Agricultural Economics Report No. 395-S May 1998 PROCEDURES The purpose of this study is to estimate the economic contribution of the sugarbeet industry to the North Dakota and Minnesota economy. Analysis of the sugarbeet industry required (1) estimating sugarbeet production in eastern North Dakota and Minnesota, (2) estimating expenditures and revenues from sugarbeet production, (3) obtaining information on sugarbeet processing and marketing expenditures, and (4) using input-output analysis to determine the secondary economic impacts. A sugarbeet production budget was used to estimate costs and returns from growing sugarbeets in the two states. The budget contained actual expenditures of farmers enrolled in the Farm Business Management Programs in each state. The sugarbeet cooperatives were surveyed to obtain estimates of their cash expenditures made to North Dakota and Minnesota entities in fiscal 1997. Direct economic impacts are typically expressed as changes in ouput, employment, or income that represent the initial or direct effects of a project, program, or event. Secondary economic impacts result from subsequent rounds of spending and respending within an economy. Input-output (I-O) analysis traces linkages (i.e., the amount of spending and respending) among sectors of an economy and calculates the total business activity resulting from a direct impact in a basic sector (Coon et al. 1985). An economic sector is a group of similar economic units (e.g., communications and public utilities, retail trade, etc.).

A proposal to make pharmaceutical products from North Dakota flax shows a lot of promise, its supporters say, but the project has run into strong opposition from the state's flax industry. Agragen, a new company that has leased space in a technology park building in Grand Forks, N.D., has proposed to make albumin and a recombinant form of omega-3 fatty acids from flax grown in North Dakota. North Dakota farmers annually grow more than 90 percent of the U.S. flax supply. Research on the Agragen project is under way and shows the market potential for the plant-made pharmaceuticals or PMPs would be a big boon to the flax industry in North Dakota, says Sam Huttenbauer Jr., an Agragen owner and Cincinnati entrepreneur. But AmeriFlax, a branch of the North Dakota Oilseed Council, which determines use of the producer checkoff, has voiced opposition to the Agragen project and issued a prepared statement expressing its concerns. The statement reads in part: " ... Plant-made pharmaceuticals and industrial products are not intended to be cultivated for food and feed use, and are not required to seek food and feed approvals. Therefore, their presence at any level is currently not allowed in products meant for consumption by humans or animals. Under current USDA regulatory standards, this zero tolerance creates an intolerable risk for U.S. producers and food processors.

What is IPM?
IPM stands for Integrated Pest Management. The definition of IPM from the National IPM Network is "IPM is a sustainable approach to managing pests by combining biological, cultural, physical and chemical tools in a way that minimizes economic, health and environmental risks." Integrated Pest Management (IPM) affects North Dakota's largest industry, agriculture.
