadowed by the sheer acreage of small grain in North Dakota and the acreage of corn and soybeans in Minnesota. For example, in 1992, North Dakota planted 11.6 million acres of wheat and Minnesota planted 12.7 million acres of corn and soybeans, compared to only 570,000 acres of sugarbeets in the two states (North Dakota Agricultural Statistics Service 1993; Minnesota Agricultural Statistics Service 1993).

    The Bank of North Dakota
    The Non Partisan League (NPL), born in 1915, united progressives, reformers, and radicals behind a platform that called for reforms to return control of North Dakota's government and economy to the people. Taking leadership of the state in 1919, the NPL formed the Bank of North Dakota (BND). Today it is the only state-owned bank in the U.S. The bank was originally formed to create additional competition in the credit industry while providing a local source of capital for state investment and development. At the time the nearest financial centers were based in Minneapolis and St. Paul, and farmers were unable to get long-term financing at reasonable rates. BND was formed to "encourage and promote agriculture, commerce and industry in North Dakota." The bank is governed by the ND Industrial Commission , consisting of the governor, attorney general and the commissioner of agriculture, all elected officials. The commission, in effect, serves as the bank's board of directors; it was formed with three members so voters could more easily monitor and influence bank policy. In contrast to most commercial banks, Bank of North Dakota is not a member of the Federal Depository Insurance Corporation (FDIC). North Dakota Century Code 6-09.10 provides that all deposits in the Bank of North Dakota are guaranteed by the state.

    BISMARCK - As a state trade delegation negotiated contracts in Japan, a
    group from that country asked North Dakota's agriculture commissioner on
    Friday to resist the introduction of biotech wheat. The Japanese coalition presented petitions it said was signed by 414
    companies, consumer organizations and labor unions representing more than
    1.1 million people. Agriculture Commissioner Roger Johnson said the group's concerns should
    carry weight with North Dakotans because Japan is the state's top export
    customer for spring wheat. ''Our message to them is we're pleased that you're here ... and we're going to do everything possible to make sure that as we go forward we can continue to access the Japanese market,'' Johnson said.
